Ministry of Rural Development holds a meeting to discuss preparations for El Niño.
Phnom Penh: On Monday morning, November 2, 2026, the Ministry of Rural Development held a discussion on preparations to prevent and mitigate the El Niño phenomenon, chaired by H.E. Chhay Rithisen, Minister of Rural Development. Participants included the Permanent Secretary of State, ministry leaders and technical officials, representatives of national and international NGOs involved in rural clean water supply and sanitation, and the directors of the 25 capital–provincial Departments of Rural Development, who joined via Zoom.
The meeting, held at the Ministry’s headquarters, aimed to prepare coordinated interventions to help people affected by domestic and drinking water shortages during drought conditions linked to El Niño. Proceedings opened with a welcome report by Mr. Tit Sophea, Head of the Rural Clean Water Supply Department, who highlighted progress achieved through implementation of the Strategic Plan on Rural Water Supply and Sanitation 2026–2033, as well as actions carried out in line with ministry guidance on measures and interventions addressing shortages of domestic and potable water caused by climate variability and El Niño. Representatives of national and international organizations present at the meeting outlined their missions, roles, responsibilities, and results to date, and expressed their commitment and readiness to support and work closely with the Ministry of Rural Development and other relevant institutions and stakeholders to deliver timely and effective responses for rural clean water and sanitation.
On this occasion, H.E. Chhay Rithisen thanked all national and international organizations participating in the discussion, calling it a demonstration of shared spirit and joint effort in addressing the difficulties faced by rural communities. He praised the leadership, technical officials, and all partner organizations for their cooperation in implementing rural clean water and sanitation work, which has produced commendable results. Before concluding, the Minister called on leaders and civil servants at national and sub national levels, national and international organizations, and all stakeholders to further strengthen cooperation to study and assess the geographic areas affected by El Niño. He emphasized setting clear intervention targets and identifying vulnerable groups—especially the elderly, pregnant women, persons with disabilities, and children—while preparing water resources and deploying a full range of strategic measures to provide proactive assistance in line with the principle that prevention is better than cure. Finally, he asked all stakeholders to continue strengthening collaboration in the spirit of synergy to work together on rural clean water supply and sanitation to achieve the goals of the 2026–2033 strategic plan.
