[English Below] រាជធានីភ្នំពេញ៖ នាព្រឹកថ្ងៃព្រហស្បតិ៍ ១១កើត ខែអស្សុជ ឆ្នាំមមី អដ្ឋស័ក ព.ស.២៥៧០ ត្រូវនឹងថ្ងៃទី២២ ខែតុលា ឆ្នាំ២០២៦នេះ ឯកឧត្តម ឆាយ ឫទ្ធិសែន រដ្ឋមន្ដ្រីក្រសួងអភិវឌ្ឍន៍ជនបទ បានអញ្ជើញចូលរួមជាកិត្តិយសក្នុងពិធីប្រកាសដាក់ឱ្យអនុវត្តជាផ្លូវការ “យុទ្ធសាស្ត្រជាតិស្តីពីការអភិវឌ្ឍសហគ្រាសធុនមីក្រូ តូច និងមធ្យម ឆ្នាំ២០២៦-២០៣០” ក្រោមអធិបតីភាពដ៏ខ្ពង់ខ្ពស់ សម្តេចមហាបវរធិបតី ហ៊ុន ម៉ាណែត នាយករដ្ឋមន្ត្រីនៃព្រះរាជាណាចក្រកម្ពុជា នៅសណ្ឋាគារសុខាភ្នំពេញ និងរ៉េស៊ីដង់។
សហគ្រាសធុនមីក្រូ តូច និងមធ្យម (MSMEs) គឺជាមូលដ្ឋានដ៏សំខាន់នៃសេដ្ឋកិច្ចកម្ពុជា ក្នុងការបង្កើតការងារ បង្កើនប្រាក់ចំណូល ជំរុញសហគ្រិនភាព និងពង្រឹងភាពធន់នៃសេដ្ឋកិច្ចជាតិ ដែលត្រូវបានរាជរដ្ឋាភិបាល កំណត់ជាអាទិភាពមួយក្រោមយុទ្ធសាស្ត្របញ្ចកោណ ដំណាក់កាលទី១ ដោយផ្តោតលើការកែលម្អបរិយាកាសធុរកិច្ច ការធ្វើនិយ័តកម្មសហគ្រាស ការបង្កើនផលិតភាព ការចាប់យកបច្ចេកវិទ្យា និងនវានុវត្តន៍ ការពង្រឹងគុណភាព និងស្តង់ដារ ការទទួលបានហិរញ្ញប្បទាន និងការពង្រីកទីផ្សារ។ ជាក់ស្ដែង សហគ្រាសធុនមីក្រូ តូច និងមធ្យម ត្រូវបានប៉ាន់ប្រមាណថា រួមចំណែកប្រមាណ ៦៣% នៃផលិតផលក្នុងស្រុកសរុប (GDP) និងផ្តល់ការងារលើសពី ៧០% នៃការងារក្រៅវិស័យកសិកម្ម។ ក្នុងន័យនេះ រាជរដ្ឋាភិបាល បានរៀបចំ “យុទ្ធសាស្ត្រជាតិស្តីពីការអភិវឌ្ឍសហគ្រាសធុនមីក្រូ តូច និងមធ្យម ឆ្នាំ២០២៦-២០៣០” ដែលមានចក្ខុវិស័យច្បាស់លាស់ គឺជំរុញការអភិវឌ្ឍសហគ្រាសធុនមីក្រូ តូច និងមធ្យមកម្ពុជា ឱ្យក្លាយជាមូលដ្ឋានគ្រឹះ និងជាកម្លាំងចលករដ៏រឹងមាំនៃកំណើនសេដ្ឋកិច្ចជាតិ ដែលនាំមកនូវវឌ្ឍនភាពសង្គម និងវិបុលភាពសម្រាប់ប្រជាជាតិកម្ពុជា តាមរយៈសសរស្តម្ភយុទ្ធសាស្ត្រចំនួន ៤សំខាន់ៗ រួមមាន៖ទី១៖ ការកែលម្អបរិស្ថានធុរកិច្ច និងនិយ័តកម្មផ្នែកច្បាប់ ទី២៖ ការលើកកម្ពស់សមត្ថភាពផលិតកម្ម សេវាកម្ម និងការចាប់យកបច្ចេកវិទ្យា និងនវានុវត្តន៍ទី៣៖ ការបង្កើនសមត្ថភាពប្រកួតប្រជែងក្នុងទីផ្សារជាតិ និងអន្តរជាតិ ទី៤៖ ការអភិវឌ្ឍហេដ្ឋារចនាសម្ព័ន្ធគាំទ្រទាំងផ្នែករឹង និងផ្នែកទន់៕
H.E. Chhay Rithisen attended as Guest of Honor the official launch of the “National Strategy on the Development of Micro, Small and Medium Enterprises (MSMEs) 2026–2030.”
Phnom Penh: On Thursday morning, October 22, 2026, H.E. Chhay Rithisen, Minister of Rural Development, attended as Guest of Honor the ceremony to officially put into effect the “National Strategy on the Development of Micro, Small and Medium Enterprises 2026–2030,” presided over by Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, at Sokha Phnom Penh Hotel & Residence.
Micro, small and medium enterprises (MSMEs) are a vital foundation of Cambodia’s economy, creating jobs, increasing incomes, fostering entrepreneurship, and strengthening national economic resilience. They are a government priority under the Pentagonal Strategy Phase 1, which focuses on improving the business environment, enterprise regulation/formalization, boosting productivity, adopting technology and innovation, strengthening quality and standards, expanding access to finance, and widening markets. MSMEs are estimated to contribute about 63% of gross domestic product (GDP) and to provide more than 70% of non-agricultural employment. In this context, the Royal Government has prepared the “National Strategy on the Development of MSMEs 2026–2030,” with a clear vision to advance Cambodian MSMEs so they become a strong foundation and driving force of national economic growth, bringing social progress and prosperity to the Cambodian people. The strategy rests on four key pillars: (1) improving the business environment and legal/regulatory framework; (2) promoting capacity in production and services, and the adoption of technology and innovation; (3) increasing competitiveness in domestic and international markets; and (4) developing supportive infrastructure, both hard and soft.
