[English Below] រាជធានីភ្នំពេញ៖ នាព្រឹកថ្ងៃសុក្រ ៧រោច ខែស្រាពណ៍ ឆ្នាំមមី អដ្ឋស័ក ពុទ្ធសករាជ ២៥៧០ ត្រូវនឹងថ្ងៃទី៤ ខែកញ្ញា ឆ្នាំ២០២៦ ក្រុមការងារត្រី-វិស័យ កសិកម្ម-ទឹក-ជនបទ បានរៀបចំកិច្ចប្រជុំអន្ដរក្រសួងក្រោមយន្តការ “ត្រី-វិស័យ” ថ្នាក់រដ្ឋមន្ត្រី លើកទី៧ ស្ដីពីការសម្របសម្រួលការអនុវត្តកម្មវិធីនយោបាយ និងសកម្មភាពដែលពាក់ព័ន្ធនឹងសហគមន៍កសិកម្មទំនើប សហគមន៍កសិករប្រើប្រាស់ទឹក និងភូមិគំរូ ។ អង្គប្រជុំប្តូរវេនលើកទី៧នេះ ប្រព្រឹត្តទៅនៅក្រសួងកសិកម្ម រក្ខាប្រមាញ់ និងនេសាទដែលជាក្រសួងម្ចាស់ផ្ទះ ក្រោមអធិបតីភាពដ៏ខ្ពង់ខ្ពស់ឯកឧត្តម ឌិត ទីណា រដ្ឋមន្ត្រីក្រសួងកសិកម្ម រុក្ខាប្រមាញ់ និងនេសាទ ឯកឧត្តម ឆាយ ឫទ្ធិសែន រដ្ឋមន្ត្រីក្រសួងអភិវឌ្ឍន៍ជនបទ និង ឯកឧត្តម ថោ ជេដ្ឋា រដ្ឋមន្ត្រីក្រសួងធនធានទឹក និងឧតុនិយម។

ក្នុងកិច្ចប្រជុំត្រី-វិស័យថ្នាក់រដ្ឋមន្ដ្រីលើកទី៧នេះ មានវត្តមានអញ្ជើញចូលរួមពីសំណាក់ ឯកឧត្តម លោកជំទាវ ជាថ្នាក់ដឹកនាំនៃក្រសួងទាំង៣ ថ្នាក់ដឹកនាំតំណាងក្រសួង ស្ថាប័ន មន្ទីរជំនាញខេត្តគោលដៅ និងតំណាងដៃគូអភិវឌ្ឍន៍ពាក់ព័ន្ធផងដែរ និងមានគោលបំណងចម្បងចំនួន ២ គឺ៖ ទី១. ពិនិត្យលើវឌ្ឍនភាព និងលទ្ធផលការងារសម្រេចបានចុងក្រោយនៅតាមបណ្ដាសហគមន៍ ជាពិសេសនៅតាមបណ្តាសហគមន៍ទាំង ១០ ដែលបានជ្រើសរើសសម្រាប់កិច្ចអន្តរាគមន៍រួមគ្នា និងទី២. ពិនិត្យ ពិភាក្សា និងសម្រេចជាគោលការណ៍ លើសមាសភាពសហគមន៍ដែលត្រូវជ្រើសរើសបន្ថែមសម្រាប់កិច្ចអន្តរាគមន៍ត្រី-វិស័យនៅក្នុងឆ្នាំ២០២៦-២០២៧ និង២០២៨ ។

គួរជម្រាបជូនផងដែរថា ដើម្បីចូលរួមឱ្យសម្រេចជោគជ័យនូវយុទ្ធសាស្ដ្របញ្ចកោណដំណាក់កាលទី១ របស់រាជរដ្ឋាភិបាលនីតិកាលទី៧ នៃរដ្ឋសភា និងចក្ខុវិស័យរបស់រាជរដ្ឋាភិបាល ក្រោមការដឹកនាំប្រកបដោយគតិបណ្ឌិតរបស់សម្ដេចមហាបវរធិបតី ហ៊ុន ម៉ាណែត នាយករដ្ឋមន្ដ្រីនៃព្រះរាជាណាចក្រកម្ពុជា ក្រសួងកសិកម្ម រុក្ខាប្រមាញ់ និងនេសាទ ក្រសួងធនធានទឹកនិងឧតុនិយម និងក្រសួងអភិវឌ្ឍន៍ជនបទ បានសហការគ្នាជាសហថាមពល ក្រោមអភិក្រម “ជវភាពនៃប្រព័ន្ធតួអង្គតែមួយ” ដោយបង្កើតជាក្រុមការងារយន្តការត្រី-វិស័យ កសិកម្ម ទឹក ជនបទ ដើម្បីសម្របសម្រួលការអនុវត្តកម្មវិធីនយោបាយ និងសកម្មភាពអភិវឌ្ឍន៍ជនបទនានាពាក់ព័ន្ធនឹងសហគមន៍កសិកម្មទំនើប សហគមន៍កសិករប្រើប្រាស់ទឹក និងភូមិគំរូ ក្នុងគោលដៅធ្វើការឆ្លើយតបទៅនឹងតម្រូវការនៃការអភិវឌ្ឍដោយផ្ទាល់នៅតំបន់ជនបទ សម្រាប់ការលើកកម្ពស់និងកែលម្អជីវភាពរស់នៅរបស់ប្រជាជននៅតាមសហគមន៍កសិកម្មទំនើប សហគមន៍កសិករប្រើប្រាស់ទឹក និងភូមិគំរូ ឱ្យមានប្រសិទ្ធភាព ប្រសិទ្ធផលខ្ពស់ និងមានចីរភាព៕

Phnom Penh: On Friday morning, September 4, 2026, the Agriculture–Water–Rural Development Tri Sector working group convened the 7th ministerial level inter ministerial meeting on coordinating the implementation of policy programs and activities related to modern agricultural communities, farmer water user communities, and model villages. The rotating 7th session was hosted at the Ministry of Agriculture, Forestry and Fisheries under the high presidency of H.E. Dith Tina, Minister of Agriculture, Forestry and Fisheries; H.E. Chhay Rithisen, Minister of Rural Development; and H.E. Thor Chetha, Minister of Water Resources and Meteorology.
The meeting was attended by Excellencies, Ladies and Gentlemen from the leadership of the three ministries; leaders representing line ministries, institutions, target provincial departments; and representatives of development partners and relevant organizations. The session pursued two main objectives: (1) Review progress and the latest results across communities, especially the 10 communities selected for joint interventions; and (2) Review, discuss, and decide in principle on additional communities to be selected for Tri Sector interventions during 2026–2027 and 2028.
It should be noted that, to contribute to the success of Phase I of the Pentagonal Strategy of the Royal Government’s 7th legislative term and advance the Royal Government’s vision under the leadership of Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, the Ministry of Agriculture, Forestry and Fisheries, the Ministry of Water Resources and Meteorology, and the Ministry of Rural Development have joined forces under the “Dynamic Stakeholder System” approach. Through this, they established the Agriculture–Water–Rural Development Tri Sector mechanism to coordinate policy programs and rural development activities related to modern agricultural cooperatives, farmer water user communities, and model villages, aimed at directly addressing rural development needs, improving livelihoods, and building resilience with high effectiveness, efficiency, and sustainability.
