[English Below] រាជធានីភ្នំពេញ៖ នាព្រឹកថ្ងៃសុក្រ ៨កើត ខែស្រាពណ៍ ឆ្នាំមមី អដ្ឋស័ក ព.ស.២៥៧០ ត្រូវនឹងថ្ងៃទី២១ ខែសីហា ឆ្នាំ២០២៦ ឯកឧត្តម ឆាយ ឫទ្ធិសែន រដ្ឋមន្ត្រីក្រសួងអភិវឌ្ឍន៍ជនបទ បានអញ្ជើញចូលរួមក្នុងព្រះរាជពិធីសម្ពោធវិមានសាមគ្គីភាពនៃព្រឹទ្ធសភាកម្ពុជា ក្រោមព្រះរាជាធិបតីភាពដ៏ខ្ពង់ខ្ពស់របស់ ព្រះករុណា ព្រះបាទសម្តេចព្រះបរមនាថ នរោត្តម សីហមុនី ព្រះមហាក្សត្រនៃព្រះរាជាណាចក្រកម្ពុជា ជាទីគោរពសក្ការៈដ៏ខ្ពង់ខ្ពស់បំផុត។ ពិធីសម្ពោធយ៉ាងមហោឡារិកនេះ ក៏មានការយាងនិងអញ្ជើញចូលរួមសំណាក់ សម្តេចតេជោ ហ៊ុន សែន ប្រធានព្រឹទ្ធសភាកម្ពុជា, សម្តេចមហារដ្ឋសភាធិការធិបតី ឃួន សុដារី ប្រធានរដ្ឋសភា និងសម្តេចមហាបវរធិបតី ហ៊ុន ម៉ាណែត នាយករដ្ឋមន្ត្រី និងលោកជំទាវបណ្ឌិត ព្រមទាំងសម្តេច ឯកឧត្តម លោកជំទាវ ឧត្តមប្រឹក្សាផ្ទាល់ព្រះមហាក្សត្រ, ប្រធានក្រុមប្រឹក្សាធម្មនុញ្ញ, ថ្នាក់ដឹកនាំ សមាជិកព្រឹទ្ធសភា-រដ្ឋសភា, សមាជិក សមាជិកានៃរាជរដ្ឋាភិបាល, ឯកអគ្គរាជទូត-ឯកអគ្គរដ្ឋទូតនៃបណ្តាប្រទេសជាមិត្ត និងភ្ញៀវកិត្តិយសជាតិ អន្តរជាតិជាច្រើនរូប។
“វិមានសាមគ្គីភាព” ជាសំណង់អគារថ្មីនៃព្រឹទ្ធសភា ត្រូវបានស្ថាបនាឡើងក្រោមគំនិតផ្តួចផ្តើមដ៏ខ្ពង់ខ្ពស់របស់ សម្តេចតេជោ ហ៊ុន សែន ដើម្បីឆ្លើយតបទៅនឹងការពង្រឹងតួនាទី និងកំណើនការងារ ការលើកកម្ពស់ប្រសិទ្ធភាព គុណភាព និងចីរភាព នៃស្ថាប័នព្រឹទ្ធសភា ព្រមទាំងឆ្លើយតបទៅនឹងការអនុវត្តអាទិភាពចម្បងទាំង២ របស់ព្រឹទ្ធសភានីតិកាលទី៥ ដែលបានដាក់ចេញដោយសម្តេចតេជោប្រធានព្រឹទ្ធសភាគឺ “ការលើកកម្ពស់ការទូតសភា” និង “ការរួមប្រាស្រ័យឱ្យកាន់តែជិតស្និទ្ធជាមួយអង្គបោះឆ្នោត ដែលតំណាងឱ្យប្រជាពល រដ្ឋនៅ មូលដ្ឋាន”។ “វិមានសាមគ្គីភាព” នឹងបំពេញតួនាទីជាការិយាល័យ ធ្វើការរបស់ថ្នាក់ដឹកនាំព្រឹទ្ធសភា និងជាទីកន្លែង ទទួលភ្ញៀវ ឥស្សរជនជាន់ខ្ពស់ជាតិ និងបរទេសនានា ខណៈអគារកេរដំណែល “វិមានរដ្ឋចំការមន ឬហៅថា អគារក្រហម” ដែលជាកេរមរតក និងស្នាព្រះហស្តដ៏ថ្លៃថ្លាបំផុតរបស់ ព្រះករុណា ព្រះបាទសម្តេច នរោត្ដម សីហនុ “ព្រះបរមរតនកោដ្ឋ” នឹងបន្តរក្សាតួនាទីដ៏សំខាន់ជាមជ្ឈមណ្ឌលសម្រាប់ “សម័យប្រជុំពេញអង្គព្រឹទ្ធសភា” ដើម្បីពិនិត្យ និងឱ្យយោបល់លើសេចក្តីព្រាងច្បាប់ ឬសេចក្តីស្នើច្បាប់ ឬបញ្ហាទាំងពួង ឈរលើមូលដ្ឋានគ្រឹះដ៏រឹងមាំនៃការបង្រួបបង្រួមជាតិ ឯកភាពជាតិ និងសាមគ្គីភាពជាតិ។
គួរជម្រាបជូនថាដែរ វិមានសាមគ្គីភាពត្រូវបានបញ្ចុះបឋមសិលាបើកការដ្ឋានដំណើរការសាងសង់ជាផ្លូវការនៅថ្ងៃទី៩ ខែសីហា ឆ្នាំ២០២៤ និងបានសាងសង់ចប់សព្វគ្រប់ដោយប្រើប្រាស់រយៈពេល ១៦ខែ ហើយត្រូវបានដាក់ឱ្យប្រើប្រាស់នៅថ្ងៃទី២៣ ខែមករា ឆ្នាំ២០២៦។ វិមាននេះ មានបណ្តោយ ៧៩ម៉ែត្រ ទទឹង ៤៧ម៉ែត្រ កម្ពស់ ៣៥ម៉ែត្រ និងរៀបចំជា ៤ជាន់កន្លះ ដោយប្រើដំបូលរាបស្មើ ហើយជាប្រភេទសំណង់បេតុងខ្សែកាប និងបេតុងអារមេ ដែលផ្តល់ភាពរឹងមាំ និងទំនើប ព្រមទាំងបង្ហាញពីស្ថាបត្យកម្ម និងរចនាបថខ្មែរសហសម័យ។ ក្បាច់ខ្មែរ ជាទម្រង់ផ្កាចន្ទន៍ និងបាំងខ្លែង ដែលដកស្រង់ពីប្រាសាទបុរាណ ត្រូវបានយកមកលម្អនៅតាមការិយាល័យ និងជញ្ជាំង នៃវិមានសាមគ្គីភាព ដើម្បីលើកកម្ពស់វប្បធម៌ អត្តសញ្ញាណជាតិខ្មែរ និងស្របទៅនឹងតួនាទីនៃវិមានស្ថាប័នកំពូលនីតិប្បញ្ញត្តិនេះ៕
Phnom Penh: On Friday morning, August 21, 2026, H.E. Chhay Rithisen, Minister of Rural Development, attended the Royal Inauguration of the “Vimean Samakkipeap” (Unity Building) of the Senate of Cambodia, presided over by His Majesty King Norodom Sihamoni, King of the Kingdom of Cambodia. The grand ceremony was also graced by Samdech Techo Hun Sen, President of the Senate; Samdech Moha Rothsapheathikar Thipadei Khuon Sudary, President of the National Assembly; Samdech Moha Bovor Thipadei Hun Manet, Prime Minister, and Lok Chumteav; together with Excellencies senior royal advisers to His Majesty the King, the President of the Constitutional Council, leaders and members of the Senate and National Assembly, members of the Royal Government, ambassadors and heads of mission of friendly countries, and many national and international distinguished guests.
The “Vimean Samakkipeap” (Unity Building) is the Senate’s new building, established on the high‑level initiative of Samdech Techo Hun Sen to strengthen the Senate’s role and address its growing workload, and to enhance the institution’s efficiency, quality, and sustainability. It also responds to the two priority orientations set for the 5th legislature of the Senate—“advancing parliamentary diplomacy” and “deepening engagement with electoral constituencies to better serve citizens at the grassroots.” The Building will serve as the working offices for the Senate leadership and a venue to receive high‑ranking national and foreign dignitaries. Meanwhile, the heritage complex “Vimean Rothchamkar Mon,” commonly known as the “Red Building”—a priceless legacy and work of His Late Majesty King Father Norodom Sihanouk—will continue its vital role as the center for “plenary sessions of the Senate,” examining and providing opinions on draft laws, proposed laws, and related matters, grounded in the bedrock principles of national consolidation, unity, and solidarity.
The Unity Building officially commenced construction on August 9, 2024. The building was completed in 16 months and placed into service on January 23, 2026. The hall measures 79 meters long, 47 meters wide, and 35 meters high, arranged as four and a half floors with a flat roof. It is built with post‑tensioned and reinforced concrete for strength and modernity, while expressing contemporary Khmer architecture and design. Traditional Khmer decorative motifs and patterned screens, inspired by ancient temple art, are applied throughout the offices and facades to elevate Khmer culture and national identity in harmony with the institution’s role as a supreme legislative body.
