Siem Reap Province: On Wednesday morning, August 5, 2026, H.E. Chhay Rithisen, Minister of Rural Development, attended as Guest of Honor the opening ceremony of the 23rd ASEAN Conference of Ministers on Civil Service and the 8th ASEAN Plus Three Meeting on Civil Service Matters under the theme “Innovation for Better Public Service Delivery,” presided over by Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, at the Sokha Siem Reap Hotel, Siem Reap Province. The meeting was attended by ministers responsible for the civil service from ASEAN Member States, the ASEAN Secretary General, and public service ministers from the Plus Three countries—China, Japan, and the Republic of Korea.
ASEAN cooperation on civil service matters began among ASEAN Member States in 1980 at a conference on reform in the civil service sector. The body was officially established in 1981 under the name “ASEAN Conference on Civil Service Matters (ACCSM).” It was later proposed and decided to rename it “ASEAN Cooperation on Civil Service Matters (ACCSM),” officially endorsed by ASEAN Heads of Civil Service at a retreat on November 17, 2015. ACCSM was created with the key objective of promoting and expanding cooperation among the civil services of ASEAN countries, with a mission to contribute to the realization of the ASEAN Vision 2025 by strengthening regional civil service cooperation and promoting collaboration to enhance efficiency, effectiveness, public accountability, and good governance.
In his opening remarks, the Prime Minister welcomed all delegations from ASEAN countries and expressed great pride in serving as the rotating Chair of ASEAN cooperation on civil service matters and as the host of the 23rd ACCSM and the 8th ACCSM+3 meetings. He regarded these meetings as important fora for open and frank discussions on civil service issues faced by countries in the ASEAN region. Finally, the Prime Minister underlined that Cambodia’s civil service administrative reform is shaped by the country’s unique historical journey of restoration, nation building, and peacebuilding.
