ការវាស់វែងដីធ្លី និងចេញបណ្ណកម្មសិទ្ធិជូនប្រជាពលរដ្ឋ គឺជាកិច្ចការអាទិភាពមួយរបស់រាជរដ្ឋាភិបាលដឹកនាំដោយគណបក្សប្រជាជនកម្ពុជា តាំងពីពេលដឹកនាំដោយសម្តេចតេជោ ហ៊ុន សែន ហើយបន្តមកដល់សម្តេចមហាបវរធិបតី ហ៊ុន ម៉ាណែត នាយករដ្ឋមន្ត្រីនៃរាជរដ្ឋាភិបាលនីតិកាលថ្មីនេះ។ សម្រាប់នីតិកាលទី៧នៃរដ្ឋសភា រាជរដ្ឋាភិបាលក្រោមការដឹកនាំប្រកបដោយគតិបណ្ឌិតរបស់ សម្តេចមហាបវរធិបតី ហ៊ុន ម៉ាណែត ដែលមានក្រសួងរៀបចំដែនដី នគរូបនីយកម្ម និងសំណង់ ជាសេនាធិការបានដាក់ចេញគោលដៅបញ្ចប់ការវាស់វែងដីធ្លីជូនប្រជាពលរដ្ឋ និងឈានទៅចេញបណ្ណកម្មសិទ្ធិជូនប្រជាពលរដ្ឋឱ្យចប់ជាស្ថាពរ។ ដោយឡែក សម្រាប់ស្រុកខ្សាច់កណ្តាល ការរៀបចំពិធីប្រគល់បណ្ណកម្មសិទ្ធិដីធ្លីជូនប្រជាពលរដ្ឋនេះ គឺជាស្រុកចុងក្រោយ និងជាការប្រកាសបញ្ចប់ជាស្ថាពរនូវយុទ្ធនាការចុះបញ្ជីដីធ្លីមានលក្ខណៈជាប្រព័ន្ធនៅទូទាំងខេត្តកណ្តាល។
គួរជម្រាបជូនដែរថា ខេត្តកណ្ដាល មានក្រុង-ស្រុក ចំនួន ១៣, ឃុំ-សង្កាត់ ចំនួន ១២៧ និង ភូមិចំនួន ១ ០១០ ដែលមានក្បាលដីប៉ាន់ស្មានសរុប ៨៦៦ ៧០០ក្បាលដី។ គិតចាប់ពីពេលអនុវត្តរហូតដល់ត្រឹមថ្ងៃទី២២ ខែកក្កដា ឆ្នាំ២០២៦ គឺបានវាស់វែង គូស ប្រមូល បញ្ចូល និងបិទផ្សាយទិន្នន័យបាន ១០០ភាគរយ។ ក្នុងចំណោមក្បាលដីទាំងនោះ ចេញបណ្ណកម្មសិទ្ធិសរុប ៧៨៥ ៦៣៦បណ្ណ (៩០,៦៥%) ចែកដល់ដៃប្រជាពលរដ្ឋបានចំនួន ៥២២ ៥៥៨បណ្ណ (៦៦,៥១%), បណ្ណនៅសល់ចំនួន ២៦៣ ០៧៨បណ្ណ (៣៣,៤៩%)។ ចំពោះបណ្ណដែលនៅសល់ មានបណ្ណចំនួន ១៣១ ៣៤៣បណ្ណ កំពុងបន្តចែក និងបណ្ណចំនួន ១៣១ ៧៣៥បណ្ណ ជាប់ពន្ធ៤%៕
Kandal Province: On Wednesday morning, July 29, 2026, H.E. Chhay Rithisen, Minister of Rural Development, attended as Guest of Honor the ceremony to hand over 23,076 land title certificates to residents of Chey Thom, Roka Chonlueng, and Puk Russey communes, Ksach Kandal District, Kandal Province. The event was presided over by Samdech Moha Bovor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia.
Land surveying and issuance of ownership titles to citizens have been a priority of the Royal Government led by the Cambodian People’s Party, beginning under Samdech Techo Hun Sen and continuing under Prime Minister Samdech Moha Bovor Thipadei Hun Manet. For the 7th Legislature, the Royal Government, under the scholarly leadership of Prime Minister Hun Manet and with the Ministry of Land Management, Urban Planning and Construction as Secretariat, has set the goal of completing land surveying and moving toward the permanent issuance of land title certificates to citizens. In Ksach Kandal District, today’s ceremony marks the final district-level handover and the formal completion of the systematic land registration campaign across Kandal Province.
For your information, Kandal Province has 13 cities/districts, 127 communes/sangkats, and 1,010 villages, with an estimated total of 866,700 land plots. From the start of implementation up to July 22, 2026, surveying, mapping, data collection/entry, and public posting have reached 100%. Of those plots, a total of 785,636 ownership titles (90.65%) have been issued; 522,558 titles (66.51%) have been delivered into citizens’ hands; and 263,078 titles (33.49%) remain. Of the remaining titles, 131,343 are in ongoing distribution, and 131,735 are pending due to the 4% tax.
