[English Below] រាជធានីភ្នំពេញ៖ នាព្រឹកថ្ងៃអង្គារ ១៥រោច ខែបឋមាសាឍ ឆ្នាំមមី អដ្ឋស័ក ព.ស.២៥៧០ ត្រូវនឹងថ្ងៃទី១៤ ខែកក្កដា ឆ្នាំ២០២៦ នៅទីស្ដីការក្រសួងអភិវឌ្ឍន៍ជនបទ ឯកឧត្តម ឈឹម សៅគី រដ្ឋលេខាធិការប្រចាំការ តំណាងដ៏ខ្ពង់ខ្ពស់ ឯកឧត្តម ឆាយ ឫទ្ធិសែន រដ្ឋមន្ត្រីក្រសួងអភិវឌ្ឍន៍ជនបទ បានអញ្ជើញជាអធិបតីក្នុងពិធីបើកសិក្ខាសាលាស្តីពី “ការចែករំលែកបទពិសោធន៍ក្នុងការរចនាប្លង់លម្អិត និងការត្រួតពិនិត្យគុណភាពការសាងសង់ហេដ្ឋារចនាសម្ព័ន្ធផ្លូវជនបទ” ដោយមានវត្តមានអញ្ជើញចូលរួមពី ឯកឧត្តម លោកជំទាវ ជាថ្នាក់ដឹកនាំក្រសួង ថ្នាក់ដឹកនាំគម្រោងអភិវឌ្ឍន៍ផ្លូវជនបទ ទីប្រឹក្សាបច្ចេកទេសគម្រោង តំណាងអ្នកទទួលការសាងសង់ ព្រមទាំងមន្រ្តីបច្ចេកទេសផ្លូវជនបទ និងមន្ទីរអភិវឌ្ឍន៍ជនបទជធានី-ខេត្ត សរុបចំនួន ២៥០រូប។
សិក្ខាសាលានេះ មានគោលបំណងពង្រឹងនិងបង្កើនសមត្ថភាពមន្រ្តីបច្ចេកទេសរបស់ក្រសួង និងនៅមន្ទីរអភិវឌ្ឍន៍ជនបទរាជធានី ខេត្ត ព្រមទាំងអ្នកពាក់ព័ន្ធទាំងអស់ លើការងាររចនាប្លង់លម្អិត និងការត្រួតពិនិត្យគុណភាពឱ្យកាន់តែមានប្រសិទ្ធភាព លើការអភិវឌ្ឍហេដ្ឋារចនាសម្ព័ន្ធផ្លូវជនបទ ឆ្លើយតបទៅនឹងកំណើននៃតម្រូវនិងបរិបទនៃការអនុវត្តជាក់ស្តែង។ ឆ្លៀតក្នុងឱកាសនោះ ឯកឧត្តមរដ្ឋលេខាធិការប្រចាំការ បានមានប្រសាសន៍លើកឡើងអំពីកម្មវិធីនយោបាយ និងយុទ្ធសាស្រ្តបញ្ចកោណ របស់រាជរដ្ឋាភិបាលនីតិកាលទី៧ នៃរដ្ឋសភា ក្រោមការដឹកនាំដ៏ឈ្លាសវៃប្រកបដោយគតិបណ្ឌិតរបស់ សម្តេចមហាបវរធិបតី ហ៊ុន ម៉ាណែត នាយករដ្ឋមន្រ្តីនៃព្រះរាជាណាចក្រកម្ពុជា។ រដ្ឋលេខាធិការប្រចាំការ បានបន្ដទៀតថា ដើម្បីចូលរួមចំណែកអនុវត្តយុទ្ធសាស្ត្របញ្ចកោណដំណាក់កាលទី១ របស់រាជរដ្ឋាភិបាល ក្រសួងអភិវឌ្ឍន៍ជនបទ បាននិងកំពុងអនុវត្តនូវគោលនយោបាយជាតិស្តីពីការអភិវឌ្ឍជនបទឆ្នាំ២០២៥-២០៣៥ ដោយបានកំណត់ចក្ខុវិស័យ “កសាងសង្គមជនបទកម្ពុជាឱ្យមានវិបុលភាពប្រកបដោយបរិយាបន្ន សមធម៌ និងចីរភាព” ដោយយកយុទ្ធសាស្រ្តគន្លឹះទាំង ៥ នៃគោលនយោបាយជាតិធ្វើជាកម្មវិធីអាទិភាព ដើម្បីឈានទៅសម្រេចបានចក្ខុវិស័យរបស់រាជរដ្ឋាភិបាលក្លាយជាប្រទេសមានប្រាក់ចំណូលខ្ពស់ នៅក្នុងឆ្នាំ២០៥០។ ឯកឧត្តមរដ្ឋលេខាធិការប្រចាំការ បានគូសបញ្ជាក់សង្កត់ធ្ងន់ថា ហេដ្ឋារចនាសម្ព័ន្ធជនបទ ដើរតួនាទីយ៉ាងសំខាន់ក្នុងការសម្រួលដល់ការធ្វើដំណើរ ការដឹកជញ្ជូនកសិផល ការធ្វើធុរកិច្ចនានាដែលជាកត្តាជំរុញឱ្យមានកំណើនសេដ្ឋកិច្ចនៅតំបន់ជនបទ និងធ្វើឱ្យសេដ្ឋកិច្ចជាតិមានការរីកចម្រើន។ ដូច្នេះដើម្បីធានាបាននូវគុណភាព និងប្រសិទ្ធភាពនៃការសាងសង់ហេដ្ឋារចនាសម្ព័ន្ធផ្លូវជនបទប្រកបដោយភាពធន់ ទាមទារឱ្យមាននូវបទដ្ឋានបច្ចេកទេស ការសិក្សាគំនូសប្លង់លម្អិត ជាពិសេសការស្ថាបនាផ្លូវប្រកបដោយគុណភាព និងមានការចុះត្រួតពិនិត្យដែលស្របតាមគោលការណ៍ និងនីតិវិធីបច្ចេកទេសផងដែរ។ ក្នុងន័យនេះសិក្ខាសាលានាថ្ងៃនេះ ពិតជាមានមានភាពចាំបាច់ដើម្បីបង្កើន និងពង្រឹងប្រសិទ្ធភាពបន្ថែមទៀត និងស្វែងរកធាតុចូលពីគ្រប់ភាគីពាក់ព័ន្ធទាំងអស់ដើម្បីជំរុញ និងបង្កើនគុណភាពនៃការរចនាប្លង់លម្អិត និងការត្រួតពិនិត្យការសាងសង់ហេដ្ឋារចនាសម្ព័ន្ធផ្លូវជនបទឱ្យកាន់តែប្រសើរឡើង។
ជាចុងក្រោយ រដ្ឋលេខាធិការប្រចាំការ បានផ្ដល់អនុសាសន៍សំខាន់ៗមួយចំនួន ដើម្បីចូលរួមឱ្យដំណើរសិក្ខាសាលានា ប្រព្រឹត្តទៅដោយរលូន និងទទួលបានជោគជ័យដូចការរំពឹងទុក៕
Phnom Penh: On Tuesday morning, 15th Rouch, 15th month of the first lunar month, 2570 B.E., corresponding to 14th July 2026, at the Ministry of Rural Development, HE Chhim Saoky, Permanent Secretary of State, represented by HE Chhay Rithsen, Minister of Rural Development, presided over the opening ceremony of the workshop on “Sharing experiences in detailed design and quality control of rural road infrastructure construction” with the presence of HE, the Ministry’s leadership, leaders of rural road development projects, project technical advisors, representatives of construction recipients, as well as technical officers of rural roads and rural development departments in the capital and provinces, a total of 250 people.
The workshop aims to strengthen and enhance the capacity of technical officers of the Ministry and the Departments of Rural Development in the capital and provinces, as well as all stakeholders, in the detailed design work and quality control to be more effective in developing rural road infrastructure in response to the growing demand and context of practical implementation. Taking advantage of the occasion, His Excellency the Permanent Secretary of State spoke about the political program and the Pentagon Strategy of the Royal Government of the 7th term of the National Assembly, under the wise and wise leadership of Samdech Maha Bovorathi Hun Manet, Prime Minister of the Kingdom of Cambodia. The Permanent Secretary of State continued that in order to contribute to the implementation of the first phase of the Pentagon Strategy of the Royal Government, the Ministry of Rural Development has been implementing the National Policy on Rural Development 2025-2035, setting the vision of “Building a prosperous, equitable and sustainable Cambodian rural society” by taking the five key strategies of the national policy as priority programs to achieve the Royal Government’s vision of becoming a high-income country in 2050. The Permanent Secretary of State emphasized that rural infrastructure plays an important role in facilitating travel, transporting agricultural products, and doing business, which are factors that drive economic growth in rural areas and make the national economy grow. Therefore, to ensure the quality and efficiency of the construction of rural road infrastructure with resilience, technical standards, detailed design studies, especially quality road construction, and inspections that are in accordance with technical principles and procedures are required. In this sense, today’s workshop is really necessary to further enhance and strengthen efficiency and seek input from all relevant parties to promote and improve the quality of detailed design and inspection of rural road infrastructure construction.
Finally, the Permanent Secretary of State gave some important recommendations to participate in the workshop to make it run smoothly and successfully as expected.
