រាជធានីភ្នំពេញ៖ នាព្រឹកថ្ងៃចន្ទ ២កើត ខែជេស្ឋ ឆ្នាំមមី អដ្ឋស័ក ព.ស.២៥៧០ ត្រូវនឹងថ្ងៃទី១៨ ខែឧសភា ឆ្នាំ២០២៦ ក្រសួងអភិវឌ្ឍន៍ជនបទ បានរៀបចំពិធីប្រកាសជាផ្លូវការដាក់ឱ្យដំណើរការរៀនសូត្រកម្មវិធីទឹកស្អាត និងអនាម័យ ដែលធន់នឹងអាកាសធាតុតាមប្រព័ន្ធអនឡាញរបស់ក្រសួងអភិវឌ្ឍន៍ជនបទ ក្រោមអធិបតីភាពដ៏ខ្ពង់ខ្ពស់ ឯកឧត្ដម ឆាយ ឫទ្ធិសែន រដ្ឋមន្រ្ដីក្រសួងអភិវឌ្ឍន៍ជនបទ, លោកបណ្ឌិត Will Parks នាយកប្រចាំប្រទេសនៃអង្គការ UNICEF ប្រចាំនៅប្រទេសកម្ពុជា និងលោកស្រី Bridget Collier ឯកអគ្គរដ្ឋទូតរងអូស្រ្តាលីប្រចាំនៅប្រទេសកម្ពុជា ។ ពិធីប្រកាសដាក់ឱ្យប្រើប្រាស់នេះ ត្រូវបានរៀបចំឡើងនៅក្រសួងអភិវឌ្ឍន៍ជនបទ ដោយមានវត្តមានអញ្ជើញចូលរួមពីសំណាក់ ឯកឧត្តមរដ្ឋលេខាធិការប្រចាំការ ឯកឧត្តម លោកជំទាវ ថ្នាក់ដឹកនាំក្រសួង តំណាងក្រសួងស្ថាប័នពាក់ព័ន្ធ តំណាងដៃគូអភិវឌ្ឍន៍ អង្គការមិនមែនរដ្ឋាភិបាលជាតិ និងអន្តរជាតិ ថ្នាក់ដឹកនាំ និងមន្ដ្រីរាជការនៃក្រសួងអភិវឌ្ឍន៍ជនបទ និងមន្ទីរអភិវឌ្ឍន៍ជនបទខេត្ត សរុបប្រមាណ ៣០០នាក់។

ជាកិច្ចចាប់ផ្ដើម ឯកឧត្តម ជ្រាយ ប៉ុម អគ្គនាយកបច្ចេកទេស បានអញ្ជើញធ្វើរបាយការណ៍សង្ខេបអំពីការរៀបចំកម្មវិធីរៀនសូត្រតាមប្រព័ន្ធអនឡាញ ដោយបានជម្រាបជូនថា កម្មវិធីបណ្តុះបណ្តាលនេះ មានកម្រងវីដេអូមេរៀនសរុបចំនួន ៥ជំពូក រួមមាន៖ ទី១៖ទិដ្ឋភាពទូទៅវិស័យទឹកស្អាត និងអនាម័យ និងការប្រែប្រួលអាកាសធាតុនៅក្នុងប្រទេសកម្ពុជា, ទី២៖ការគាំទ្រការផ្លាស់ប្តូរឆ្ពោះទៅរកសេវាទឹកស្អាត និងអនាម័យដែលធន់នឹងអាកាសធាតុនៅក្នុងប្រទេសកម្ពុជា, ទី៣៖វិធីសាស្រ្តកំណត់ និងវាយតម្លៃដំណោះស្រាយទឹកស្អាត និងអនាម័យដែលធន់នឹងអាកាសធាតុ, ទី៤៖ហិរញ្ញប្បទានអាកាសធាតុ និងការរៀបចំរបាយការណ៍ហេតុផលអាកាសធាតុ និងទី៥៖ការតាមដាន ត្រួតពិនិត្យ និងវាយតម្លៃ។ ជាមួយគ្នានោះដែរ លោកបណ្ឌិត Will Parks នាយកអង្គការ UNICEF ប្រចាំនៅប្រទេសកម្ពុជា និងលោកស្រី Bridget Collier ឯកអគ្គរដ្ឋទូតរងអូស្រ្តាលីប្រចាំនៅប្រទេសកម្ពុជា បានអញ្ជើញថ្លែងនូវចំណាប់អារម្មណ៍ ដោយបានបញ្ជាក់អំពីសារៈសំខាន់នៃការរៀបចំវគ្គសិក្សាតាមប្រព័ន្ធអនឡាញនេះ នឹងចូលរួមចំណែកពង្រឹងសមត្ថភាពមន្រ្តីរាជការទាំងថ្នាក់ជាតិ និងថ្នាក់ក្រោមជាតិ ទាំងចំណេះនិងជំនាញទាក់ទងនឹងការវាយតម្លៃ និងការរៀបចំផែនការវិស័យទឹកស្អាត និងអនាម័យជនបទដែលធន់នឹងអាកាសធាតុ។ លើសពីនេះទៀត លោកនាយកអង្គការ UNICEF ក៏ដូចជា ឯកអគ្គរដ្ឋទូតរងអូស្រ្តាលី ក៏បានបង្ហាញនូវការបេ្តជ្ញាចិត្តបន្តចូលរួមសហការជាមួយរាជរដ្ឋាភិបាល ក៏ដូចជាក្រសួងអភិវឌ្ឍន៍ជនបទ ក្នុងការធ្វើការងារពង្រឹងភាពធន់ និងគាំទ្រសហគមន៍ក្នុងការសម្របខ្លួនទៅនឹងផលប៉ះពាល់នៃការប្រែប្រួលអាកាសធាតុ។

អញ្ជើញថ្លែងសុន្ទរកថាក្នុងពិធីប្រកាសនោះ ឯកឧត្តម ឆាយ ឫទ្ធិសែន បានគូសបញ្ជាក់ថា ការផ្គត់ផ្គង់ទឹកស្អាត និងអនាម័យជនបទ គឺជាវិស័យអាទិភាពមួយដែលរាជរដ្ឋាភិបាលតែងតែយកចិត្តទុកដាក់។ ក្នុងនោះក្រសួងអភិវឌ្ឍន៍ជនបទ ដែលជាសេនាធិការរបស់រាជរដ្ឋាភិបាល បាននិងកំពុងរួមចំណែកយ៉ាងសកម្ម ក្នុងការអនុវត្តនូវគោលនយោបាយ និងផែនការយុទ្ធសាស្រ្តជាតិរបស់រាជរដ្ឋាភិបាលលើការងារលើកកម្ពស់ការផ្គត់ផ្គង់ទឹក និងអនាម័យជនបទ តាមរយៈការរៀបចំនិងអនុវត្តដោយជោគជ័យនូវផែនការសកម្មភាពជាតិស្តីពីការផ្គត់ផ្គង់ទឹកស្អាត និងការលើកកម្ពស់អនាម័យជនបទ ២ជំហានកន្លងមកហើយ។ ជាក់ស្តែង គិតត្រឹមឆ្នាំ២០២៥ អត្រាគ្របដណ្តប់នៃសេវាផ្គត់ផ្គង់ទឹកស្អាតកម្រិតមូលដ្ឋានសម្រេចបាន ៨៩% ខណៈសេវាផ្គត់ផ្គង់ទឹកដែលគ្រប់គ្រងប្រកបដោយសុវត្ថិភាពសម្រេចបាន ២៥% រីឯអត្រាគ្របដណ្តប់អនាម័យជនបទកម្រិតមូលដ្ឋានសម្រេចបាន ៩៥% ខណៈអត្រាគ្របដណ្តប់អនាម័យដែលគ្រប់គ្រងប្រកបដោយសុវត្ថិភាពសម្រេចបាន ៥១%។ ជាមួយគ្នានោះ រាជធានី-ខេត្តទាំង២៥ នៅទូទាំងប្រទេស សម្រេចបានការបញ្ចប់ការបន្ទោបង់ពាសវាលពាសកាល ខណៈរាជធានីភ្នំពេញ និងខេត្តកណ្តាលសម្រេចបានការបញ្ចប់ការបន្ទោបង់ពាលពាសកាលកម្រិតខ្ពស់ (ODF+)។ លើសពីនេះទៀត ដើម្បីចូលរួមចំណែកដោះស្រាយបញ្ហាដែលកំពុងប្រឈមមួយចំនួន និងឈានទៅសម្រេចឱ្យតាមគោលដៅរបស់រាជរដ្ឋាភិបាល ព្រមទាំងដើម្បីឆ្លើយតបទៅនឹងការប្រែប្រួលអាកាសធាតុទាមទារឱ្យមានការបង្កើនការយល់ដឹងបន្ថែម អំពីការងារផ្គត់ផ្គង់ទឹកស្អាតនិងអនាម័យជនបទ និងផលប៉ះពាល់នៃការប្រែប្រួលអាកាសធាតុ ដោយប្រើប្រាស់ទាំងមធ្យោបាយបណ្តុះបណ្តាលបច្ចេកទេសជូនមន្ត្រីជំនាញ និងអ្នកពាក់ព័ន្ធដោយផ្ទាល់ និងតាមការស្វែងរកចំណេះដឹងបន្ថែមតាមប្រព័ន្ធផ្សព្វផ្សាយ ក៏ដូចជាតាមប្រព័ន្ធពត៌មានវិទ្យាផងដែរ។ ក្នុងន័យនេះវគ្គសិក្សារៀនសូត្រតាមប្រព័ន្ធអនឡាញនេះពិតជាមានសារៈសំខាន់ណាស់ ក្នុងការបង្កើនសមត្ថភាពដល់មន្រ្តីរាជការ ជាពិសេសមន្រ្តីរាជការទទួលបន្ទុកផ្នែកទឹកស្អាត និងអនាម័យ ក៏ដូចជាសាធារណៈជនទូទៅផងដែរ។ជាចុងក្រោយ ឯកឧត្តមរដ្ឋមន្ត្រី បានផ្តល់នូវអនុសាសន៍គន្លឹះមួយចំនួន ដើម្បីឱ្យដំណើរនៃកម្មវិធីសិក្សារៀនសូត្រអំពីកម្មវិធីទឹកស្អាតនិងអនាម័យដែលធន់នឹងអាកាសធាតុតាមប្រព័ន្ធអនឡាញនេះ ដំណើរការទៅដោយរលូន និងទទួលបានប្រសិទ្ធភាពខ្ពស់៕

Phnom Penh: On Monday morning, May 18, 2026, the Ministry of Rural Development held a ceremony to officially launch the Ministry’s online learning program on climate‑resilient clean water and sanitation, under the high presidency of H.E. Chhay Rithisen, Minister of Rural Development, Dr. Will Parks, UNICEF Representative in Cambodia, and Ms. Bridget Collier, Deputy Ambassador of Australia to Cambodia. The event took place at the Ministry of Rural Development with the participation of secretaries of state, excellencies, and ladies from the ministry’s leadership, representatives of relevant ministries and institutions, development partners, national and international NGOs, leaders, and civil servants of the Ministry and the provincial Departments of Rural Development—around 300 participants in total.
As the opening item, H.E. Chreay Pom, Director‑General for Technical Affairs, delivered a brief report on the preparation of the online learning program, noting that the training consists of five video‑lesson chapters: (1) An overview of the clean water and sanitation (WASH) sector and climate change in Cambodia, (2) Supporting the transition toward climate‑resilient WASH services in Cambodia, (3) Methods to identify and assess climate‑resilient WASH solutions, (4) Climate finance and developing climate‑rationale reporting, and (5) Monitoring, inspection, and evaluation.
Dr. Will Parks and Ms. Bridget Collier also delivered remarks emphasizing the importance of this online course in strengthening the capacities, knowledge, and skills of officials at national and sub‑national levels in assessing and planning for climate‑resilient rural WASH. They further expressed their continued commitment to cooperate with the Royal Government and the Ministry of Rural Development to strengthen resilience and support communities in adapting to the impacts of climate change.
In his keynote address, H.E. Chhay Rithisen underlined that rural clean water supply and sanitation are priority sectors that the Royal Government consistently prioritizes. As the Government’s lead agency, the Ministry of Rural Development has actively contributed to implementing national policies and strategies to advance rural water supply and sanitation by successfully preparing and implementing two phases of the National Action Plan on Rural Clean Water Supply and Sanitation. As of 2025, basic water service coverage has reached 89%, safely managed water 25%, basic rural sanitation 95%, and safely managed sanitation 51%. All 25 capital–provincial administrations nationwide have eliminated open defecation, while Phnom Penh Capital and Kandal Province have achieved high‑level ODF (ODF+).
He added that to address current challenges, achieve the Royal Government’s targets, and respond to climate change, it is necessary to further raise awareness of rural clean water and sanitation and climate impacts, both through technical training for specialists and stakeholders and through knowledge‑seeking via mass media and information technology. In this regard, the online course is highly important for building the capacity of civil servants, especially those responsible for WASH, as well as the general public. Finally, the Minister offered several key recommendations to ensure the online learning program on climate‑resilient clean water and sanitation proceeds smoothly and is highly effective.
