[English Below] រាជធានីភ្នំពេញ៖ នារសៀលថ្ងៃព្រហស្បតិ៍ ៧រោច ខែចេត្រ ឆ្នាំម្សាញ់ សប្តស័ក ព.ស.២៥៦៩ ត្រូវនឹងថ្ងៃទី៩ ខែមេសា ឆ្នាំ២០២៦ នៅទីស្តីការក្រសួងអភិវឌ្ឍន៍ជនបទ ឯកឧត្តម ឆាយ ឫទ្ធិសែន រដ្ឋមន្ត្រីក្រសួងអភិវឌ្ឍន៍បទ និងលោកជំទាវ រួមជាមួយ ឯកឧត្តម លោកជំទាវថ្នាក់ដឹកនាំក្រសួង ព្រមទាំងមន្ដ្រីរាជការគ្រប់លំដាប់ថ្នាក់ បានរៀបចំពិធីសូត្រមន្តចម្រើនព្រះបរិត្ត ប្រសិទ្ធពរជ័យ សិរីសួស្ដី ជ័យមង្គល វិបុលសុខគ្រប់ប្រការ ជាកិច្ចជូនដំណើរឆ្នាំចាស់ និងទទួលអំណរសាទរឆ្នាំថ្មីប្រពៃណីជាតិខ្មែរ ឆ្នាំមមី អដ្ឋស័ក ពុទ្ធសករាជ ២៥៧០ គ្រិស្ដសករាជ ២០២៦ នឹងឈានចូលដល់នៅថ្ងៃអង្គារ ១២រោច ខែចេត្រ ត្រូវនឹងថ្ងៃទី១៤ ខែមេសា ឆ្នាំ២០២៦ វេលាម៉ោង ១០ នឹង ៤៨នាទីព្រឹក ខាងមុខនេះ។
ក្នុងឱកាសនោះ ឯកឧត្តមរដ្ឋមន្ដ្រី និងលោកជំទាវ បានអញ្ជើញបូជាប្រទីប ផ្កាភ្ញី គ្រឿងសក្ការៈនានា ថ្វាយព្រះរតនត្រ័យ ដើម្បីជាការគោរពបូជាចំពោះព្រះពុទ្ធ ព្រះធម៌ ព្រះសង្ឃ ព្រមទាំងបាននិមន្តព្រះសង្ឃចម្រើនព្រះបរិត្ត ប្រសិទ្ធិពរជ័យ សិរីសួស្ដី ជ័យមង្គល វិបុលសុខគ្រប់ប្រការ ព្រមទាំងដើម្បីឧទ្ទិសកុសលជូនដល់បុព្វការីជន មាតាបិតា ជីដូនជីតា និងញាតកាទាំង៧សន្ដាន ដែលបានចែកឋានទៅកាន់បរលោកខាងមុខ ក៏ដូចជាវីរកងទ័ព វីរនគរបាល ដែលបានពលីជីវិត ក្នុងបុព្វហេតុការពារជាតិមាតុភូមិ។
បន្ទាប់ពីពិធីសូត្រមន្ដរួចមក ឯកឧត្តមរដ្ឋមន្ត្រី បានអញ្ជើញសំណេះសំណាល និងថ្លែងអំណរគុណជូនចំពោះ ឯកឧត្តម លោកជំទាវ ថ្នាក់នាំ និងមន្ត្រីរាជការគ្រប់លំដាប់ថ្នាក់ទាំងអស់នៃក្រសួងអភិវឌ្ឍន៍ជនបទ ដែលបានខិតខំបំពេញតួនាទី ភារកិច្ច ប្រកបដោយការទទួលខុសត្រូវក្នុងក្របខណ័្ឌការងារដែលក្រសួងប្រគល់ជូនរហូត ដើម្បីធ្វើឱ្យសម្រេចនូវផែនការយុទ្ធសាស្ដ្ររបស់ក្រសួងអភិវឌ្ឍន៍ជនបទ និងគោលនយោបាយជាតិស្ដីពី ការអភិវឌ្ឍជនបទឆ្នាំ២០២៥-២០៣៥ សំដៅចូលរួមចំណែកឱ្យសម្រេចបានជោគជ័យនូវយុទ្ធសាស្ដ្របញ្ចកោណដំណាក់កាលទី១ របស់រាជរដ្ឋាភិបាលនីតិកាលទី៧ នៃរដ្ឋសភា ក្រោមការដឹកនាំប្រកបដោយគតិបណ្ឌិតរបស់ សម្ដេចមហាបវរធិបតី ហ៊ុន ម៉ាណែត នាយករដ្ឋមន្ត្រីនៃព្រះរាជាណាចក្រកម្ពុជា។ ជាមួយគ្នានោះ ឯកឧត្ដមរដ្ឋមន្រ្ដី បានបួងសួងដល់ទេវតាឆ្នាំថ្មី ឆ្នាំមមី ព្រះនាម រាក្យសាទេវី ដែលជាបុត្រីទី៣ របស់កបិលមហាព្រហ្ម សូមតាមជួយបីបាច់ថែរក្សា ប្រោសប្រទានពរជ័យ សិរីមង្គល វិបុលសុខ មហាប្រសើរ ជូនដល់ថ្នាក់ដឹកនាំ មន្រ្តីរាជការ នៃក្រសួងអភិវឌ្ឍន៍ជនបទទាំងអស់ សូមទទួលបានសុខភាពបរិបូរណ៍ កម្លាំងមាំមួន បញ្ញាភ្លឺថ្លា អាយុយឺនយូរ និងទទួលបានជោគជ័យថ្មីៗបន្ថែមទៀតជូនជាតិមាតុភូមិ។
ជាចុងក្រោយ ឯកឧត្ដមរដ្ឋមន្រ្ដី និង តំណាងថ្នាក់ដឹកនាំនិងមន្ដ្រីរាជការគ្រប់លំដាប់ថ្នាក់នៃក្រសួងអភិវឌ្ឍន៍ជនបទ ក៏ដូចជាតំណាងមន្ទីរអភិវឌ្ឍន៍ជនបទទាំង២៥ រាជធានី ខេត្ត បានជូនកន្ដ្រកផ្កាគ្នាទៅវិញទៅមក ដើម្បីជូនពរជ័យ ក្នុងឱកាសបុណ្យចូលឆ្នាំថ្មី ប្រពៃណីជាតិខ្មែរ ឆ្នាំមមី អដ្ឋស័ក ពុទ្ធសករាជ ២៥៧០ គ្រិស្ដសករាជ ២០២៦ ដែលនឹងឈានចូលមកដល់នាពេលខាងមុខនេះ៕
Phnom Penh: On Thursday afternoon, April 9, 2026 at the Ministry’s headquarters, H.E. Chhay Rithisen, Minister of Rural Development, together with his spouse, senior leadership, and civil servants of all ranks, organized a Paritta chanting ceremony to bestow blessings of auspiciousness, prosperity, and well‑being. The rite served to bid farewell to the outgoing year and to welcome the Khmer Traditional New Year, Year of the Dragon (Atthasak), Buddhist Era 2570 / Gregorian 2026, which will commence on Tuesday, the 12th waning day of Chaitra, April 14, 2026, at 10:48 a.m.
On this occasion, the Minister and his spouse offered oil lamps, jasmine garlands, and other devotional items to the Triple Gem in reverence of the Buddha, the Dhamma, and the Sangha, and invited monks to chant Paritta for blessings of peace and prosperity. Merits from the ceremony were dedicated to departed ancestors parents, grandparents, as well as to the heroic soldiers and police officers who sacrificed their lives in defense of the motherland.
Following the chanting, the Minister met cordially with attendees and expressed sincere appreciation to the Ministry’s leadership and officials at all levels for their responsible service in advancing the Ministry’s strategic plans and the National Policy on Rural Development 2025–2035, thereby contributing to the successful implementation of the Royal Government’s Pentagonal Strategy—Phase I in the Seventh Legislature of the National Assembly under the principled leadership of Samdech Moha Bovor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia. He also offered New Year prayers to the New Year Angel for the Year of the Dragon, “Raksa Devi,” the third daughter of Kabil Maha Brahma, asking her protection and bestowal of health, strength, clarity of mind, longevity, and fresh successes upon all leaders and civil servants of the Ministry of Rural Development for the benefit of the nation.
In closing, the Minister, together with representatives of the Ministry’s leadership and officials at all levels, as well as representatives from the 25 Provincial Departments of Rural Development, exchanged floral baskets to offer mutual blessings on the occasion of the forthcoming Khmer Traditional New Year, Year of the Dragon, Buddhist Era 2570 / 2026.
