[English Below] ខេត្តកំពង់ឆ្នាំង៖ នាព្រឹកថ្ងៃអង្គារ ៥រោច ខែចេត្រ ឆ្នាំម្សាញ់ សប្តស័ក ព.ស.២៥៦៩ ត្រូវនឹងថ្ងៃទី៧ ខែមេសា ឆ្នាំ២០២៦ ឯកឧត្តម ឆាយ ឫទ្ធិសែន រដ្ឋមន្ត្រីក្រសួងអភិវឌ្ឍន៍ជនបទ អនុប្រធានទី១ ក្រុមការងាររាជរដ្ឋាភិបាលចុះមូលដ្ឋានខេត្តកំពង់ឆ្នាំង និងជាប្រធានក្រុមការងាររាជរដ្ឋាភិបាលចុះមូលដ្ឋានស្រុកសាមគ្គីមានជ័យ និងស្រុកទឹកផុស បានអញ្ជើញជាអធិបតីក្នុងពិធីសម្ពោធដាក់ឱ្យប្រើប្រាស់ជាផ្លូវការអគារមណ្ឌលសុខភាព និងសមិទ្ធផលនានាក្នុងបរិវេណមណ្ឌលសុខភាពក្រាំងល្វា ស្ថិតនៅឃុំក្រាំងល្វា ស្រុកសាមគ្គីមានជ័យ ខេត្តកំពង់ឆ្នាំង។ ពិធីដ៏អធិកអធមនេះ មានការអញ្ជើញចូលរួមពីសំណាក់ ឯកឧត្តម លោកជំទាវជាថ្នាក់ដឹកនាំក្រសួងអភិវឌ្ឍន៍ជនបទ និងជាក្រុមការងាររាជរដ្ឋាភិបាលចុះមូលដ្ឋានស្រុក និងឃុំទាំង៩ នៃស្រុកសាមគ្គីមានជ័យ, តំណាងក្រសួងសុខាភិបាល, ក្រុមប្រឹក្សាខេត្ត, រដ្ឋបាលខេត្ត, មន្ដ្រីរាជការ អាជ្ញាធរមូលដ្ឋានគ្រប់លំដាប់ថ្នាក់, កងកម្លាំងទាំង៣ប្រភេទ, បងប្អូនប្រជាពលរដ្ឋ លោកគ្រូ អ្នកគ្រូ សិស្សានុសិស្ស និងយុវជន សរុបប្រមាណ ៦២០នាក់។

 

យោងតាមរបាយការណ៍របស់ លោកវេជ្ជបណ្ឌិត ប្រាក់ វ៉ុន ប្រធានមន្ទីរសុខាភិបាលខេត្តកំពង់ឆ្នាំង បានបញ្ជាក់ជូនអំពីប្រវត្តិមណ្ឌលសុខភាពក្រាំងល្វា និងដំណើការសាងសង់ ដោយក្នុងនោះ អគារមណ្ឌលសុខភាពថ្មី១ខ្នងដែលកំពុងសម្ពោធជាផ្លូវការនេះមានទំហំ ២៤ម៉ែត្រ គុណនឹង ២៤ម៉ែត្រ ដោយមានបំពាក់បរិក្ខាពេទ្យគ្រប់មុខ ត្រូវបានចាប់ផ្ដើមសាងសង់កាលពីខែឧសភា ឆ្នាំ២០២៤។ ជាមួយគ្នានោះដែរ ឯកឧត្តម យិន សាវ៉េន អភិបាលរងនៃគណៈអភិបាលខេត្តកំពង់ឆ្នាំង បានអញ្ជើញមានមតិស្វាគមន៍ជូនអង្គពិធីដោយបានជម្រាបជូនអំពីស្ថានភាពនៃការអភិវឌ្ឍនសេដ្ឋកិច្ច សង្គមកិច្ច ការថែរក្សាសុខសន្ដិភាព សណ្ដាប់ធ្នាប់សាធារណៈ ការអនុវត្តគោលនយោបាយភូមិ ឃុំ សង្កាត់មានសុវត្ថិភាព។

 

បន្ទាប់ពីបានស្ដាប់របាយការណ៍ និងមតិស្វាគមន៍រួចមក ឯកឧត្តម ឆាយ ឫទ្ធិសែន បានសម្ដែងការកោតសរសើរ និងវាយតម្លៃខ្ពស់ចំពោះការរីកចម្រើន និងសមិទ្ធផលនានាលើគ្រប់វិស័យ ទាំងផ្នែកសន្តិសុខ សណ្តាប់ធ្នាប់ សេដ្ឋកិច្ច សង្គមកិច្ច និងវប្បធម៌ ជាពិសេសការផ្លាស់ប្តូរកម្រិតជីវភាពរស់នៅរបស់ប្រជាពលរដ្ឋកាន់តែប្រសើរឡើង ដោយមានផ្លូវខ្វាត់ខ្វែង មានទឹកស្អាតប្រើប្រាស់ និងអនាម័យល្អប្រសើរ និងរបៀបរបបរស់នៅប្រកបដោយភាពស៊ីវិល័យ។ ឯកឧត្តមរដ្ឋមន្ត្រី បានគូសបញ្ជាក់ថាអំពីការអភិវឌ្ឍប្រទេសក្រោមម្លប់ដ៏ត្រជាក់នៃសុខសន្តិភាព ក្រោមការដឹកនាំដ៏ឈ្លាសវៃនិងត្រឹមត្រូវរបស់ សម្តេចអគ្គមហាសេនាបតីតេជោ ហ៊ុន សែន បិតាសន្តិភាពនៃកម្ពុជា អតីតនាយករដ្ឋមន្ត្រី និងបច្ចុប្បន្នជាប្រធានព្រឹទ្ធសភា និងក្រោមការដឹកនាំបន្តវេនប្រកបដោយគតិបណ្ឌិតរបស់ សម្តេចមហាបវរធិបតី ហ៊ុន ម៉ាណែត នាយករដ្ឋមន្ត្រីនៃព្រះរាជាណាចក្រកម្ពុជា តាមរយៈការដាក់ចេញនូវយុទ្ធសាស្ត្របញ្ចកោណដំណាក់កាលទី១ សំដៅសម្រេចឱ្យបានចក្ខុវិស័យកម្ពុជាឆ្នាំ២០៥០ ជាប្រទេសដែលមានប្រាក់ចំណូលកម្រិតខ្ពស់។  ឯកឧត្តមរដ្ឋមន្ត្រី ក៏បានជម្រាបជូនអំពីការខិតខំប្រឹងប្រែងរបស់ក្រសួងអភិវឌ្ឍន៍ជនបទ តាមរយៈការអនុវត្តនូវយុទ្ធសាស្ដ្រចំនួន ៥ ដែលបានកំណត់ក្នុងគោលនយោបាយជាតិស្ដីពី ការអភិវឌ្ឍជនបទឆ្នាំ២០២៥-២០៣៥ ដែលមានចក្ខុវិស័យ  “កសាងសង្គមជនបទកម្ពុជាឱ្យមានវិបុលភាពប្រកបដោយបរិយាបន្ន សមធម៌ និងចីរភាព” ។ ឯកឧត្តមរដ្ឋមន្ត្រី បានថ្លែងបន្ថែមទៀតថាអគារមណ្ឌលសុខភាពក្រាំងល្វាថ្មីនេះ ពិតជាបានចូលរួមចំណែកលើកកម្ពស់វិស័យសុខាភិបាលដោយបានបង្កើន និងបង្ខិតសេវាឱ្យកាន់តែជិតប្រជាពលរដ្ឋ និងកាន់តែទូលំទូលាយ ក៏ដូចជាបង្កើនប្រសិទ្ធភាពនៃការផ្តល់សេវាឱ្យកាន់តែប្រសើរឡើង។ ក្នុងឱកាសនោះ ឯកឧត្ដមរដ្ឋមន្រ្ដី ក៏បានសម្ដែងសេចក្ដីសោមនស្សរីករាយនិងអបអរសារទរជាមួយពលរដ្ឋដែលរស់នៅក្នុងឃុំក្រាំងល្វា ស្រុកសាមគ្គីមានជ័យ ដែលទទួលបានសមិទ្ធផលថ្មីនាឱកាសនេះផងដែរ។ មុននឹងបញ្ចប់ ឯកឧត្ដមរដ្ឋមន្រ្ដី បានអំពាវនាវជូនអង្គពិធីសូមបន្តជឿជាក់លើរាជរដ្ឋាភិបាលក្រោមការដឹកនាំដ៏ឈ្លាសវៃ និងប្រកបដោយគតិបណ្ឌិតរបស់ សម្តេចមហាបវរធិបតី ហ៊ុន ម៉ាណែត នាយករដ្ឋមន្រ្តីនៃព្រះរាជាណាចក្រកម្ពុជា ព្រមទាំងសំណូមពរដល់ក្រុមគ្រូពេទ្យត្រូវប្រកាន់ខ្ជាប់នូវស្មារតីទទួលខុសត្រូវខ្ពស់ ក្នុងការផ្តល់សេវាសុខាភិបាលជូនឱ្យកាន់តែមានប្រសិទ្ធភាព ដោយផ្អែកលើមូលដ្ឋាននៃក្រមសីលធម៌ និងគុណធម៌វិជ្ជាជីវៈ សក្តិសមជា“ទេវតាអាវស” ដោយឡែកចំពោះបងប្អូនប្រជាពលរដ្ឋប្រកាន់យកនូវគោលការណ៍ “ការពារប្រសើរជាងព្យាបាល”និងមានទម្លាប់អនាម័យល្អគឺការហូបស្អាត ផឹកស្អាត និងរស់នៅស្អាតដើម្បីការពារបាននូវជំងឺឆ្លងនានា។

 

ជាចុងក្រោយ  ឯកឧត្តមរដ្ឋមន្ត្រី បានអញ្ជើញផ្ដល់កិត្តិយសបំពាក់គ្រឿងឥស្សរិយយសថ្នាក់មហាសិរីវឌ្ឍន៍ ថ្នាក់មេដាយមាសការងារ មេដាយប្រាក់ ព្រមទាំងផ្ដល់ជូននូវលិខិតថ្លែងអំណរគុណជូនចំពោះអាជ្ញាធរមូលដ្ឋាន និងសប្បុរសជនដែលបានចូលរួមចំណែកក្នុងការអភិវឌ្ឍសមិទ្ធនានានៅក្នុងមូលដ្ឋានដើម្បីបម្រើផលប្រយោជន៍ជូនជាតិ និងប្រជាជនក្នុងរយៈពេលកន្លងមក៕

 

Kampong Chhnang Province: In the morning of Tuesday, April 7, 2026, His Excellency Chhay Rithisen, Minister of Rural Development, First Vice-President of the Royal Government Working Group for Kampong Chhnang Province, and Head of the Royal Government Working Group for Samakki Mean Chey District and Teuk Phos District, presided over the official inauguration ceremony of the Health Center building and various achievements within the premises of Krang Lvea Health Center, located in Krang Lvea Commune, Samakki Mean Chey District, Kampong Chhnang Province. This grand ceremony was attended by Their Excellencies, Ladies, and Gentlemen who are leaders from the Ministry of Rural Development and members of the Royal Government Working Group for the district and all 9 communes of Samakki Mean Chey District, representatives from the Ministry of Health, the Provincial Council, the Provincial Administration, civil servants, local authorities at all levels, the three branches of the armed forces, citizens, teachers, students, and youth, totaling approximately 620 people.

 

According to the report by Dr. Prak Vonn, Director of the Kampong Chhnang Provincial Health Department, he provided the history of Krang Lvea Health Center and the construction progress. The new one-story health center building being inaugurated officially measures 24 meters by 24 meters, equipped with various medical facilities. Construction began in May 2024. On that occasion, His Excellency Yin Savenn, Deputy Governor of the Kampong Chhnang Provincial Administration, delivered welcome remarks to the ceremony, informing attendees about the state of economic and social development, maintaining peace and public order, and the implementation of the safe village, commune, and sangkat policy.

 

After listening to the report and welcome remarks, His Excellency Chhay Rithisen expressed admiration and high appreciation for the progress and achievements in all sectors, including security, order, economy, society, and culture, especially the improvement in the living standards of the people, with access to rural roads, clean water, good sanitation, and a civilized lifestyle. His Excellency the Minister underscored that the country’s development is under the cool shade of peace, under the wise and correct leadership of Samdech Akka Moha Sena Padei Techo Hun Sen, the Father of Peace of Cambodia, former Prime Minister and currently President of the Senate, and under the continued wise leadership of Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, through the implementation of the first phase of the Pentagonal Strategy aimed at achieving the vision of a high-income Cambodia by 2050. His Excellency the Minister also informed about the efforts of the Ministry of Rural Development through the implementation of 5 strategies outlined in the National Policy on Rural Development 2025-2035, which has the vision “To build a prosperous Cambodian rural society that is inclusive, equitable, and sustainable.” His Excellency the Minister added that this new Krang Lvea Health Center building truly contributes to improving the health sector by bringing services closer and more comprehensively to the people, as well as enhancing the effectiveness of service delivery. On that occasion, His Excellency the Minister also expressed his joy and congratulations to the residents of Krang Lvea Commune, Samakki Mean Chey District, for receiving this new achievement. Before concluding, His Excellency the Minister called upon the ceremony attendees to continue trusting the Royal Government under the wise and intelligent leadership of Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia. He also urged the medical team to uphold a high sense of responsibility in providing healthcare services more effectively, based on ethics and professional morality, worthy of being “White-robed Angels. ” As for the citizens, he urged them to adhere to the principle “Prevention is better than cure” and maintain good hygiene habits, including eating clean, drinking clean, and living clean to protect against infectious diseases.

 

Finally, His Excellency the Minister presided over the awarding of Maha Sirivaddhan Order, Gold Medal of Labor, Silver Medal, as well as presenting certificates of appreciation to local authorities and philanthropists who have contributed to the development of various achievements in the locality for the benefit of the nation and the people in the past.
