[English Below] រាជធានីភ្នំពេញ៖ នារសៀលថ្ងៃអង្គារ ៦កើត ខែចេត្រ ឆ្នាំម្សាញ់ សប្តស័ក ព.ស.២៥៦៩ ត្រូវនឹងថ្ងៃទី២៤ ខែមីនា ឆ្នាំ២០២៦ នៅទីស្ដីការក្រសួង ឯកឧត្តម ឆាយ ឫទ្ធិសែន រដ្ឋមន្ត្រីក្រសួងអភិវឌ្ឍន៍ជនបទ និងជាប្រធានកិត្តិយសសមាគមសង្គហមិត្តក្រសួងអភិវឌ្ឍន៍ជនបទ បានអញ្ជើញដឹកនាំកិច្ចប្រជុំពិភាក្សា ត្រួតពិនិត្យវឌ្ឍនភាពការងារ របស់សមាគមសង្គហមិត្តក្រសួងអភិវឌ្ឍន៍ជនបទប្រចាំឆ្នាំ២០២៥ និងលើកទិសដៅបន្តសម្រាប់ឆ្នាំ២០២៦។ កិច្ចប្រជុំនេះ មានការអញ្ជើញចូលរួមពីសំណាក់ ឯកឧត្ដម ឈឹម សៅគី រដ្ឋលេខាធិការប្រចាំការ និងជាប្រធានសមាគមសង្គហមិត្ត, ឯកឧត្ដម លោកជំទាវ លោក លោកស្រី ថ្នាក់ដឹកនាំនៃក្រសួងអភិវឌ្ឍន៍ជនបទ។
ជាកិច្ចចាប់ផ្ដើម ឯកឧត្តម បាន បូរ័ត្ន អគ្គនាយករដ្ឋបាល និងហិរញ្ញវត្ថុ និងជាប្រធានគណៈកម្មាការប្រតិបត្តិ សមាគមបានធ្វើរបាយការណ៍ស្ដីពីវឌ្ឍនភាពការងារប្រចាំឆ្នាំ២០២៥ និងទិសដៅបន្តសម្រាប់ឆ្នាំ២០២៦ របស់សមាគមសង្គហមិត្តជូនដល់អង្គប្រជុំ។ បន្ទាប់ពីស្តាប់របាយការណ៍ស្តីពីវឌ្ឍនភាពរួចមក ឯកឧត្តម ឆាយ ឫទ្ធិសែន បានសម្តែងការកោតសរសើរ និងវាយតម្លៃខ្ពស់ចំពោះថ្នាក់ដឹកនាំ ក៏ដូចជាសមាជិក សមាជិកាសមាគម ដែលខិតខំបំពេញសកម្មភាពយ៉ាងសកម្មនាពេលកន្លងមក។ ឯកឧត្តមបានមានប្រសាសន៍លើកឡើងអំពីគោលគំនិតនៃការចាប់ផ្តើមរៀបចំបង្កើតសមាគមសង្គហមិត្តក្រសួងអភិវឌ្ឍន៍ជនបទនេះឡើង គឺយោងតាមអនុសាសន៍ណែនាំដ៏ខ្ពង់ខ្ពស់របស់សម្ដេចមហាបវរធិបតី ហ៊ុន ម៉ាណែត នាយករដ្ឋមន្ដ្រីនៃព្រះរាជាណាចកម្ពុជា ដើម្បីជួយចូលរួមដោះស្រាយទុក្ខលំបាករបស់មន្ត្រីរាជការ ក៏ដូចជាដើម្បីពង្រឹងសាមគ្គីភាពផ្ទៃក្នុងឱ្យកាន់តែល្អបន្ថែមទៀត ដោយ “មិនត្រូវទុកមន្ត្រីណាម្នាក់ចោលឱ្យជួបការលំបាកឡើយ”។ ឯកឧត្តមបានបន្តមានប្រសាសន៍ទៀតថា សមាគមសង្គហមិត្តក្រសួងអភិវឌ្ឍន៍ជនបទ ត្រូវរៀបចំបង្កើតឡើងនៅដើមឆ្នាំ២០២៤ ហើយគិតត្រឹមខែមីនាឆ្នាំ២០២៦ នេះសមាគមសង្គហមិត្តក្រសួងអភិវឌ្ឍន៍ជនបទ មានសមាជិកសរុបចំនួន ១ ៥០២នាក់ ស្មើនឹង ៩២% នៃមន្ត្រីសរុបរបស់ក្រសួង ក្នុងគោលបំណងពង្រឹងចំណងមិត្តភាព និងសាមគ្គីភាពផ្ទៃក្នុង ជួយគ្នាក្នុងគ្រាមានទុក្ខលំបាក តាមរយៈការជួយផ្តល់ជាសម្ភារ ថវិកា និងស្មារតីដល់សមាជិក សមាជិកាដែលជាមន្ត្រីរាជការ មន្ត្រីជាប់កិច្ចសន្យា និងអតីតមន្ត្រីរាជការចូលនិវត្តន៍។
ជាចុងបញ្ចប់ ឯកឧត្តមរដ្ឋមន្ត្រី បានផ្ដល់អនុសាសន៍ មួយចំនួនជូនដល់ថ្នាក់ដឹកនាំ សមាជិក សមាជិកាសមាគមសង្គហមិត្តក្រសួង ដើម្បីធានាឱ្យដំណើរការរបស់សមាគមក្នុងការរួមចំណែកជួយដល់មន្ត្រីរាជការ ដែលជាសមាជិកសមាគមឱ្យកាន់តែមានប្រសិទ្ធភាព និងតម្លាភាពថែមទៀត៕
Phnom Penh: In the afternoon of Tuesday, March 24, 2026, at the Ministry’s headquarters, His Excellency Chhay Rithisen, Minister of Rural Development and Honorary President of the Ministry of Rural Development’s Sangahamit Association, presided over a discussion meeting to review the progress of the association’s work for 2025 and outline directions for 2026. The meeting was attended by His Excellency Chhim Saoky, Permanent Secretary of State and President of the Sangahamit Association, along with other leaders from the Ministry of Rural Development.
As an opening agenda item, His Excellency Ban Borath, Director General of Administration and Finance and Head of the Association’s Executive Committee, presented a report to the meeting on the association’s progress in 2025 and its directions for 2026. After hearing the report on progress, His Excellency Chhay Rithisen expressed his admiration and high appreciation for the leadership and the members of the association for their active efforts in the past period. His Excellency stated that the concept of establishing the Ministry of Rural Development’s Sangahamit Association was initiated based on the noble recommendations of Samdech Moha Bovor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, in order to help address the hardships of civil servants and to further strengthen internal solidarity, ensuring that “no officer is left behind to face difficulties.” His Excellency further stated that the Sangahamit Association was established in early 2024, and as of March 2026, it has a total of 1,502 members, representing 92% of the ministry’s total personnel. The association aims to strengthen friendships and internal solidarity and to support each other in times of hardship by providing materials, funds, and moral support to its members who are civil servants, contracted officials, and retired civil servants. In conclusion, His Excellency the Minister provided several recommendations to the leadership and members of the Ministry’s Sangahamit Association to ensure that the association’s operations in contributing to the support of civil servants who are members become even more effective and transparent.
