ក្រសួងអភិវឌ្ឍន៍ជនបទ រៀបចំពិធីប្រគល់-ទទួលប្រព័ន្ធចែកចាយទឹកតាមទុយោសហគមន៍ ចំនួន ២ទីតាំង នៅក្នុងខេត្តព្រះវិហារ និងខេត្តសៀមរាប ជូនក្រសួងឧស្សាហកម្មវិទ្យាសាស្ត្រ បច្ចេកវិទ្យា និងនវានុវត្តន៍

[English Below] រាជធានីភ្នំពេញ៖ នាព្រឹកថ្ងៃសុក្រ ២កើត ខែចេត្រ ឆ្នាំម្សាញ់ សប្តស័ក ព.ស.២៥៦៩ ត្រូវនឹងថ្ងៃទី២០ ខែមីនា ឆ្នាំ២០២៦ ក្រសួងអភិវឌ្ឍន៍ជនបទ បានរៀបចំពិធីប្រគល់-ទទួលប្រព័ន្ធចែកចាយទឹកតាមទុយោសហគមន៍ ចំនួន ២ទីតាំង នៅក្នុងខេត្តព្រះវិហារ និងខេត្តសៀមរាប ជូនក្រសួងឧស្សាហកម្មវិទ្យាសាស្ត្រ បច្ចេកវិទ្យា និងនវានុវត្តន៍ ដើម្បីគ្រប់គ្រង និងចាត់ចែង ដោយខ្ញុំបាទក្នុងនាមជារដ្ឋមន្ត្រីក្រសួងអភិវឌ្ឍន៍ជនបទ និង ឯកឧត្តម ហែម វណ្ណឌី រដ្ឋមន្ដ្រីក្រសួងឧស្សាហកម្មវិទ្យាសាស្ត្រ បច្ចេកវិទ្យា និងនវានុវត្តន៍ ្រមទាំងមានការអញ្ជើញចូលរួមពីសំណាក់ថ្នាក់ដឹកនាំ និងមន្ដ្រីបច្ចេកទេសនៃក្រសួងទាំងពីរ នៅទីស្ដីការក្រសួងអភិវឌ្ឍន៍ជនបទ។

បន្ទាប់ពីមតិស្វាគមន៍ចំពោះវត្តមានរបស់គណៈប្រតិភូនៃក្រសួងឧស្សាហកម្ម វិទ្យាសាស្ត្រ បច្ចេកវិទ្យា និងនវានុវត្តន៍ ខ្ញុំបាទបានជម្រាបជូនអំពីព័ត៌មានសង្ខេបនៃការងារសាងសង់ និងសមត្ថភាពនៃការផ្គត់ផ្គង់ទឹករបស់ប្រព័ន្ធចែកចាយទឹកតាមទុយោសហគមន៍ទាំងពីរទីតាំងខាងលើ។ សូមជម្រាបថា ពិធីប្រគល់-ទទួលនេះ គឺជានិមិត្តរូបនៃកិច្ចសហប្រតិបត្តិការគ្នាយ៉ាងជិតស្និទ្ធរវាងក្រសួងអភិវឌ្ឍន៍ជនបទ និងក្រសួងឧស្សាហកម្ម វិទ្យាសាស្ត្រ បច្ចេកវិទ្យា និងនវានុវត្តន៍ ក្រោមឆត្រនៃរាជរដ្ឋាភិបាលកម្ពុជាក្នុងនីតិកាលទី៧ នៃរដ្ឋសភា ដែលមានសម្ដេចមហាបវរធិបតី ហ៊ុន ម៉ាណែត ជានាយករដ្ឋមន្ដ្រី ក្រោមអភិក្រម”ជវភាពនៃប្រព័ន្ធតួអង្គតែមួយ” ប្រកបដោយការទទួលខុសត្រូវខ្ពស់ក្នុងគោលដៅរួមគឺ បម្រើផលប្រយោជន៍ជូនប្រជាជនឱ្យមានប្រសិទ្ធភាព។

រីឯឯកឧត្តមរដ្ឋមន្ត្រី ហែម វណ្ណឌី ក៏បានថ្លែងអំណរគុណ និងសម្ដែងការកោតសរសើរនិងវាយតម្លៃខ្ពស់ចំពោះកាយវិការប្រកបដោយសុភវិនិច្ឆយរបស់ថ្នាក់ដឹកនាំក្រសួងអភិវឌ្ឍន៍ជនបទ ដែលគិតគូរខ្ពស់លើសុខុមាលភាពរបស់ប្រជាពលរដ្ឋ ជាពិសេសប្រជាពលរដ្ឋនៅតំបន់ជនបទ។ ឯកឧត្តមរដ្ឋមន្ដ្រី ក៏បានជម្រាបជូនអំពីតួនាទីដ៏សំខាន់របស់ក្រសួងឧស្សាហកម្ម វិទ្យាសាស្ត្រ បច្ចេកវិទ្យា និងនវានុវត្តន៍ ក្នុងការផ្គត់ផ្គង់ទឹកស្អាតជូនប្រជាពលប្រើប្រាស់ប្រកបគុណភាព ដូចដែលរាជរដ្ឋាភិបាលបានកំណត់ជាអាទិភាពគន្លឹះទី៣ ក្នុងយុទ្ធបញ្ចកោណដំណាក់កាលទី១ នៃរដ្ឋសភា។ ជាមួយគ្នានោះដែរ ឯកឧត្តមរដ្ឋមន្ដ្រី បានប្ដេជ្ញាក្នុងការអនុវត្តគម្រោងនេះឱ្យមានប្រសិទ្ធភាព និងមាននិរន្ដរភាព ដើម្បីធ្វើឱ្យមានការផ្លាស់ប្ដូរសុខុមាលភាព កម្រិតជីវភាព និងសេដ្ឋកិច្ចនៅតំបន់ជនបទកាន់តែប្រសើរឡើង និងឈានទៅសម្រេចនូវក្របខ័ណ្ឌគោលដៅអភិវឌ្ឍន៍ប្រកបដោយចីរភាពកម្ពុជា ឆ្នាំ២០១៦-២០៣០។

សូមជម្រាបជូនថា ប្រព័ន្ធផ្គត់ផ្គង់ទឹកស្អាតសហគមន៍ទាំង ២ទីតាំង ខាងលើ ស្ថិតនៅក្នុងខេត្តព្រះវិហារ និងខេត្តសៀមរាប មានប្រជាជនទទួលផលប្រមាណ ២០០០គ្រួសារស្មើនឹង ១០៦០០នាក់ មានសមត្ថភាពផ្គត់ផ្គង់ទឹកប្រមាណ ៦០០ម៉ែត្រគូបក្នុងមួយថ្ងៃ ស្ថិតក្នុងក្របខ័ណ្ឌកម្មវិធីអភិវឌ្ឍន៍ហេដ្ឋារចនាសម្ព័ន្ធជនបទសម្រាប់កម្ពុជា (RID4CAM) នៃក្រសួងអភិវឌ្ឍន៍ជនបទ ដោយទទួលបានហិរញ្ញប្បទាន ពីធនាគារអភិវឌ្ឍន៍អាល្លឺម៉ង់ (KW) ទីភ្នាក់ងារបារាំងសម្រាប់ការអភិវឌ្ឍ (AFD) និងមូលនិធិសហភាពអឺរ៉ុប (EU/AIF) ហើយពិធីប្រគល់-ទទួល នេះទៀតសោធ មានគោលបំណងដើម្បីធានាប្រសិទ្ធភាព និងនិរន្តរភាពនៃការផ្គត់ផ្គង់ទឹកស្អាតដែលមានលក្ខណៈស្ដង់ដាពេលលេញជូនប្រជាពលរដ្ឋនៅតំបន់ជនបទ នៃព្រះរាជាណាចក្រកម្ពុជា៕

Phnom Penh: On Friday Morning, March 20, 2026, the Ministry of Rural Development organized a handover ceremony for two community piped water distribution systems in Preah Vihear and Siem Reap provinces to the Ministry of Industry, Science, Technology, and Innovation for management and administration. I, Minister of Rural Development, together with H.E. Hem Vandy, Minister of Industry, Science, Technology, and Innovation, presided over the ceremony, which was also attended by leaders and technical officials from both ministries at the Ministry of Rural Development’s headquarters.
Following the welcome remarks to the delegation from the Ministry of Industry, Science, Technology, and Innovation, I also provided a brief overview of the construction works and the water-supply capacity of the two community piped water systems. Please be informed that this handover symbolizes the close cooperation between the Ministry of Rural Development and the Ministry of Industry, Science, Technology, and Innovation under the umbrella of the Royal Government of Cambodia during the 7th Legislature of the National Assembly, led by Samdech Moha Bovor Thipadei Hun Manet, Prime Minister, within the framework of the “Dynamic of a Stakeholder” system, carried out with high accountability toward our shared goal of effectively serving the people.
H.E. Minister Hem Vandy expressed gratitude and high appreciation for the prudent leadership of the Ministry of Rural Development, which places great emphasis on the well-being of citizens, especially those in rural areas. He also highlighted the important role of the Ministry of Industry, Science, Technology, and Innovation in delivering high-quality clean water services to consumers, which the Royal Government identified as the 3rd key priority in the Pentagon Strategy Phase I. He pledged to implement this project effectively and sustainably to improve public health, living standards, and the rural economy, thereby contributing to the achievement of Cambodia’s Sustainable Development Goals 2016–2030.
Please be informed that the two community clean water supply systems mentioned above, located in Preah Vihear and Siem Reap provinces, serve approximately 2,000 households (10,600 people) and have a supply capacity of about 600 cubic meters per day. These systems fall under the Rural Infrastructure Development for Cambodia (RID4CAM) program of the Ministry of Rural Development and are financed by the German Development Bank (KfW), the French Development Agency (AFD), and the European Union’s investment funds (EU/AIF). This handover aims to ensure the effectiveness and sustainability of clean water supply services for citizens in rural areas of the Kingdom of Cambodia.
