[English Below] រាជធានីភ្នំពេញ៖ នាព្រឹកថ្ងៃចន្ទ ១៣រោច ខែផល្គុន ឆ្នាំម្សាញ់ សប្ដស័ក ព.ស.២៥៦៩ ត្រូវនឹងថ្ងៃទី១៦ ខែមីនា ឆ្នាំ២០២៦ នៅទីស្ដីការក្រសួង ឯកឧត្តម ឈឹម សៅគី រដ្ឋលេខាធិការប្រចាំការ តំណាងដ៏ខ្ពង់ខ្ពស់ ឯកឧត្តម ឆាយ ឫទ្ធិសែន រដ្ឋមន្រ្ដីក្រសួងអភិវឌ្ឍន៍ជនបទ បានអញ្ជើញជាអធិបតីបើកវគ្គបណ្ដុះបណ្ដាលស្ដីពី “ភាពជាអ្នកដឹកនាំក្នុងវិស័យអភិវឌ្ឍន៍ជនបទ” វគ្គ៦ ជូនសិក្ខាកាមដែលជាថ្នាក់ដឹកនាំនៅទីស្ដីការក្រសួង និងថ្នាក់ដឹកនាំនៃមន្ទីរអភិវឌ្ឍន៍ជនបទទាំង ២៥រាជធានី ខេត្ត។ ពិធីបើកវគ្គបណ្ដុះបណ្ដាលនេះមានការអញ្ជើញចូលរួមពីសំណាក់ ឯកឧត្តម លោកជំទាវ ជាថ្នាក់ដឹកនាំក្រសួង ព្រមទាំងសិក្ខាកាមសរុបចំនួន ១៨០នាក់។
អញ្ជើញមានប្រសាសន៍ក្នុងពិធីបើកវគ្គបណ្ដុះបណ្ដាល ឯកឧត្តម ឈឹម សៅគី បានគូសបញ្ជាក់អំពីសមិទ្ធផលនិងការអភិវឌ្ឍលើគ្រប់វិស័យរបស់រាជរដ្ឋាភិបាលកម្ពុជា ក្រោមម្លប់ដ៏ត្រជាក់នៃសុខសន្ដិភាព ក្នុងនីតិកាលកន្លងមកក្រោមការដឹកនាំដ៏ឈ្លាសវៃ និងប៉ិនប្រសប់របស់ សម្តេចអគ្គមហាសេនាបតីតេជោ ហ៊ុន សែន អតីតនាយករដ្ឋមន្ត្រី រហូតដល់បច្ចុប្បន្នរាជរដ្ឋាភិបាលក្នុងនីតិកាលទី៧ នៃរដ្ឋសភា ក្រោមការដឹកនាំបន្តវេនប្រកបដោយថាមវន្ត និងគតិបណ្ឌិតរបស់ សម្ដេចមហាបវរធិបតី ហ៊ុន ម៉ាណែត នាយករដ្ឋមន្រ្តី នៃព្រះរាជាណាចក្រកម្ពុជា។ ជាមួយគ្នានោះដែរ ឯកឧត្តមរដ្ឋលេខាធិការប្រចាំការ បានបន្តជម្រាបជូនអំពីកិច្ចខិតខំប្រឹងប្រែងរបស់ក្រសួងអភិវឌ្ឍន៍ជនបទក្នុងការអនុវត្តនូវគោលនយោបាយជាតិស្តីពី ការអភិវឌ្ឍជនបទឆ្នាំ២០២៥-២០៣៥ ដែលមានចក្ខុវិស័យ “កសាងសង្គមជនបទកម្ពុជាឱ្យមានវិបុលភាពប្រកបដោយបរិយាបន្ន សមធម៌ និងចីរភាព” តាមរយៈផែនការយុទ្ធសាស្ដ្រចំនួន ៥ ដែលក្រសួងអភិវឌ្ឍន៍ជនបទ បានកំណត់ជាកម្មវិធីអាទិភាពរបស់ខ្លួនរួមមាន៖ ទី១. ការអភិវឌ្ឍនិងថែទាំហេដ្ឋារចនាសម្ព័ន្ធគមនាគមន៍ជនបទប្រកបដោយភាពធន់ទី២. ការផ្គត់ផ្គង់ទឹកស្អាតនិងលើកកម្ពស់អនាម័យជនបទទាំងកម្រិតមូលដ្ឋាន និងកម្រិតសុវត្ថិភាពប្រកបដោយភាពធន់និងបរិយាបន្ន ទី៣. ការអភិវឌ្ឍសហគមន៍ជនបទ ជាពិសេសជំរុញការអភិវឌ្ឍចម្រុះនិងបន្តការអនុវត្ត ចលនាភូមិមួយផលិតផលមួយ និងចលនាភូមិគំរូប្រកបដោយភាពធន់និងបរិយាបន្ន ទី៤. ការបង្កើនប្រាក់ចំណូលគ្រួសារនៅតំបន់ជនបទប្រកបដោយចីរភាពដោយ ធ្វើពិពិធកម្មសេដ្ឋកិច្ចគ្រួសារ មុខរបរនិងនវានុវត្តន៍ការងារ និងទី៥. ការលើកកម្ពស់អភិបាលកិច្ច ឌីជីថល និងកិច្ចសហប្រតិបត្តិការ។ ទន្ទឹមនោះផងដែរ ក្រសួងបាននិងកំពុងចូលរួមចំណែកយ៉ាងសកម្មក្នុងការអនុវត្តនូវកំណែទម្រង់នានារបស់រាជរដ្ឋាភិបាល ជាពិសេសក្រសួងបាននិងកំពុងយកចិត្តទុកដាក់ខ្ពស់លើការពង្រឹងសមត្ថភាព និងសមិទ្ធកម្មស្ថាប័ន ព្រមទាំងលើកកម្ពស់សមត្ថភាពមន្ត្រីរាជការ តាមរយៈការបណ្តុះបណ្តាលជាបន្តបន្ទាប់ទាំងនៅក្នុង និងក្រៅក្រសួង ព្រមទាំងក្រៅប្រទេសផងដែរ ដែលដើរតួនាទីយ៉ាងសំខាន់សម្រាប់ថ្នាក់ដឹកនាំ និងមន្ត្រីរាជការគ្រប់រូប។
ជាចុងបញ្ចប់ ឯកឧត្តមរដ្ឋលេខាធិការប្រចាំការ បានផ្ដល់អនុសាសន៍ដល់សិក្ខាកាមដែលចូលរួមក្នុងវគ្គបណ្ដុះបណ្ដាល ត្រូវផ្តោតការយកចិត្តទុកដាក់ខ្ពស់ ទទួលយកនូវពុទ្ធិថ្មីៗឱ្យបានសកម្ម ផ្ដល់យោបល់ និងចូលរួមផ្លាស់ប្តូរចំណេះដឹងនិងបទពិសោធន៍ឱ្យគ្នាទៅវិញទៅមក ដើម្បីកសាងសមត្ថភាពឱ្យបានល្អប្រសើរ កសាងគុណតម្លៃ និងស្នាដៃក្នុងការរួមចំណែកអភិវឌ្ឍប្រទេសជាតិប្រកបដោយឆន្ទៈ មនសិការ ដើម្បីបុព្វហេតុបម្រើជាតិ និងប្រជាជន៕
Phnom Penh: In the morning of Monday, March 16, 2026, at the Ministry’s office, His Excellency Chhim Saoky, Permanent Secretary of State, representing the high esteem of His Excellency Chhay Rithisen, Minister of Rural Development, presided over the opening of the 6th training course on “Leadership in Rural Development.” The course is intended for trainees who are leaders at the ministry office and leaders of the 25 Provincial and Municipal Departments of Rural Development. The opening ceremony was attended by Excellencies as ministry leaders, along with a total of 180 trainees.
Addressing the opening ceremony, His Excellency Chhim Saoky highlighted the achievements and development across all sectors by the Royal Government of Cambodia under the cool shade of peace in the past mandate, under the wise and skillful leadership of Samdech Akka Moha Sena Padei Techo Hun Sen, former Prime Minister, up to the present Royal Government of the 7th Legislature of the National Assembly under the dynamic and wise continuation leadership of Samdech Moha Bovor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia. At the same time, H.E. Permanent Secretary of State informed about the efforts of the Ministry of Rural Development in implementing the National Policy on Rural Development 2025-2035, which has the vision of “Building a prosperous, inclusive, equitable, and sustainable Cambodian rural society” through five strategic plans identified by the Ministry of Rural Development as its priority programs, including: 1. Development and maintenance of resilient rural communication infrastructure; 2. Supply of clean water and promotion of rural sanitation at both basic and safely managed levels with resilience and inclusiveness; 3. Rural community development, especially promoting integrated development and continuing the implementation of the One Village One Product movement and the model village movement with resilience and inclusiveness; 4. Sustainable increase of household income in rural areas by diversifying the family economy, occupations, and work innovation; and 5. Strengthening governance, digitalization, and cooperation. Furthermore, the Ministry has been actively contributing to the implementation of various reforms of the Royal Government, especially the Ministry has been paying high attention to strengthening institutional capacity and performance, as well as enhancing the capacity of civil servants through continuous training both within and outside the ministry, as well as abroad, which plays a crucial role for every leader and civil servant.
In conclusion, H.E. Permanent Secretary of State recommended that the trainees participating in the training course must pay high attention, actively absorb new knowledge, provide comments, and engage in exchanging knowledge and experiences with each other to build better capacity, build value, and achievements in contributing to national development with will and conscience for the cause of serving the nation and the people.
