[English Below] រាជធានីភ្នំពេញ៖ នាព្រឹកថ្ងៃសុក្រ ១១កើត ខែផល្គុន ឆ្នាំម្សាញ់ សប្តស័ក ព.ស.២៥៦៩ ត្រូវនឹងថ្ងៃទី២៧ ខែកុម្ភៈ ឆ្នាំ២០២៦ ឯកឧត្តម ឆាយ ឫទ្ធិសែន រដ្ឋមន្ត្រីក្រសួងអភិវឌ្ឍន៍ជនបទ បានអញ្ជើញជាអធិបតីក្នុងពិធីបើកវេទិកាសាធារណៈស្តីពី ការផ្សព្វផ្សាយព័ត៌មានថវិកាសម្រាប់សាធារណជន ឆ្នាំ២០២៦ (ថវិកាពលរដ្ឋ) របស់ក្រសួងអភិវឌ្ឍន៍ជនបទ នៅសណ្ឋាគារសុខាភ្នំពេញ ។ អញ្ជើញចូលរួមក្នុងពិធីបើកវេទិកានេះរួមមាន ឯកឧត្តម លោកជំទាវ ជាថ្នាក់ដឹកនាំក្រសួងអភិវឌ្ឍន៍ជនបទ, ឯកឧត្តម លោកជំទាវ តំណាងក្រសួង ស្ថាប័ន, តំណាងដៃគូអភិវឌ្ឍ, អង្គការមិនមែនរដ្ឋាភិបាល, មន្ទីរអភិវឌ្ឍន៍ជនបទទាំង ២៥រាជធានី ខេត្ត និងប្រជាពលរដ្ឋជាគណៈកម្មាធិការអភិវឌ្ឍន៍ភូមិ (គ.អ.ភ.) សរុបចំនួន ១៥៨នាក់។ វេទិកានេះត្រូវបានរៀបចំដោយ ក្រុមការងារកែទម្រង់ការគ្រប់គ្រងហិរញ្ញវត្ថុសាធារណៈ ដំណាក់កាលទី៤ ឆ្នាំ២០២៦ ក្នុងគោលបំណងផ្សព្វផ្សាយច្បាប់ថវិកាឆ្នាំ២០២៦ របស់ក្រសួងអភិវឌ្ឍន៍ជនបទ ជូនដល់ សាធារណជនឱ្យបានជ្រាបអំពីកម្មវិធីនយោបាយ និងលទ្ធភាពថវិកាដែលក្រសួងអភិវឌ្ឍន៍ជនបទបានទទួលការអនុម័តពីរដ្ឋសភា និងរាជរដ្ឋាភិបាល ដើម្បីយកមកបំពេញបេសកកម្មរបស់ខ្លួនក្នុងការលើកកម្ពស់ស្ថានភាពជីវភាពរបស់ប្រជាពលរដ្ឋនៅតំបន់ជនបទឱ្យកាន់តែល្អប្រសើរ និងរួមចំណែកកាត់បន្ថយភាពក្រីក្រ ស្របតាមគោលនយោបាយជាតិស្តីពីការអភិវឌ្ឍជនបទឆ្នាំ ២០២៥-២០៣៥ និងគៀគរការចូលរួមពីគ្រប់ភាគីពាក់ព័ន្ធក្រោមអភិក្រមជវភាពនៃប្រព័ន្ធតួអង្គតែមួយ ។
អញ្ជើញថ្លែងសុន្ទរកថា ក្នុងពិធីបើកវេទិកាសាធារណៈនេះ ជាមួយនឹងការថ្លែងអំណរគុណចំពោះថ្នាក់ដឹកនាំ និងសមាជិក សមាជិកា នៃអង្គពិធីទាំងមូលដែលបានចូលរួមក្នុងពិធី ឯកឧត្តមរដ្ឋមន្ដ្រី បានគូសបញ្ជាក់អំពី គុណតម្លៃនៃសុខសន្ដិភាព ដែលជាបរិស្ថានគ្របដណ្តប់ និងជាបុរេលក្ខខណ្ឌសម្រាប់ការអភិវឌ្ឍរីកចម្រើនលើគ្រប់វិស័យ ក្រោមការដឹកនាំដ៏ឈ្លាសវៃរបស់ សម្តេចអគ្គមហាសេនាបតីតេជោ ហ៊ុន សែន អតីតនាយករដ្ឋមន្ដ្រី និងក្រោមការដឹកនាំបន្ដវេនប្រកបដោយគតិបណ្ឌិតរបស់ សម្តេចមហាបវរធិបតី ហ៊ុន ម៉ាណែត នាយករដ្ឋមន្រ្តី នាពេលបច្ចុប្បន្ន ដោយបានដាក់ចេញនូវយុទ្ធសាស្រ្តបញ្ចកោណដំណាក់កាលទី១ សម្រាប់នីតិកាលទី៧ នៃរដ្ឋសភា ដើម្បីប្រែក្លាយកម្ពុជា ជាប្រទេសមានប្រាក់ចំណូលខ្ពស់នៅក្នុងឆ្នាំ២០៥០៕
Phnom Penh: On Friday morning, 27 February 2026, at the Sokha Phnom Penh Hotel, H.E. Chhay Rithisen, Minister of Rural Development, presided over the opening ceremony of the 2026 Public Forum on Budget Disclosure for Citizens (Citizens’ Budget) of the Ministry of Rural Development.
In attendance were H.E.s and Excellencies from the leadership of the Ministry of Rural Development, representatives from ministries and institutions, development partners, non-governmental organizations, the 25 capital–provincial Departments of Rural Development, and citizen members of Village Development Committees (VDCs), totaling 158 participants. The forum was organized by the Phase IV 2026 Public Financial Management Reform Working Group with the objective of disseminating the Ministry of Rural Development’s 2026 Budget Law to the public, informing them about the ministry’s policy programs and budget allocations approved by the National Assembly and the Royal Government, so that the ministry may carry out its mission to improve rural livelihoods and contribute to poverty reduction, in line with the National Policy on Rural Development 2025–2035 and by fostering inclusive participation from all stakeholders under the dynamics of stakeholder system.
Delivering his keynote remarks at the opening, while expressing gratitude to the leadership and all participants, the Minister underscored the value of peace as the overarching environment and prerequisite for development across all sectors under the wise leadership of Samdech Akka Moha Sena Padei Techo Hun Sen, former Prime Minister, and under the ongoing, principled leadership of Samdech Moha Bovor Thipadei Hun Manet, the current Prime Minister. He noted the rollout of the Pentagonal Strategy–Phase I for the 7th Legislature of the National Assembly, aimed at transforming Cambodia into a high-income country by 2050.
