ឯកឧត្តម ឆាយ ឫទ្ធិសែន រដ្ឋមន្ត្រីក្រសួងអភិវឌ្ឍន៍ជនបទ បានអនុញ្ញាតឱ្យលោកជំទាវ Vivian Loss Sanmartin ឯកអគ្គរដ្ឋទូតវិសាមញ្ញ និងពេញសមត្ថភាព នៃសាធារណរដ្ឋសហព័ន្ធប្រេស៊ីលប្រចាំព្រះរាជាណាចក្រកម្ពុជា រួមជាមួយសហការីចូលជួបសម្តែងការគួរសម និងពិភាក្សាការងារ

រាជធានីភ្នំពេញ៖ នាថ្ងៃព្រហស្បតិ៍ ៣កើត ខែផល្គុន ឆ្នាំម្សាញ់ សប្តស័ក ព.ស.២៥៦៩ ត្រូវនឹងថ្ងៃទី១៩ ខែកុម្ភៈ ឆ្នាំ២០២៦ នៅទីស្តីការក្រសួងអភិវឌ្ឍន៍ជនបទ ឯកឧត្តម ឆាយ ឫទ្ធិសែន រដ្ឋមន្ត្រីក្រសួងអភិវឌ្ឍន៍ជនបទ បានអនុញ្ញាតឱ្យលោកជំទាវ Vivian Loss Sanmartin ឯកអគ្គរដ្ឋទូតវិសាមញ្ញ និងពេញសមត្ថភាព នៃសាធារណរដ្ឋសហព័ន្ធប្រេស៊ីលប្រចាំព្រះរាជាណាចក្រកម្ពុជា រួមជាមួយសហការីចូលជួបសម្តែងការគួរសម និងពិភាក្សាការងារ។

បន្ទាប់ពីបានសម្តែងការអបអរសាទរចំពោះលោកជំទាវ ដែលទើបទទួលបានការតែងតាំងជាឯកអគ្គរដ្ឋទូតប្រចាំប្រទេសកម្ពុជា និងស្វាគមន៍ការអញ្ជើមមកក្រសួងអភិវឌ្ឍន៍ជនបទ ឯកឧត្តមរដ្ឋមន្ត្រី ធ្វើការជម្រាបជូនប្រតិភូ អំពីការអភិវឌ្ឍប្រទេសកម្ពុជា ក្រោមម្លប់សន្តិភាព ក្រោមការដឹកនាំដ៏ឆ្លៀសវៃ និងត្រឹមត្រូវរបស់សម្តេចអគ្គមហាសេនាបតីតេជោ ហ៊ុន សែន បិតាសន្តិភាពនៃកម្ពុជា អតីតនាយករដ្ឋមន្ត្រី និងបច្ចុប្បន្នជាប្រធានព្រឹទ្ធិសភា និងក្រោមការដឹកនាំបន្តវេនប្រកបដោយគតិបណ្ឌិតរបស់ សម្តេចមហាបវរធិបតី ហ៊ុន ម៉ាណែត នាយករដ្ឋមន្ត្រី នៃព្រះរាជាណាចក្រកម្ពុជា តាមរយៈយុទ្ធសាស្ត្របញ្ចកោណដំណាក់កាលទី១ សំដៅសម្រេចឱ្យបានចក្ខុវិស័យកម្ពុជាឆ្នាំ២០៥០ ជាប្រទេសដែលមានប្រាក់ចំណូលកម្រិតខ្ពស់។  ឯកឧត្តមរដ្ឋមន្ត្រី ក៏បានបន្តលើកឡើងអំពីសមិទ្ធផលនានាដែលសម្រេចបាននាពេលកន្លងមករបស់ក្រសួងអភិវឌ្ឍន៍ជនបទ តាមរយៈចក្ខុវិស័យ  “កសាងសង្គមជនបទកម្ពុជាឱ្យមានវិបុលភាពប្រកបដោយបរិយាបន្ន សមធម៌ និងចីរភាពទាំងផ្នែកសេដ្ឋកិច្ច សង្គមកិច្ច និងវប្បធម៌” ស្របតាមគោលនយោបាយជាតិអភិវឌ្ឍន៍ជនបទ​២០២៥-២០៣៥ ដែលបានដាក់ចេញនូវកម្មវិធីអាទិភាព ចំនួន៥ ដែលធ្វើឱ្យតំបន់ជនបទមានសមាហរណកម្ម មានការអភិវឌ្ឍន៍ឆាប់រហ័ស និងធានាបានកំណើនប្រាក់ចំណូលក្នុងគ្រួសារប្រកបដោយចីរភាព និងមានសុខុមាលភាព។

បន្ទាប់ពីប្រសាសន៍ស្វាគមន៍របស់ឯកឧត្តមរដ្ឋមន្ត្រីរួមមក លោកជំទាវឯកអគ្គរដ្ឋទូត បានធ្វើការអបអរសាទរ ការកោតសសើរ និងវាយតម្លៃខ្ពស់ចំពោះសមិទ្ធផលទាំងឡាយដែលកើតចេញពីការខិតខំរបស់រាជរដ្ឋាភិបាលកម្ពុជា ក៏ដូចជាក្រសួងអភិវឌ្ឍន៍ជនបទ ដែលធ្វើឱ្យសន្ទុះនៃការអភិវឌ្ឍនៅកម្ពុជាមានការប្រែប្រួលយ៉ាងឆាប់រហ័ស។ ជាមួយគ្នានោះដែរលោកជំទាវ ក៏បានថ្លែងអំណរគុណយ៉ាងជ្រាលជ្រៅបំផុតចំពោះប្រសាសន៍ពន្យល់ដ៏ក្បោះក្បាយ និងមានអត្ថន័យរបស់ឯកឧត្តមរដ្ឋមន្ត្រី ដែលបានធ្វើឱ្យលោកជំទាវទទួលបានបទពិសោធន៍ថ្មីៗជាច្រើនបន្ថែមទៀត លើវិស័យអភិវឌ្ឍន៍ជនបទនៅកម្ពុជា។ លោកជំទាវក៏បានធ្វើការចែករំលែកអំពីបទពិសោធន៍ក្នុងការអភិវឌ្ឍន៍នៅជនបទក្នុងប្រទេសប្រេស៊ីល និងការប្រកាសពង្រឹងកិច្ចសហប្រតិបត្តិការជាមួយរាជរដ្ឋាភិបាលតាមរយៈក្រសួងអភិវឌ្ឍន៍ជនបទឱ្យកាន់ជិតស្និតបន្ថែមទៀត។

Phnom Penh — On Thursday, February 19, 2026, at the headquarters of the Ministry of Rural Development of Cambodia, His Excellency Chhay Rithisen, Minister of Rural Development, granted an audience to Her Excellency Vivian Loss Sanmartin, Ambassador Extraordinary and Plenipotentiary of the Federative Republic of Brazil to the Kingdom of Cambodia, along with her delegation, for a courtesy call and working discussion.

After warmly welcoming and congratulating Her Excellency on her recent appointment as Ambassador to Cambodia and her visit to the Ministry of Rural Development, His Excellency the Minister briefed the delegation on Cambodia’s national development under the umbrella of peace, guided by the wise and appropriate leadership of Samdech Akka Moha Sena Padei Techo Hun Sen, Father of Peace in Cambodia, former Prime Minister and current President of the Senate of Cambodia, as well as under the continued wise and visionary leadership of Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of Cambodia.

This leadership is implemented through the Phase I Pentagonal Strategy to realize Cambodia’s Vision 2050 of becoming a high-income country. His Excellency also highlighted the achievements of the Ministry of Rural Development in recent years, guided by the vision of “Building a prosperous, inclusive, and sustainable rural Cambodian society in economic, social, and cultural dimensions,” in line with the National Policy on Rural Development 2025–2035. This policy outlines five priority programs aimed at integrating rural areas, accelerating development, ensuring sustainable household income growth, and improving overall well-being.

Following the Minister’s welcoming remarks, Her Excellency the Ambassador expressed her congratulations, admiration, and high appreciation for the achievements resulting from the efforts of the Royal Government of Cambodia and the Ministry of Rural Development, which have led to rapid development progress in the country. She also conveyed her profound gratitude for the Minister’s comprehensive and meaningful welcome speech, which provided her with valuable new insights into rural development in Cambodia.

Furthermore, Her Excellency shared experiences regarding rural development in Brazil and reaffirmed her commitment to strengthening cooperation with the Royal Government of Cambodia through the Ministry of Rural Development in an even closer and more effective manner.

Before concluding, His Excellency the Minister expressed his sincere thanks to Her Excellency and her delegation for their visit. He also conveyed his pleasure and appreciation for her positive response to the Ministry’s proposals and her commitment to further strengthening cooperation in the future.
