ឯកឧត្ដម ឆាយ ឫទ្ធិសែន ដឹកនាំក្រុមការងារបច្ចេកទេសក្រសួង និងមន្ទីរអភិវឌ្ឍន៍ជនបទខេត្ត អញ្ជើញទៅពិនិត្យគុណភាព និងស្ថានភាពផ្លូវជនបទចំនួន ៥ខ្សែ នៅក្នុងខេត្តស្វាយរៀង

[English Below] ខេត្តស្វាយរៀង៖ នារសៀលថ្ងៃព្រហស្បតិ៍ ១០រោច ខែមាឃ ឆ្នាំម្សាញ់ សប្តស័ក ព.ស.២៥៦៩ ត្រូវនឹងថ្ងៃទី១២ ខែកុម្ភៈ ឆ្នាំ២០២៦ ឯកឧត្ដម ឆាយ ឫទ្ធិសែន រដ្ឋមន្រ្ដីក្រសួងអភិវឌ្ឍន៍ជនបទ រួមដំណើរដោយ ឯកឧត្តមថ្នាក់ដឹកនាំនៃក្រសួង បានដឹកនាំមន្ដ្រីជំនាញក្រសួង និងមន្ទីរអភិវឌ្ឍន៍ជនបទខេត្តស្វាយរៀង អញ្ជើញទៅពិនិត្យគុណភាព និងស្ថានភាពផ្លូវជនបទចំនួន ៥ខ្សែ នៅក្នុងខេត្តស្វាយរៀង ដូចខាងក្រោម៖

 

ខ្សែទី១៖ ឈ្មោះផ្លូវ អំពិល-គគីរ ជាប្រភេទផ្លូវក្រាលកៅស៊ូពីរជាន់ (DBST) និងក្រាលបេតុងមានប្រវែងសរុប ១១,៨៦គីឡូម៉ែត្រ ទទឹង ៨ម៉ែត្រ តភ្ជាប់ពីភូមិអំពិល ឃុំអំពិល ទៅដល់ភូមិតាវំាង ឃុំគគីរ ស្រុករមាសហែក ដោយមានអ្នកទទួលផលដោយផ្ទាល់ ចំនួន ៧៣១គ្រួសារ ស្មើនឹង ២ ៨០៣នាក់ និងអ្នកទទួលផលដោយប្រយោល ចំនួន ២ ៨៦៦គ្រួសារ ស្មើនឹង ១១ ៦២៧នាក់។

ខ្សែទី២៖ ឈ្មោះផ្លូវ ចន្រ្តី-ម្រាម ជាប្រភេទផ្លូវក្រាលកៅស៊ូពីរជាន់ (DBST) និងក្រាលបេតុងមានប្រវែងសរុប១២,៤៣គីឡូម៉ែត្រ ទទឹង ៧ម៉ែត្រ តភ្ជាប់ពីភូមិចន្រ្តី ឃុំចន្រ្តី ទៅដល់ភូមិម្រាមខាងត្បូង ឃុំម្រាម ស្រុករមាសហែក ដោយមានអ្នកទទួលផលដោយផ្ទាល់ ចំនួន ២ ២២០គ្រួសារ ស្មើនឹង ៩ ៧១០នាក់ នឹងអ្នកទទួលផលដោយប្រយោល ចំនួន ៥ ៤០៩គ្រួសារ ស្មើនឹង ២៣ ៥០៣នាក់។

ខ្សែផ្លូវទាំងពីរខ្សែខាងលើនេះ ត្រូវបានអនុវត្តការសាងសង់ដោយក្រសួងអភិវឌ្ឍន៍ជនបទ ក្នុងឆ្នាំ២០២៥ ក្នុងក្របខ័ណ្ឌគម្រោងគាំទ្រនិរន្តរភាពហេដ្ឋារចនាសម្ព័ន្ធជនបទដើម្បីទីផ្សារកសិករ និងពាណិជ្ជូបនីយកម្មកសិកម្ម (SAAMBAT) ដោយប្រើប្រាស់ហិរញ្ញប្បទានសហប្រតិបត្តិការពី រាជរដ្ឋាភិបាលកម្ពុជា, IFAD, និង EU-AIF។

 

ខ្សែទី៣៖ ឈ្មោះផ្លូវ ព្រៃគៀវ-កំពង់អំពិល ជាប្រភេទផ្លូវក្រាលកៅស៊ូពីរជាន់ (DBST) មានប្រវែង ២៦,៧៥៩គីឡូម៉ែត្រ ទទឹងខ្នងលើ ៦ម៉ែត្រ តភ្ជាប់ពីភូមិព្រៃគៀវ ឃុំកំពង់ចក ទៅដល់ភូមិកំពង់អំពិល ឃុំកំពង់អំពិល ស្រុករំដួល ដោយមានអ្នកទទួលផលដោយផ្ទាល់ ចំនួន ៤ ២៦៣គ្រួសារ ស្មើនឹង ១៧ ៩៧២នាក់ និងអ្នកទទួលផលដោយប្រយោល ចំនួន ១៦ ០៤៤គ្រួសារ ស្មើនឹង ៦៤ ៥០១នាក់។

 

ខ្សែទី៤៖ ឈ្មោះផ្លូវ ផ្សារចក-ពងទឹក ជាប្រភេទផ្លូវក្រាលកៅស៊ូពីរជាន់ (DBST) មានប្រវែង ៩,១៦៦គីឡូម៉ែត្រ ទទឹងខ្នងលើ ៦ម៉ែត្រ តភ្ជាប់ពីភូមិចក ឃុំកំពង់ចក ទៅដល់ភូមិបុសតូច ឃុំពងទឹក ស្រុករំដួល ដោយមានអ្នកទទួលផលដោយផ្ទាល់ ចំនួន ៣ ៦៩៣គ្រួសារ ស្មើនឹង ១៤ ២៥៣នាក់ និងអ្នកទទួលផលដោយប្រយោល ចំនួន ១៦ ០៤៤គ្រួសារ ស្មើរនឹង ៦៤ ៥០១នាក់។

ខ្សែផ្លូវទី៣ និងទី៤ ខាងលើនេះផងដែរ អនុវត្តការសាងសង់ដោយក្រសួងអភិវឌ្ឍន៍ជនបទក្នុងឆ្នាំ២០២៣ ក្នុងក្របខ័ណ្ឌគម្រោងកែលម្អរផ្លូវជនបទជំហានទី៣ (RRIP-III) ដោយប្រើប្រាស់ថវិកាសហប្រតិបត្តិការរបស់រាជរដ្ឋាភិបាលកម្ពុជា និងហិរញ្ញប្បទានឥណទានពី ADB ។

 

ក្នុងឱកាសពិនិត្យគុណភាពផ្លូវនោះ ឯកឧត្តមរដ្ឋមន្ដ្រី បានចង្អុលបង្ហាញដល់ក្រុមហ៊ុនទទួលការសាងសង់ធ្វើការកែលម្អនៅចំណុចដែលផ្លូវទទួលរងការខូចខាត ដើម្បីក្រសួងធ្វើការត្រួតពិនិត្យ និងវាយតម្លៃបញ្ចប់រយៈពេលធានាសុពលភាព។

 

បន្ទាប់ពីបានពិនិត្យគុណភាពផ្លូវចំនួន ៤ខ្សែខាងលើរួចមក ឯកឧត្តមរដ្ឋមន្ដ្រី និងគណៈប្រតិភូរួមដំណើរ បានអញ្ជើញចុះពិនិត្យជាក់ស្ដែងស្ថានភាពល្បាយក្រួស ១ខ្សែ មានឈ្មោះផ្លូវ កក់-ត្រពាំងដំរី មានប្រវែង ១៩,៧០គីឡូម៉ែត្រ ទទឹង ៥ម៉ែត្រ តភ្ជាប់ពីភូមិកក់ ឃុំស្វាយរំពារ ស្រុកស្វាយទាប ទៅដល់ភូមិត្រពាំងដំរី ឃុំកំពង់អំពិល ស្រុករំដួល។ ខ្សែផ្លូវនេះ មានសក្ដានុពលក្នុងការជំរុញកំណើនសេដ្ឋកិច្ចក្នុងមូលដ្ឋាន ដោយមានប្រជាជនសរុបប្រមាណ ២២ ៨៩៤គ្រួសារ ស្មើនឹង ៩១ ៦៤១នាក់ ធ្វើដំណើរនៅលើផ្លូវនេះ កម្មករទៅធ្វើការនៅរោងចក្រ ដឹកជញ្ជូនកសិផល និងទំនិញចេញ ចូល រវាងប្រទេសកម្ពុជា-វៀតណាម ។ ដោយពិនិត្យឃើញស្ថានភាពមានការលំបាកខ្លាំង ឯកឧត្តមរដ្ឋមន្ដ្រី បានចង្អុលបង្ហាញដល់មន្ទីរអភិវឌ្ឍន៍ជនបទខេត្តស្វាយរៀង ដាក់បញ្ចូលខ្សែផ្លូវនេះទៅក្នុងគម្រោងដៃគូអភិវឌ្ឍ ដើម្បីស្ថាបនាជាផ្លូវក្រាលកៅស៊ូ ឬបេតុង ដែលមានភាពធន់នឹងការប្រែប្រួលអាកាសធាតុ សំដៅជួយសម្រួលដល់ប្រជាពលរដ្ឋប្រើប្រាស់បានគ្រប់រដូវកាល និងយូរអង្វែង៕

 

 

Svay Rieng Province: On Thursday afternoon, February 12, 2026, H.E. Chhay Rithisen, Minister of Rural Development, together with senior leadership of the Ministry, led technical officials of the Ministry and the Svay Rieng Provincial Department of Rural Development to inspect the quality and condition of 5 rural road sections in Svay Rieng Province, as follows:

 

Section 1: Ampil–Koki Road, a DBST and concrete road, with a total length of 11.86 kilometers and a width of 8 meters, connecting Ampil Village, Ampil Commune, to Ta Vang Village, Koki Commune, Romeas Hek District, with 731 households as direct beneficiaries, equivalent to 2,803 people, and 2,866 households as indirect beneficiaries, equivalent to 11,627 people.

Section 2: Chantry–Mream Road, a DBST and concrete road, with a total length of 12.43 kilometers and a width of 7 meters, connecting Chantry Village, Chantry Commune, to South Mream Village, Mream Commune, Romeas Hek District, with 2,220 households as direct beneficiaries, equivalent to 9,710 people, and 5,409 households as indirect beneficiaries, equivalent to 23,503 people.

 

The two road sections above were constructed by the Ministry of Rural Development in 2025 under the Sustainable Assets for Agricultural Markets, Business and Trade (SAAMBAT) Project, co-financing from the Royal Government of Cambodia, IFAD, and the EU-AIF.

 

Section 3: Prey Kiev–Kampong Ampil Road, a DBST road, with a length of 26.759 kilometers and a carriageway width of 6 meters, connecting Prey Kiev Village, Kampong Chak Commune, to Kampong Ampil Village, Kampong Ampil Commune, Rumduol District, with 4,263 households as direct beneficiaries, equivalent to 17,972 people, and 16,044 households as indirect beneficiaries, equivalent to 64,501 people.

 

Section 4: Phsar Chak–Pong Tuek Road, a DBST road, with a length of 9.166 kilometers and a carriageway width of 6 meters, connecting Chak Village, Kampong Chak Commune, to Bos Toch Village, Pong Tuek Commune, Rumduol District, with 3,693 households as direct beneficiaries, equivalent to 14,253 people, and 16,044 households as indirect beneficiaries, equivalent to 64,501 people.

 

The above Section 3 and Section 4 were also constructed by the Ministry of Rural Development in 2023 under Rural Roads Improvement Project Phase 3, co-financing from the Royal Government of Cambodia and the ADB.

 

On the occasion of inspecting the road quality, H.E. the Minister pointed out to the construction company to make improvements at the points where the road had been damaged, so that the Ministry can carry out inspection and finalize evaluation within the defect liability period.

 

After inspecting the above 4 road sections, H.E. the Minister and the accompanying delegation conducted an on-site inspection of the condition of 1 gravel-mix road section named Kok–Trapeang Damrei, with a length of 19.70 kilometers and a width of 5 meters, connecting Kok Village, Svay Rompear Commune, Svay Teab District, to Trapeang Damrei Village, Kampong Ampil Commune, Rumduol District. This road section has the potential to boost the local economy, with a total population of approximately 22,894 households, equivalent to 91,641 people, traveling on this road—workers commuting to factories, transport of agricultural products and goods in and out between Cambodia and Vietnam. Seeing that the condition is very difficult, H.E. the Minister instructed the Svay Rieng Provincial Department of Rural Development to include this road section in a development partner project to upgrade it to a DBST or concrete road that is resilient to climate change, enabling citizens to use it in all seasons and for the long term.
