ជាកិច្ចចាប់ផ្តើម ឯកឧត្តមរដ្ឋមន្ត្រី បានសម្តែងកាស្វាគមន៍ចំពោះ លោកភារធារីស្តីទី និងសហការី ដែលបានអញ្ជើញមកនាឱកាសនេះ។ ឯកឧត្តមរដ្ឋមន្ត្រី ក៏បានជម្រាបជូនប្រតិភូ អំពីការអភិវឌ្ឍប្រទេស ក្រោមម្លប់សន្តិភាព ក្រោមការដឹកនាំដ៏ឈ្លាសវៃ និងត្រឹមត្រូវរបស់ សម្តេចអគ្គមហាសេនាបតីតេជោ ហ៊ុន សែន បិតាសន្តិភាពនៃកម្ពុជា អតីតនាយករដ្ឋមន្ត្រី និងបច្ចុប្បន្នជាប្រធានព្រឹទ្ធសភា និងក្រោមការដឹកនាំបន្តវេនប្រកបដោយគតិបណ្ឌិតរបស់ សម្តេចមហាបវរធិបតី ហ៊ុន ម៉ាណែត នាយករដ្ឋមន្ត្រី នៃព្រះរាជាណាចក្រកម្ពុជា តាមរយៈការដាក់ចេញនូវយុទ្ធសាស្ត្របញ្ចកោណដំណាក់កាលទី១ សំដៅសម្រេចឱ្យបានចក្ខុវិស័យកម្ពុជាឆ្នាំ២០៥០ ជាប្រទេសដែលមានប្រាក់ចំណូលកម្រិតខ្ពស់។ ឯកឧត្តមរដ្ឋមន្ត្រី ក៏បានបន្តលើកឡើងអំពីសមិទ្ធផលនានាដែលសម្រេចបាននាពេលកន្លងមករបស់ក្រសួងអភិវឌ្ឍន៍ជនបទ តាមរយៈចក្ខុវិស័យ “កសាងសង្គមជនបទកម្ពុជាឱ្យមានវិបុលភាពប្រកបដោយបរិយាបន្ន សមធម៌ និងចីរភាព” ស្របតាមគោលនយោបាយជាតិស្ដីពី ការអភិវឌ្ឍជនបទ ឆ្នាំ២០២៥-២០៣៥ ដែលបានដាក់ចេញនូវកម្មវិធីអាទិភាព ចំនួន៥ ផងដែរ។
បន្ទាប់ពីប្រសាសន៍ស្វាគមន៍របស់ ឯកឧត្តមរដ្ឋមន្ត្រី រួចមកលោកភារធារីស្តីទី បានសម្តែងការអបអរសាទរ និងវាយតម្លៃខ្ពស់ចំពោះការអភិវឌ្ឍក្នុងសន្ទុះមួយដ៏លឿនរបស់កម្ពុជា។ លោកក៏បានលើកឡើងអំពីកាចាប់ផ្តើមធ្វើទំនាក់ទំនងនៃកិច្ចសហប្រតិបត្តិការរវាងរដ្ឋាភិបាលលុចសំបួរ និងរាជរដ្ឋាភិបាលកម្ពុជានាពេលកន្លងមក ហើយជំនួបនាពេលនេះគឺជាការបន្តធ្វើទំនាក់ទំនងក្នុងកិច្ចសហប្រតិបត្តិការឱ្យកាន់តែជិតស្និតបន្ថែម។ លោកភារធារីស្តីទី បានបន្តលើកឡើងទៀតថាការអភិវឌ្ឍន៍នៅតំបន់ជនបទពិតជាមានសារៈសំខាន់ ដូចនេះលុចសំបួរនិងចូលរួមចំណែកក្នុងការអភិវឌ្ឍន៍ជនបទនៅក្នុងប្រទេសកម្ពុជា។ លោកភារធារីស្តីទី បានស្នើអោយមានការសិក្សាលទ្ធភាពក្នុងការអនុវត្តគម្រោងរួមគ្នានាថ្ងៃអនាគត ដោយទីភ្នាក់ងាអភិវឌ្ឍន៍លុចសំបួរ សហការជាមួយមន្ត្រីបច្ចេកទេសនៃក្រសួងអភិវឌ្ឍន៍ជនបទ។
មុននឹងបញ្ចប់ ឯកឧត្តមរដ្ឋមន្ត្រី បានសម្តែងសេចក្ដីរីករាយ និងថ្លែងអំណរគុណចំពោះ លោកភារធារីស្តីទី និងសហការី ដែលបានបង្ហាញអំពីការចង់ធ្វើកិច្ចសហប្រតិបត្តិការជាមួយក្រសួងអភិវឌ្ឍន៍ជនបទ ឯកឧត្តមរដ្ឋមន្ត្រីក៏បានបង្ហាញអំពីឆន្ទៈធ្វើអោយកិច្ចសហប្រតិបត្តការនេះសម្រេចបានជោគជ័យផងដែរ៕
Phnom Penh: On the afternoon of Thursday, 5 March 2026, at the Ministry of Rural Development, H.E. Chhay Rithisen, Minister of Rural Development, accompanied by the ministry’s leadership, received Mr. Thomas Lammar, Chargé d’Affaires ad interim of the Embassy of Luxembourg to Laos, in charge of development cooperation for Cambodia, along with his colleagues, for a courtesy call and working discussion.
To begin, the Minister warmly welcomed the Chargé d’Affaires a.i. and his team for their visit. He briefed the delegation on Cambodia’s development under the umbrella of peace and under the wise leadership of Samdech Akka Moha Sena Padei Techo Hun Sen, Father of Peace of Cambodia, former Prime Minister and current President of the Senate, as well as under the continued dynamic leadership of Samdech Moha Bovor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, through the launch of the Pentagonal Strategy—Phase I, aimed at realizing the Cambodia 2050 vision of becoming a high-income country. The Minister also highlighted the Ministry of Rural Development’s recent achievements guided by the vision of “Building Cambodia’s rural society to be prosperous with inclusiveness, equity, and sustainability,” aligned with the National Policy on Rural Development 2025–2035, which outlines five priority programs.
Following the Minister’s welcome remarks, the Chargé d’Affaires a.i. extended congratulations and high appreciation for Cambodia’s rapid development. He recalled the initiation of cooperation ties between the Government of Luxembourg and the Royal Government of Cambodia, noting that this meeting would further strengthen cooperation. He emphasized the importance of rural development and affirmed that Luxembourg will contribute to rural development in Cambodia. He proposed exploring the feasibility of implementing joint projects in the future, with Lux-Development Agency collaborating with the Ministry of Rural Development’s technical officials.
In conclusion, the Minister expressed his pleasure and gratitude to the Chargé d’Affaires a.i. and his colleagues for their interest in cooperating with the Ministry of Rural Development, and affirmed his commitment to ensuring the success of this cooperation.
