[English Below] រាជធានីភ្នំពេញ៖ នារសៀលថ្ងៃព្រហស្បតិ៍ ៧កើត ខែស្រាពណ៍ ឆ្នាំមមី អដ្ឋស័ក ព.ស.២៥៧០ ត្រូវនឹងថ្ងៃទី២០ ខែសីហា ឆ្នាំ២០២៦ នៅទីស្ដីការក្រសួង ឯកឧត្តម ឆាយ ឫទ្ធិសែន រដ្ឋមន្ត្រីក្រសួងអភិវឌ្ឍន៍ជនបទ បានអញ្ជើញជាអធិបតីដឹកនាំកិច្ចប្រជុំត្រួតពិនិត្យវឌ្ឍនភាពនៃការអនុវត្តគម្រោងប្រចាំឆមាសទី១ និងលើកទិសដៅការងារឆមាសទី២ ឆ្នាំ២០២៦ ក្រោមក្របខ័ណ្ឌហិរញ្ញប្បទានពីដៃគូអភិវឌ្ឍន៍ របស់ក្រសួងអភិវឌ្ឍន៍ជនបទ។ កិច្ចប្រជុំនេះ មានការអញ្ជើញចូលរួមពីសំណាក់ ឯកឧត្ដមរដ្ឋលេខាធិការប្រចាំការ ឯកឧត្តម លោកជំទាវ លោក លោកស្រី ជាថ្នាក់ដឹកនាំគម្រោង ព្រមទាំងក្រុមការងារលេខាធិការដ្ឋាន នៃគណៈកម្មការគ្រប់គ្រង និងសម្របសម្រួលគម្រោងវិនិយោគសាធារណៈនៃក្រសួងអភិវឌ្ឍន៍ជនបទផងដែរ។

ជាកិច្ចចាប់ផ្ដើម ឯកឧត្តម ប៉ែន ពេជ្រសាលី រដ្ឋលេខាធិការនិងជាប្រធានលេខាធិការដ្ឋាន បានអានរបាយការណ៍សង្ខេបស្ដីពីវឌ្ឍនភាពនៃការអនុវត្តគម្រោងក្រោមហិរញ្ញប្បទានដៃគូអភិវឌ្ឍន៍គិតត្រឹមឆមាសទី១ ឆ្នាំ២០២៦ ដោយបានឆ្លុះបញ្ជាំងឱ្យឃើញថា គម្រោងទាំងអស់ បានអនុវត្តការងារប្រកបដោយស្មារតីបុរេសកម្មខ្ពស់ ក្នុងការសម្រេចឱ្យបាននូវសមិទ្ធផលនានា ដែលជាតម្រូវការរបស់ប្រជាពលរដ្ឋនៅជនបទ។ ជាមួយគ្នានោះដែរ លោក ឈិត វង្សីវិសុទ្ធ សមាជិកលេខាធិការដ្ឋាន ក៏បានធ្វើបទបង្ហាញដោយបានរំលេចឡើងថា បច្ចុប្បន្នក្រសួងអភិវឌ្ឍន៍ជនបទ មានគម្រោងកំពុងដំណើរការ ចំនួន ២២គម្រោង ដោយទទួលបានហិរញ្ញប្បទានពីដៃគូអភិវឌ្ឍន៍ចំនួន ១២ស្ថាប័ន។ ក្នុងនោះគម្រោងប្រើប្រាស់ឥណទានសម្បទាន ៨៨,៩៨%, ជំនួយឥសំណង ៦,១៧% និងបដិភាគរបស់រាជរដ្ឋាភិបាល ៤,៨៨%។ គម្រោងទាំង ២២ នោះ ផ្ដោតលើការស្ថាបនាហេដ្ឋារចនាសម្ព័ន្ធជនបទចំនួន ១៥គម្រោង, គម្រោងផ្គត់ផ្គង់ទឹកស្អាតនិងអនាម័យជនបទចំនួន ២គម្រោង និងគម្រោងអភិវឌ្ឍសហគមន៍ជនបទចំនួន ៥គម្រោង។ ដោយឡែកក្រសួងគ្រោងនឹងអនុវត្តគម្រោងថ្មីបន្ថែមទៀតចំនួន ៤គម្រោងផងដែរ។

តាមរយៈរបាយការណ៍ និងបទបង្ហាញ ឯកឧត្តម ឆាយ ឫទ្ធិសែន បានថ្លែងកោតសរសើរ និងវាយតម្លៃខ្ពស់ចំពោះ ថ្នាក់ដឹកនាំ និងក្រុមការងារអនុវត្តគម្រោងទាំងអស់ ដែលបានខិតខំប្រឹងប្រែងក្នុងការអនុវត្តនូវតួនាទីនិងភារកិច្ចយ៉ាងខ្ជាប់ខ្ជួនប្រកបដោយការទទួលខុសត្រូវខ្ពស់ រហូតសម្រេចបាននូវសមិទ្ធផលយ៉ាងច្រើនគួរជាទីមោទនៈ។ ឯកឧត្តមរដ្ឋមន្ដ្រី បានគូសបញ្ជាក់ថា សមិទ្ធផលទាំងនេះពិតជាឆ្លើយតាមទៅនឹងសេចក្ដីត្រូវការអភិវឌ្ឍន៍របស់ប្រទេសជាតិ ជាពិសេសបានបំពេញនូវតម្រូវការរបស់ប្រជាជននៅតំបន់ជនបទ ស្របតាមយុទ្ធសាស្ដ្រនិងចក្ខុវិស័យនៃគោលនយោបាយជាតិស្ដីពីការអភិវឌ្ឍន៍ជនបទឆ្នាំ២០២៥-២០៣៥ ដែលជាការចូលរួមចំណែកសម្រេចនូវយុទ្ធសាស្ត្របញ្ចកោណ ដំណាក់កាលទី១ ក្រោមការដឹកនាំប្រកបដោយគតិបណ្ឌិតរបស់ សម្តេចមហាបវរធិបតី ហ៊ុន ម៉ាណែត នាយករដ្ឋមន្ត្រី នៃព្រះរាជាណាចក្រកម្ពុជា សំដៅសម្រេចឱ្យបានចក្ខុវិស័យកម្ពុជាឆ្នាំ២០៥០ ជាប្រទេសដែលមានប្រាក់ចំណូលកម្រិតខ្ពស់។ ជាចុងក្រោយ ឯកឧត្តមរដ្ឋមន្ដ្រី បានផ្ដល់នូវអនុសាសន៍សំខាន់ៗមួយចំនួន ជូនដល់ថ្នាក់ដឹកនាំគម្រោង និងក្រុមការងារទាំងអស់ ឱ្យបន្ដអនុវត្តការងារឱ្យស្របតាមនីតិវិធីប្រតិបត្តិការស្តង់ដារ និងឱ្យសម្រេចតាមផែនការដែលបានកំណត់ ដោយបន្ដពង្រឹងកិច្ចសហប្រតិបត្តិការឱ្យបានជិតស្និទ្ធជាមួយក្រសួង ស្ថាប័នពាក់ព័ន្ធ និងដៃគូអភិវឌ្ឍន៍នានា ដើម្បីបង្កើនគុណភាព ប្រសិទ្ធភាព និងស័ក្ដិសិទ្ធភាពការងារកាន់តែខ្ពស់៕

Phnom Penh: On Thursday afternoon, August 20, 2026—at the Ministry’s headquarters, H.E. Chhay Rithisen, Minister of Rural Development, presided over a meeting to review progress in implementing projects for the first half of 2026 and to set directions for work in the second half of 2026 under the Ministry of Rural Development’s development partner financing framework. The meeting was attended by the Permanent Secretary of State; project leaders including Excellencies, Ladies and Gentlemen; and the secretariat working group of the Ministry’s Public Investment Project Management and Coordination Committee.

To open the proceedings, H.E. Pen Pichsaly, Secretary of State and Chair of the Secretariat, delivered a summary report on the progress of projects financed by development partners as of the first half of 2026, highlighting that all projects have been carried out with a high spirit of initiative to deliver results that meet the needs of rural populations. In addition, Mr. Chhit Vongseyvisoth, a member of the Secretariat, gave a presentation noting that the Ministry of Rural Development is currently implementing 22 projects financed by 12 development partner institutions. Of the financing structure, 88.98% is concessional loan, 6.17% is grant aid, and 4.88% is Royal Government counterpart funding. Of the 22 projects, 15 focus on rural road, 2 on rural water supply and sanitation, and 5 on rural community development. Separately, and the 4 new pipeline projects.

Based on the reports and presentation, H.E. Chhay Rithisen expressed praise and high appreciation for the leadership and all project implementation teams for their diligent, responsible performance of their roles and duties, resulting in many commendable achievements. The Minister underlined that these outcomes truly respond to the country’s development needs, in particular meeting the needs of people in rural areas, in line with the strategies and vision of the National Policy on Rural Development 2025–2035, thereby contributing to the achievement of the Pentagon Strategy, Phase 1, under the wise leadership of Samdech Moha Bovor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, aimed at realizing the Cambodia 2050 vision of becoming a high income country. In closing, the Minister provided several key recommendations to project leaders and all working groups to continue implementation in accordance with standard operating procedures and to achieve the set plans, while further strengthening close cooperation with relevant ministries, institutions, and development partners to raise the quality, effectiveness, and credibility of the work to even higher levels.
