[English Below] រាជធានីភ្នំពេញ៖ នារសៀលថ្ងៃអង្គារ ១៥រោច ខែបឋមាសាឍ ឆ្នាំមមី អដ្ឋស័ក ព.ស.២៥៧០ ត្រូវនឹងថ្ងៃទី១៤ ខែកក្កដា ឆ្នាំ២០២៦ នៅទីស្ដីការក្រសួងអភិវឌ្ឍន៍ជនបទ ឯកឧត្តម ឆាយ ឫទ្ធិសែន រដ្ឋមន្ត្រីក្រសួងអភិវឌ្ឍន៍ជនបទ បានអញ្ជើញជាអធិបតីក្នុងពិធីបិទសិក្ខាសាលាស្តីពី “ការចែករំលែកបទពិសោធន៍ក្នុងការរចនាប្លង់លម្អិត និងការត្រួតពិនិត្យគុណភាពការសាងសង់ហេដ្ឋារចនាសម្ព័ន្ធផ្លូវជនបទ” ដោយមានវត្តមានអញ្ជើញចូលរួមពី ឯកឧត្តម លោកជំទាវ ជាថ្នាក់ដឹកនាំក្រសួង ថ្នាក់ដឹកនាំគម្រោងអភិវឌ្ឍន៍ផ្លូវជនបទ ទីប្រឹក្សាបច្ចេកទេសគម្រោង តំណាងអ្នកទទួលការសាងសង់ ព្រមទាំងមន្រ្តីបច្ចេកទេសផ្លូវជនបទ និងមន្ទីរអភិវឌ្ឍន៍ជនបទជធានី-ខេត្ត សរុបចំនួន ២៥០រូប។

ជាកិច្ចចាប់ផ្ដើម ឯកឧត្តម ជ្រាយ ប៉ុម អគ្គនាយកបច្ចេកទេស បានឡើងរាយការណ៍ដោយសង្ខេបអំពីលទ្ធផលនៃសិក្ខាសាលាជូនអង្គពិធី ដោយបានបញ្ជាក់ជូនថា សិក្ខាសាលា ត្រូវបានរៀបចំឡើងរយៈពេល ០១ថ្ងៃ ដោយមានការធ្វើបទបង្ហាញនូវប្រធានបទសំខាន់ៗចំនួន ៣ រួមមាន៖ ទី១.ស្តីពី “បទពិសោធន៍ក្នុងការរចនាប្លង់លម្អិត និងការអនុវត្ត”, ទី២.ស្តីពី “ការពិនិត្យគុណភាពសាងសង់ហេដ្ឋារចនាសម្ព័ន្ធផ្លូវជនបទក្រោមក្របខណ្ឌគម្រោងប្រើប្រាស់ថវិកាគាំទ្រពីដៃគូអភិវឌ្ឍន៍” និងទី៣.ស្តីពី “ការអនុវត្តកិច្ចសន្យា FIDIC” ព្រមទាំងមានការលើកឡើងជាសំនួរ ការពិភាក្សា និងចែករំលែកបទពិសោធន៍ល្អៗទៅលើបទបង្ហាញនីមួយៗប្រកបដោយន័យស្ថាបនាផងដែរ។

បន្ទាប់ពីបានស្ដាប់របាយការណ៍នៃសិក្ខាសាលារួចមក ឯកឧត្តម ឆាយ ឫទ្ធិសែន បានថ្លែងអំណរគុណចំពោះ ថ្នាក់ដឹកនាំ មន្រ្តីរាជការ និងអង្គសិក្ខាសាលាទាំងមូលដែលបានលះបង់ពេលវេលាដ៏មានតម្លៃចូលរួមក្នុងសិក្ខាសាលាដ៏មានសារៈសំខាន់នេះរហូតដល់ពិធីបិទបញ្ចប់ ព្រមទាំងបានថ្លែងការកោតសរសើរ និងវាយតម្លៃខ្ពស់ចំពោះក្រុមការងារដែលខិតខំរៀបចំសិក្ខាសាលា ក៏ដូចជាវាគ្មិនដែលបានចំណាយកម្លាំងកាយ-ចិត្ត ចូលរួមធ្វើបទបង្ហាញ ចែករំលែកបទពិសោធន៍ទាក់ទងនឹងការរចនាប្លង់ ការអនុវត្ត និងការត្រួតពិនិត្យគុណភាពការសាងសង់ហេដ្ឋារចនាសម្ព័ន្ធផ្លូវជនបទដើម្បីពង្រឹងគុណភាពនៃការអភិវឌ្ឍហេដ្ឋារចនាសម្ព័ន្ធ និងគមនាគមន៍ជនបទឱ្យកាន់តែមានប្រសិទ្ធភាព និងប្រកបដោយគុណភាព។ ឯកឧត្តមរដ្ឋមន្ដ្រី បានគូសបញ្ជាក់ថា ផ្អែកតាមចក្ខុវិស័យនៃគោលនយោបាយជាតិស្តីពីការអភិវឌ្ឍជនបទ ដែលកំណត់ថា “កសាងសង្គមជនបទឱ្យមានវិបុលភាពប្រកបដោយបរិយាបន្ន សមធម៌ និងចីរភាព ទាំងផ្នែកសេដ្ឋកិច្ច សង្គម និងវប្បធម៌” ក្រសួងអភិវឌ្ឍន៍ជនបទ នៅតែបន្តយកចិត្តទុកដាក់ និងផ្តល់អាទិភាពខ្ពស់លើការអភិវឌ្ឍហេដ្ឋារចនាសម្ព័ន្ធនិងគមនាគមន៍ផ្លូវជនបទ ប្រកបដោយគុណភាព និងភាពធន់ ដែលជាបុរលក្ខខណ្ឌមិនអាចខ្វះបាន ដើម្បីបង្កើនការតភ្ជាប់និងធានាបាននូវការប្រើប្រាស់ឱ្យបានយូរអង្វែង មានភាពធន់នឹងការប្រែប្រួលអាកាសធាតុ និងជំរុញការធ្វើសមាហរណកម្មវិស័យសេដ្ឋកិច្ច សង្គមកិច្ច និងវប្បធម៌រវាងតំបន់ជនបទនិងទីក្រុង ផ្សារភ្ជាប់សកម្មភាពធុរកិច្ចផ្សេងៗឱ្យមានភាពរស់រវើកបន្ថែមទៀត ដែលនឹងចូលរួមចំណែកលើកកម្ពស់កម្រិតជីវភាពរស់នៅរបស់ប្រជាជននៅតំបន់ជនបទឱ្យកាន់តែប្រសើរឡើង។ ជាមួយគ្នានោះដែរ ឯកឧត្តមរដ្ឋមន្ដ្រី បានអនុសាសន៍សំខាន់ៗមួយចំនួនជូនដល់អង្គសិក្ខាសាលា ដើម្បីយកទៅអនុវត្តលើការងារសាងសង់ហេដ្ឋារចនាសម្ព័ន្ធផ្លូវជនបទឱ្យមានគុណភាព និងភាពធន់ ក្នុងគោលបំណងបម្រើដល់សេចក្តីត្រូវការរបស់ប្រជាពលរដ្ឋនៅតំបន់ជនបទមានប្រសិទ្ធភាព និងចូលរួមចំណែកអភិវឌ្ឍតំបន់ជនបទឱ្យកាន់តែរីកចម្រើន ដែលជាការចូលរួមសម្រេចឱ្យនូវចក្ខុវិស័យ “កម្ពុជាជាប្រទេសមានប្រាក់ចំណូលខ្ពស់នាឆ្នាំ២០៥០” ក្រោមការដឹកនាំដ៏ឈ្លាសវៃប្រកប ដោយគតិបណ្ឌិតរបស់ សម្តេចមហាបវរធិបតី ហ៊ុន ម៉ាណែត នាយករដ្ឋមន្ត្រីនៃព្រះរាជាណាចក្រកម្ពុជា។

ជាទីបញ្ចប់ ឯកឧត្តមរដ្ឋមន្ដ្រី បានអញ្ជើញផ្ដល់កិត្តិយសប្រគល់លិខិតថ្លែងអំណរគុណជូនវាគ្មិនកិត្តិយសដែលបានធ្វើបទបង្ហាញជូនអង្គសិក្ខាសាលា ក្រោមបរិយាកាសរីករាយ និងស្និទ្ធស្នាលយ៉ាងក្រៃលែង៕

Phnom Penh: On Tuesday afternoon, July 14, 2026, at the Ministry of Rural Development, H.E. Chhay Rithisen, Minister of Rural Development, presided over the closing ceremony of the workshop on “Sharing Experiences in Detailed Design and Quality Control of Rural Road Infrastructure Construction,” with the participation of Excellencies, Lok Chumteav as the Ministry’s leadership; the leadership of rural road development projects; technical consultant to the projects; representatives of contractors; as well as rural road technical officials and capital‑provincial Departments of Rural Development, totaling 250 participants.
As the commencement of the program, H.E. Chreay Pom, Director General for Technical Affairs, delivered a brief report on the outcomes of the workshop to the ceremony, specifying that the workshop was organized for one day and featured presentations on three key topics, namely: 1) “Experiences in Detailed Design and Implementation”; 2) “Quality Inspection of Rural Road Infrastructure Construction under Projects Financed with Support from Development Partners”; and 3) “Implementation of FIDIC Contracts,” along with questions, discussions, and the sharing of good experiences on each presentation in a constructive manner.
After hearing the workshop report, H.E. Chhay Rithisen expressed gratitude to the leadership, civil servants, and the entire workshop body for sacrificing their valuable time to participate in this important workshop through to the closing ceremony. He also expressed appreciation and high evaluation for the working group that strove to organize the workshop, as well as for the speakers who devoted their physical and mental efforts to present and share experiences related to design, implementation, and quality control for rural road infrastructure construction, in order to strengthen the quality of rural infrastructure and communications to be more effective and of higher quality. The Minister underlined that, based on the vision of the National Policy on Rural Development, which determines “Building rural society to be prosperous with an environment, equity, and sustainability, in the economic, social, and cultural dimensions,” the Ministry of Rural Development continues to pay attention to and prioritize the development of rural road infrastructure and communications with quality and resilience. These are indispensable preconditions to increase connectivity; ensure long‑term use; build resilience to climate change; and promote the integration of economic, social, and cultural sectors between rural areas and cities, linking various business activities to be even more vibrant, which will contribute to improving the living standards of people in rural areas. At the same time, the Minister provided a number of important recommendations to the workshop body to be applied to the construction of rural road infrastructure with quality and resilience, with the aim of effectively serving the needs of rural citizens and contributing to further advancing rural development thereby contributing to achieving the vision of “Cambodia as a high‑income country by 2050,” under the wise and principled leadership of Samdech Moha Bovor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia.

In conclusion, the Minister graciously presented letters of appreciation to the distinguished speakers who delivered presentations to the workshop body, in an exceedingly joyful and cordial atmosphere.
