[English Below] ខេត្តបាត់ដំបង៖ នាព្រឹកថ្ងៃសុក្រ ១រោច ខែចេត្រ ឆ្នាំម្សាញ់ សប្តស័ក ព.ស.២៥៦៩ ត្រូវនឹងថ្ងៃទី៣ ខែមេសា ឆ្នាំ២០២៦ ឯកឧត្តម ឆាយ ឫទ្ធិសែន រដ្ឋមន្ត្រីក្រសួងអភិវឌ្ឍន៍ជនបទ រួមដំណើរដោយឯកឧត្តមជាថ្នាក់ដឹកនាំ និងមន្ដ្រីរាជការក្រសួងអភិវឌ្ឍន៍ជនបទ បានអញ្ជើញសំណេះសំណាលសួរសុខទុក្ខ និងប្រគល់អំណោយដ៏ថ្លៃថ្លារបស់សម្តេចមហាបវរធិបតីនាយករដ្ឋមន្ដ្រី និងលោកជំទាវបណ្ឌិត ជូនដល់កងទ័ពជួរមុខដែលបាននិងកំពុងឈរជើងបំពេញភាកិច្ចការពារដែនអធិបតេយ្យភាព និងបូរណភាពទឹកដីកម្ពុជា នៅទីបញ្ជាការកងពលតូចថ្មើរជើងលេខ៥២ ស្ថិតក្នុងស្រុករតនមណ្ឌល ខេត្តបាត់ដំបង ដែលបានចងជាសម្ព័ន្ធមេត្រីជាមួយក្រសួងអភិវឌ្ឍន៍ជនបទ នាឱកាសចូលឆ្នាំថ្មីប្រពៃណីជាតិពេលខាងមុខនេះ។ ពិធីសំណេះសំណាលនេះមានការអញ្ជើញចូលរួមពីសំណាក់ ឯកឧត្តម ឧត្តមសេនីយ៍ឯក ឯក សំអូន មេបញ្ជាការរងកងទ័ពជើងគោក មេបញ្ជាការយោធភូមិភាគទី៥, រដ្ឋបាលខេត្តបាត់ដំបង ខេត្តប៉ៃលិន និងមន្ទីរអភិវឌ្ឍន៍ជនបទខេត្តបាត់ដំបង បន្ទាយមានជ័យ ប៉ៃលិន និងខេត្តពោធិ៍សាត់ ព្រមទាំងនាយទាហាន នាយទាហានរង និងពលទាហាន ចំនួន ៤៤០នាក់។

ជាកិច្ចចាប់ផ្ដើម ឯកឧត្តមឧត្តមសេនីយ៍ត្រី គុជ នាង មេបញ្ជាការកងពលតូចថ្មើជើងលេខ៥២ បានធ្វើរបាយការណ៍ស្វាគមន៍ដោយបានរំលេចជូនថា នៅគ្រប់រដូវកាលនៃថ្ងៃបុណ្យប្រពៃណីជាតិ មុនថ្ងៃបុណ្យចូលឆ្នាំថ្មី និងបុណ្យភ្ជុំបិណ្ឌ ក្រសួងអភិវឌ្ឍន៍ជនបទ តែងតែចុះមកសួរសុខទុក្ខដល់អង្គភាព ហើយកន្លងមកក្រសួងបានចូលរួមចំណែកក្នុងការកសាងសមិទ្ធផលជាច្រើនជូនអង្គភាពមានដូចជា សំណង់អាគារស្នាក់នៅរបស់កងទ័ព អាគារប្រចាំការ ទំនប់បង្ហៀរទឹក អាងស្តុកទឹក សូឡា ម៉ូទ័របូមទឹក សម្ភារសំណង់ ថវិកា និងគ្រឿងឧបភោគបរិភោគផងដែរ។ ជាមួយគ្នានោះ ឯកឧត្តម បានជម្រាបជូនអំពីតួនាទី ភារកិច្ច និងការប្ដេជ្ញាចិត្តរបស់កងទ័ពក្នុងការការពារសុខសន្ដិភាព អធិបតេយ្យភាព និងបូរណភាពទឹកដីជូន ជាតិ សាសនា និងព្រះមហាក្សត្រ។

បន្ទាប់ពីស្ដាប់របាយការណ៍ស្វាគមន៍រួចមក ឯកឧត្តម ឆាយ ឫទ្ធិសែន បានសម្ដែងនូវការកោតសរសើរ និងវាយតម្លៃខ្ពស់ចំពោះការលះបង់គ្រប់បែបយ៉ាងរបស់បងប្អូនកងទ័ពជួរមុខ ក្នុងបុព្វហេតុរក្សាការពារសន្តិភាព ឯករាជ្យ អធិបតេយ្យភាព បូរណភាពទឹកដីឱ្យគង់វង្ស ព្រមទាំងបានពាំនាំនូវប្រសាសន៍ផ្តាំផ្ញើសាកសួរសុខទុក្ខ សេចក្តីនឹករលឹក និងពរសព្ទសាធុការពីសំណាក់ប្រមុខថ្នាក់ដឹកនាំកំពូលនៃព្រះរាជាណាចក្រកម្ពុជា ជូនដល់វីរកងទ័ពគ្រប់លំដាប់នាឱកាសចូលឆ្នាំថ្មីប្រពៃណីជាតិពេលខាងមុខនេះផងដែរ។ ឯកឧត្តមរដ្ឋមន្ដ្រី បានមានប្រសាសន៍សំណេះសំណាលដោយបានគូសបញ្ជាក់នូវចំណុចខ្លាំងដែលនាំឱ្យកម្ពុជាមានភាពជោគជ័យ និងមានប្រៀបឈ្នះកងទ័ពបរទេសឈ្លានពាន (១).កម្ពុជាមានថ្នាក់ដឹកនាំល្អនិងឈ្លាសវៃ មានចក្ខុវិស័យវែងឆ្ងាយ ជាពិសេសមានសម្តេចតេជោ និងសម្តេចបវរធិបតី ដែលមានបទពិសោធន៍ផ្នែកយុទ្ធសាស្រ្ត សមរភូមិការទូត និងសមរភូមិប្រដាប់អាវុធ ព្រមទាំងមានភាពចាស់ទុំខាងនយោបាយ (២).វីរកងទ័ពជាតិកម្ពុជាមានចិត្តស្មោះត្រង់ អង់អាចក្លាហាន គោរពវិន័យ   និងមានបទពិសោធន៍ប្រយុទ្ធក្នុងសមរភូមិ ព្រមទាំងប្តេជ្ញាចិត្តខ្ពស់ក្នុងការការពារជាតិ (៣).ប្រជាជនកម្ពុជានៅសមរភូមិក្រោយទាំងអស់ មានសម្លេងតែមួយ រួមគ្នាជាមហាសាមគ្គីជាតិដ៏រឹងមាំ ដែលជាខ្នងបង្អែកគាំទ្រដល់សមរភូមិមុខ ដូចមានកម្មវិធីថ្ងៃនេះ។ ឯកឧត្តមរដ្ឋមន្ដ្រី បានបញ្ជាក់បន្ថែមទៀតថា ទំនាក់ទំនងរវាងសមរភូមិមុខ និងសមរភូមិក្រោយ គឺជាទំនាក់ទំនងដែលមិនអាចកាត់ផ្តាច់បាន និងត្រូវបន្តជំរុញដើម្បីលើកទឹកចិត្តដល់កងទ័ពជួរមុខក្នុងការការពារទឹកដីឱ្យគង់វង្ស ព្រោះ“កម្ពុជាមិនអនុញ្ញាតឱ្យប្រទេសណាឈ្លានពានយកដីកម្ពុជាសូម្បីមួយមីលីម៉ែត្រឡើយ”។

ជាចុងក្រោយ ឯកឧត្តមរដ្ឋមន្ត្រី ក៏បាននាំយកនូវអំណោយដែលជាគ្រឿងឧបភោគបរិភោគ និងថវិកាដ៏ថ្លៃថ្លារបស់ សម្តេចមហាបវរធិបតី ហ៊ុន ម៉ាណែត និងលោកជំទាវបណ្ឌិត ជូនដល់កងពលតូចថ្មើរជើងលេខ៥២ រួមមាន៖ អង្ករ ៣តោន, មី ១០០កេស, ស្កសរ ២០០គ.ក្រ, ទឹកត្រី ៥០យួរ, ទឹកស៊ីអ៊ីវ ៥០យួរ, ប្រេងឆា ១៥០លីត្រ, ទឹកសុទ្ធ ៥០កេស, នំអន្សម ៥០០នំ និងធុងចម្រោះទឹក ៥ធុង ព្រមទាំងថវិកា ៣៥លានរៀល សម្រាប់ទិញសម្ភារតាមសំណូមពររបស់កងពលតូចលេខ ៥២ ត្រូវការចំាបាច់មានដូចជា៖ ស៊ីម៉ង់ត៍ ២០តោន, ដែក ៥ តោន, ខ្សាច់ ៥០គូប, ថ្ម ៥០គូប, អាគុយ១០០អំពែ  ៥ធុង, ផ្ទាំងសូឡា ៥ផ្ទាំង និងស៊ីទែនទឹក ២០០០លីត្រ ៥ស៊ីទែន ស្មើនឹងថវិកាសរុប ៥០លានរៀល៕

Battambang Province: On the morning of Friday, April 3, 2026, His Excellency Chhay Rithisen, Minister of Rural Development, accompanied by the ministry’s leadership and officials, visited and held cordial talks with frontline troops stationed to protect Cambodia’s sovereignty and territorial integrity at the headquarters of the 52nd Infantry Brigade in Ratanak Mondul district, Battambang province. The brigade is twinned with the Ministry of Rural Development. The visit was made ahead of the upcoming traditional New Year, during which H.E. delivered precious gifts from Samdech Maha Bovor Thipadei Prime Minister and his spouse, Dr. Pich Chanmony, to the soldiers.

The gathering was attended by His Excellency Lieutenant General Eak Sam Oeun, Deputy Commander of the Royal Cambodian Army and Commander of Military Region 5, as well as the administrations of Battambang and Pailin provinces, the Rural Development departments of Battambang, Banteay Meanchey, Pailin, and Pursat provinces, along with 440 officers and soldiers.

In his opening remarks, Brigadier General Kuch Neang, Commander of the 52nd Infantry Brigade, reported that during every traditional holiday season, before New Year’s and Pchum Ben, the Ministry of Rural Development regularly visits the unit. He noted that the ministry has contributed to building many achievements for the brigade, including barracks, guardhouses, spillways, reservoirs, solar panels, water pumps, construction materials, budgets, and food supplies. He also briefed on the troops’ roles, duties, and commitment to protecting peace, sovereignty, and territorial integrity for the nation, religion, and the King.

After listening to the welcome report, H.E. Chhay Rithisen expressed admiration and high appreciation for the sacrifices of the frontline troops in preserving peace, independence, sovereignty, and territorial integrity. He conveyed greetings, remembrance, and blessings from the top leadership of the Kingdom of Cambodia to the heroic soldiers on the occasion of the upcoming traditional New Year. The Minister highlighted three strengths that have brought Cambodia success and victory over invading foreign forces: (1) Cambodia has wise, visionary leadership, especially Samdech Techo and Samdech Bovor Thipadei, who possess strategic, diplomatic, and armed combat experience as well as political maturity; (2) Cambodian soldiers are loyal, brave, disciplined, experienced in battle, and highly committed to national defense; (3) All Cambodian people in the rear battlefield are united as one strong national solidarity, supporting the front line, as demonstrated by today’s event. He further affirmed that the relationship between the front and rear battlefields is inseparable and must be continuously strengthened to encourage frontline troops in defending the territory, stating, “Cambodia will not allow any country to invade even one millimeter of its land.”

Finally, the Minister delivered gifts from Samdech Maha Bovor Thipadei Hun Manet and his spouse, Dr. Pich Chanmony, to the 52nd Infantry Brigade, consisting of: 3 tons of rice, 100 cartons of instant noodles, 200 kg of sugar, 50 jugs of fish sauce, 50 jugs of soy sauce, 150 liters of cooking oil, 50 cartons of bottled water, 500 traditional sticky rice cakes (num ansom), 5 water filter tanks, and a budget of 35 million riels to purchase supplies requested by the brigade as needed, including: 20 tons of cement, 5 tons of steel, 50 cubic meters of sand, 50 cubic meters of gravel, 5 batteries (100 amp each), 5 solar panels, and 5 water tanks (2,000 liters each). The total budget for these items is 50 million riels.
