Phnom Penh: On Monday afternoon, May 4, 2026 , H.E. Chhay Rithisen, Minister of Rural Development, and Lok Chumteav Vong Kuntheary Chhay Rithisen, led a delegation from the Ministry of Rural Development to lay wreaths and pay homage to the late Lay Devotee Phay Ieng, the father of H.E. Phay Chanty, Under Secretary of State and Director of the Minister’s Cabinet who passed away at 1:23 p.m. on Sunday, May 3, 2026, at the age of 88, at his residence in Krang Thnong Commune, Sen Sok District, Phnom Penh.
With heartfelt sympathy, H.E. Chhay Rithisen and Lok Chumteav, and the MRD delegation expressed their profound condolences to H.E. Phay Chanty, Lok Chumteav, and the bereaved family for the loss of a beloved father and grandfather, a man with the Brahmavihāra and the Saṅgahavatthu, devoted to caring for and guiding his children, grandchildren, and great grandchildren to become valuable contributors to society.
On this solemn occasion, the Minister and delegation also offered prayers, dedicating merit to the Triple Gem and sacred virtues, beseeching blessings for the noble spirit of Lay Devotee Phay Ieng to find peace in a blissful realm and be free from further suffering.
