[English Below] ខេត្តសៀមរាប៖ នារសៀលថ្ងៃព្រហស្បតិ៍ ១៥កើត ខែចេត្រ ឆ្នាំម្សាញ់ សប្ដស័ក ព.ស.២៥៦៩ ត្រូវនឹងថ្ងៃទី២ ខែមេសា ឆ្នាំ២០២៦ ឯកឧត្តម ឆាយ ឫទ្ធិសែន រដ្ឋមន្ត្រីក្រសួងអភិវឌ្ឍន៍ជនបទ រួមជាមួយថ្នាក់ដឹកនាំ មន្ដ្រីបច្ចេកទេសក្រសួង និងមន្ទីរអភិវឌ្ឍន៍ជនបទខេត្តសៀមរាប បានអញ្ជើញចុះជួបបងប្អូនសហគមនាគមន៍ស្រូវនាងអំ និងពិនិត្យការដ្ឋានស្ថាបនាផ្លូវជនបទ ១ខ្សែ ជាផ្លូវក្រាលកៅស៊ូ២ជាន់ (DBST) និងផ្លូវក្រាលបេតុ មានប្រវែងសរុប ១០គ.ម. ទទឹង ៧ម៉ែត្រ តភ្ជាប់ពីភូមិត្រពាំងក្រសាំង ឃុំស្រែណូយ ស្រុកវ៉ារិន ទៅកាន់ភូមិសែនជ័យ ឃុំកន្ទួត ស្រុកស្វាយលេី ខេត្តសៀមរាប ដោយមានអ្នកទទួលផលដោយផ្ទាល់ ចំនួន ៨៣៤គ្រួសារ ស្មើនឹង ៣ ១៣០នាក់ និងអ្នកទទួលផលដោយប្រយោល ចំនួន ៣៥៣គ្រួសារ ស្មើនឹង ១ ២០២នាក់។ ផ្លូវនេះត្រូវបានចាប់ផ្ដើមសាងសង់នៅខែមករា ឆ្នាំ២០២៦ ដោយសម្រេចវឌ្ឍនភាព ៣១%។ ផ្លូវនេះត្រូវបានអនុវត្តការសាងសង់ដោយក្រសួងអភិវឌ្ឍន៍ជនបទ ក្នុងក្របខ័ណ្ឌគម្រោងពិពិធកម្មវិស័យកសិកម្មកម្ពុជា (CASDP) ហិរញ្ញប្បទានពីធនាគារពិភពលោក( WB)។
ឆ្លៀតក្នុងឱកាសពិនិត្យការដ្ឋានផ្លូវខាងលើ ឯកឧត្តមរដ្ឋមន្ដ្រី និងគណៈប្រតិភូរួមដំណើរ បានអញ្ជើញទស្សនកិច្ចសហគមន៍ស្រូវនាងអំ ស្ថិតនៅភូមិសែនជ័យ ឃុំកន្ទួត ស្រុកស្វាយលើ ខេត្តសៀមរាប ដែលក្រសួងអភិវឌ្ឍន៍ជនបទទើបប្រកាសទទួលស្គាល់ជាភូមិគំរូ ក្នុងគម្រោងផែនការឆ្នាំ ២០២៥។ យោងតាមរបាយការណ៍របស់លោកស្រីប្រធានសហគមន៍ បានបង្ហាញថាសហគមន៍ស្រូវនាងអំ ត្រូវបានទទួលស្គាល់ក្នុងឆ្នាំ២០២៤ ដោយមានសមាជិកសរុប ៥៧គ្រួសារ។ សហគមន៍នេះ មានផ្ទៃដីសរុប ៥៣០ហិកតា ក្នុងនោះផ្ទៃដីធ្វើស្រែសរុបចំនួន ៥១០ហិកតា ដោយបែងចែកជាផ្ទៃដីធ្វើស្រូវនាងអំ ចំនួន ៤០៨ហិកតា, ផ្ទៃដីធ្វើស្រូវខា៩ ចំនួន ៦២ហិកតា និងផ្ទៃដីសម្រាប់បន្សុទ្ធពូជស្រូវនាងអំ ចំនួន ៤០ហិកតា។ ក្រៅពីនេះ សហគមន៍បាននិងកំពុងបង្កបង្កើនផលិតកម្មបន្លែក្នុងផ្ទះសំណាញ់ចំនួន ៥០ខ្នង ដូចជាស្ពៃក្រញ៉ាញ់ ស្ពៃចង្កឹះ និងស្ពៃតឿជាដើម ព្រមទាំងដំណាំម្ទេស ល្ពៅ និងត្រប់ផងដែរ។
ក្នុងឱកាសនោះផងដែរ ឯកឧត្តមរដ្ឋមន្ដ្រី និងគណៈប្រតិភូ បានអញ្ជើញជួបសំណេះសំណាលជាមួយសមាជិកសហគមន៍ ដោយបានពាំនាំនូវប្រសាសន៍ផ្ដាំផ្ញើសុខទុក្ខ ប្រកបដោយក្ដីនឹករលឹក និងពរសព្ទសាធុការពីសំណាក់ថ្នាក់ដឹកនាំជាន់ខ្ពស់នៃរាជរដ្ឋាភិបាល ជូនដល់បងប្អូនប្រជាពលរដ្ឋក្នុងសហគមន៍។ ឯកឧត្តមរដ្ឋមន្ដ្រី បានជម្រាបជូនអំពីការយកចិត្តទុកដាក់របស់រាជរដ្ឋាភិបាលក្នុងការអភិវឌ្ឍនៅតំបន់ជនបទ ដោយបច្ចុប្បន្នក្រសួងចំនួន ៣ រួមមាន ក្រសួងកសិកម្ម រុក្ខាប្រមាញ់ និងនេសាទ ក្រសួងធនធានទឹក និងឧតុនិយម និងក្រសួងអភិវឌ្ឍន៍ជនបទ បាននិងកំពុងសហការគ្នាជាសហថាមពល ដែលហៅកាត់ថាក្រុមការងារ “ត្រី-វិស័យ” ធ្វើការជំរុញនិងអភិវឌ្ឍសហគមន៍នៅតំបន់ជនបទឱ្យមានការរីកចម្រើនកាន់តែឆាប់រហ័ស។ ឯកឧត្តមរដ្ឋមន្ដ្រី បានបន្ដជម្រាបជូនអំពីតួនាទី និងភារកិច្ចរបស់ក្រសួងអភិវឌ្ឍន៍ជនបទ ក្នុងការជំរុញការអភិវឌ្ឍ តាមរយៈការលើកកម្រិតគុណភាពផ្លូវឱ្យមានភាពធន់នឹងអាកាសធាតុ, លើកកម្ពស់សុខភាព អនាម័យ និងបរិស្ថានរស់នៅរបស់សហគមន៍ជនបទ, ការអភិវឌ្ឍសហគមន៍និងចលនាភូមិគំរូ, ព្រមទាំងការបណ្ដុះបណ្ដាលជំនាញមូលដ្ឋាន និងបំណិនជីវិតដើម្បីឱ្យប្រជាពលរដ្ឋមានមុខរបរនិងរកប្រាក់ចំណូលបន្ថែម ក្នុងគោលដៅធ្វើឱ្យសង្គមជនបទកម្ពុជាឱ្យមានវិបុលភាពប្រកបដោយបរិយាបន្ន សមធម៌ និងចីរភាព។ ឯកឧត្តមរដ្ឋមន្ដ្រី ក៏បានគូសបញ្ជាក់បន្ថែមទៀតថា រាជរដ្ឋាភិបាលក្នុងនីតិកាលកន្លងមកក្រោមការដឹកនាំដ៏ប៉ិនប្រសប់របស់ សម្ដេចអគ្គមហាសេនាបតីតេជោ ហ៊ុន សែន អតីនាយករដ្ឋមន្ដ្រី និងក្នុងនីតិកាលទី៧ នៃរដ្ឋសភា ក្រោមការដឹកនាំប្រកបដោយគតិបណ្ឌិតរបស់ សម្ដេចមហាបវរធិបតី ហ៊ុន ម៉ាណែត នាយករដ្ឋមន្ដ្រីនៃព្រះរាជាណាចក្រកម្ពុជា បាននិងកំពុងកសាង និងអភិវឌ្ឍប្រទេសជាតិឱ្យកាន់តែរីកចម្រើន រុងរឿង និងមានវិបុលភាព ក្លាយជាប្រទេសមានប្រាក់ចំណូលខ្ពស់នៅក្នុងឆ្នាំ២០៥០។ ជាមួយគ្នានោះដែរ ឯកឧត្តមរដ្ឋមន្ដ្រី បានផ្ដាំផ្ញើដល់បងប្អូនប្រជាពលរដ្ឋទាំងអស់ចូលរួមថែរក្សា ការពារនូវសមិទ្ធផលនានានៅក្នុងមូលដ្ឋាន និងត្រូវធ្វើជាម្ចាស់នៃសមិទ្ធផល ដែលរាជរដ្ឋាភិបាលបានកសាងឱ្យបានល្អប្រសើរ ដែលអាចបម្រើផលប្រយោជន៍បានយូរអង្វែង៕
Siem Reap Province: On Thursday afternoon, April 2, 2026, H.E. Chhay Rithisen, Minister of Rural Development, together with ministry leadership, technical officials, and the Siem Reap Provincial Department of Rural Development, met with members of the “Srov Neang Om” modern agriculture cooperative and inspected the construction of one rural road segment with double‑bituminous surface treatment (DBST) and asphalt concrete surfacing. The road has a total length of 10 km and a width of 7 m, connecting Trapeang Krasang Village, Srae Noy Commune, Varin District, to Sen Chey Village, Kantuot Commune, Svay Leu District, Siem Reap Province with the direct beneficiaries of 834 households (3,130 people) and indirect beneficiaries of 353 households (1,202 people). Construction began in January 2026 and has achieved 31% progress. The project is being implemented by the Ministry of Rural Development under the Cambodia Agriculture Sector Diversification Project (CASDP), financed by the World Bank (WB).
Taking the opportunity during the road site visit, the Minister and accompanying delegation visited the “Srov Neang Om” modern agriculture cooperative located in Sen Chey Village, Kantuot Commune, Svay Leu District, which the Ministry of Rural Development has recently designated as a model village in the 2025 planning framework. According to the report by the female chief of the cooperative, the “Srov Neang Om” cooperative was recognized in 2024 and has 57 member households. The cooperative manages a total land area of 530 hectares, of which 510 hectares are paddy fields, 408 hectares planted with Neang Om rice, 62 hectares with Kha 9 rice, and 40 hectares reserved for Neang Om seed purification. In addition, the community has established and is expanding household‑level vegetable production in 50 net‑house/greenhouse units, including cabbages (various types), cauliflower, and other greens, as well as chili, pumpkin, and eggplant.
On this occasion, the Minister and delegation also met informally with the cooperative members, conveying warm greetings, concern, and words of commendation from the senior leadership of the Royal Government to the people in the cooperative. The Minister briefed participants on the Government’s attention to rural development, noting that three ministries—the Ministry of Agriculture, Forestry and Fisheries, the Ministry of Water Resources and Meteorology, and the Ministry of Rural Development are collaborating as a synergy “Tri‑Sector” working group to accelerate development in rural communities.
The Minister went on to outline the roles and responsibilities of the Ministry of Rural Development in driving progress by Upgrading road quality to be climate‑resilient, Improving health, sanitation, and living environments in rural communities, Advancing community development and the model‑village movement, Providing basic and life‑skills training to help people secure livelihoods and additional income with the vision of building Cambodia’s rural society to be prosperous with inclusiveness, equity, and sustainability. He further emphasized that the Royal Government during past mandates under the leadership of Samdech Akka Moha Sena Padei Techo Hun Sen, former Prime Minister, and in the current 7th Legislature under the wised leadership of Samdech Moha Bovor Thipadei Hun Manet, Prime Minister has been building and developing the nation toward greater progress, prosperity, and abundance, aiming for Cambodia to become a high‑income country by 2050. The Minister also called on all citizens to help maintain and protect local achievements and to take ownership of the results the Royal Government has built, so they can serve the public interest over the long term.
