ជាកិច្ចចាប់ផ្ដើម ឯកឧត្តម ទូច ស៊ីផាត អគ្គលេខាធិការ បានអានសេចក្ដីព្រាងរបាយការណ៍វឌ្ឍនភាពការងារប្រចាំខែតុលា ឆ្នាំ២០២៦ និងទិសដៅការងារបន្ដ តាមកម្មវិធីអាទិភាពទាំង ៥ របស់ក្រសួង រួមមាន៖ កម្មវិធីទី១.ការអភិវឌ្ឍហេដ្ឋារចនាសម្ព័ន្ធរូបវន្តនិងគមនាគមន៍ជនបទប្រកបដោយភាពធន់, កម្មវិធីទី២.ការលើកកម្ពស់ការទទួលបានទឹកស្អាតនិងអនាម័យបរិស្ថានជនបទ, កម្មវិធីទី៣.ការជំរុញអភិវឌ្ឍសហគមន៍ជនបទនិងចលនាភូមិគំរូ, កម្មវិធីទី៤.ការលើកកម្ពស់ការធ្វើពិពិធកម្មសេដ្ឋកិច្ចជនបទ, និងកម្មវិធីទី៥.ការគ្រប់គ្រងស្ថាប័ននិងសេវាគាំទ្រទូទៅ ដែលជាលទ្ធផលសម្រេចវឌ្ឍនភាពការងារបានក្នុងខែតុលា ៧,៥៩% និងគិតត្រឹមដប់ខែ សម្រេចបាន ៨៧,៥៤% នៃផែនការប្រចាំឆ្នាំ។ ទន្ទឹមនឹងនោះដែរ លោក ផេង ស៊ីណិត ប្រធាននាយកដ្ឋានផែនការនិងស្ថិតិ បានធ្វើបទបង្ហាញស្ដីពីការប្រៀបធៀបវឌ្ឍនភាពការងារដែលសម្រេចបានប្រចាំខែតុលា និងរយៈពេល ១០ខែ ក្នុងឆ្នាំ២០២៦ ធៀបនឹងផែនការសមិទ្ធកម្មក្នុងឆ្នាំ២០២៦ និងធៀបនឹងឆ្នាំ២០២៥។ បន្ទាប់ពីការអានរបាយការណ៍ និងបទបង្ហាញរួចមក អង្គប្រជុំបានពិនិត្យ ពិភាក្សា និងបានផ្ដល់ធាតុចូលដ៏មានសារៈសំខាន់បន្ថែមលើសេចក្តីព្រាងរបាយការណ៍ ដែលធ្វើឱ្យរបាយការណ៍នេះ មានលក្ខណៈគ្រប់ជ្រុងជ្រោយ ស្របតាមការអនុវត្តផែនការយុទ្ធសាស្ដ្ររបស់ក្រសួង។

អញ្ជើញមានប្រសាសន៍ដឹកនាំកិច្ចប្រជុំនាឱកាសនោះដែរ ឯកឧត្ដម ឆាយ ឫទ្ធិសែន បានធ្វើការកោតសរសើរ និងវាយតម្លៃខ្ពស់ចំពោះសមិទ្ធផលដែលក្រសួងសម្រេចបាន ព្រមទាំងបានថ្លែងអំណរគុណជូនចំពោះថ្នាក់ដឹកនាំ និងមន្រ្ដីរាជការគ្រប់លំដាប់ថ្នាក់ ដែលបានយកចិត្តទុកដាក់ និងខិតខំប្រឹងប្រែងក្នុងការអនុវត្តការងារយ៉ាងសកម្ម ធ្វើឱ្យក្រសួងសម្រេចបានសមិទ្ធផលគួរជាទីមោទនៈ។ ទន្ទឹមនឹងការឯកភាពលើរបាយការណ៍ និងទិសដៅការងារបន្ដដែលគ្រោងដាក់ចេញ ឯកឧត្ដមរដ្ឋមន្រ្ដី បានផ្ដល់អនុសាសន៍សំខាន់ៗមួយចំនួនដោយផ្អែកតាមកម្មវិធីអាទិភាពទាំង ៥ របស់ក្រសួង ជូនដល់ថ្នាក់ដឹកនាំ និងមន្រ្ដីរាជការទាំងអស់ឱ្យបន្ដអនុវត្តតួនាទី និងភារកិច្ចដែលក្រសួងប្រគល់ជូនដោយបុរេសកម្ម និងការទទួលខុសត្រូវ ដើម្បីបង្កើនសមិទ្ធផលថ្មីៗបន្ថែមទៀតលើវិស័យអភិវឌ្ឍន៍ជនបទ ស្របតាមផែនការយុទ្ធសាស្ដ្ររបស់ក្រសួង និងស្របតាមគោលនយោបាយជាតិស្ដីពីការអភិវឌ្ឍជនបទឆ្នាំ២០២៥-២០៣៥ ក្នុងគោលដៅចូលរួមចំណែកធ្វើឱ្យសម្រេចនូវយុទ្ធសាស្ដ្របញ្ចកោណដំណាក់កាលទី១ របស់រាជរដ្ឋាភិបាលកម្ពុជា ក្រោមការដឹកនាំប្រកបដោយគតិបណ្ឌិតរបស់ សម្តេចមហាបវរធិបតី ហ៊ុន ម៉ាណែត នាយករដ្ឋមន្ត្រី នៃព្រះរាជាណាចក្រកម្ពុជា៕

H.E. Chhay Rithisen presided over the Ministry of Rural Development’s monthly review meeting for October and set work directions for November 2026.

Phnom Penh: On Monday morning, October 26, 2026, at the Ministry’s headquarters, H.E. Chhay Rithisen, Minister of Rural Development, chaired a meeting to summarize the Ministry’s October results and set directions for November 2026. The meeting was attended in person by the Permanent Secretary of State; Excellencies, Lok Chumteav, ladies and gentlemen in the leadership; and the heads of all departments under the Ministry. In addition, members of the leadership, the Ministry’s advisors, and civil servants of the Ministry and the 25 capital–provincial Departments of Rural Development joined via the virtual platform (Zoom).
To open the meeting, H.E. Touch Siphat, Secretary‑General, read the draft progress report on October 2026 work and the forward directions, aligned with the Ministry’s five priority programs:
1) Development of resilient rural physical infrastructure and connectivity;
2) Promotion of access to clean water and rural sanitation;
3) Stimulation of rural community development and the Model Village movement;
4) Promotion of diversification of the rural economy; and
5) Institutional management and general support services.
As a result, 7.59% of the annual plan was achieved in October, and 87.54% had been achieved as of the ten‑month mark. Meanwhile, Mr. Pheng Sinet, Director of the Department of Planning and Statistics, presented a comparison of the progress achieved in October and over ten months of 2026 against the 2026 performance plan and compared it with 2025. After the report reading and presentation, the meeting reviewed and discussed the draft report and provided additional inputs, making it comprehensive and consistent with the implementation of the Ministry’s strategic plan.
In his leadership remarks, H.E. Chhay Rithisen praised and highly valued the Ministry’s achievements and expressed gratitude to leaders and civil servants at all levels for their dedication and active efforts, which produced commendable results. Along with endorsing the report and the planned forward directions, the Minister offered several key recommendations based on the Ministry’s five priority programs, calling on all leaders and civil servants to continue carrying out their roles and responsibilities proactively and with accountability, in order to generate further new achievements in rural development, in line with the Ministry’s strategic plan and the National Policy on Rural Development 2025–2035, thereby contributing to the realization of the Royal Government’s Pentagonal Strategy—Phase 1, under the dynamic leadership of Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia.
