[English Below] រាជធានីភ្នំពេញ៖ នាព្រឹកថ្ងៃព្រហស្បតិ៍ ១៤កើត ខែស្រាពណ៍ ឆ្នាំមមី អដ្ឋស័ក ព.ស.២៥៧០ ត្រូវនឹងថ្ងៃទី២៧ ខែសីហា ឆ្នាំ២០២៦ ឯកឧត្ដម ឆាយ ឫទ្ធិសែន រដ្ឋមន្ត្រីក្រសួងអភិវឌ្ឍន៍ជនបទ បានអញ្ជើញចូលរួមក្នុងពិធីបើកសន្និសីទប្រធានសភា នៃអន្តរសភាលើកទី២ ក្រោមអធិបតីភាពដ៏ខ្ពង់ខ្ពស់ សម្តេចអគ្គមហាសេនាបតីតេជោ ហ៊ុន សែន ប្រធានព្រឹទ្ធសភា នៃព្រះរាជាណាចក្រកម្ពុជា។

សន្និសីទនេះ មានការអញ្ជើញចូលរួមពីប្រធានសភា និងតំណាងសភាមកពីបណ្តាប្រទេសនានាប្រមាណជា ២០ប្រទេស និងអង្គការអន្តរជាតិចំនួន ៥ផ្សេងទៀត។ ក្នុងពិធីបើកសន្និសីទប្រធានសភានៃអន្តរសភាលើកទី២ (ISC-2) នេះ សម្តេចមហាបវរធិបតី ហ៊ុន ម៉ាណែត នាយករដ្ឋមន្ត្រីនៃព្រះរាជាណាចក្រកម្ពុជា នឹងថ្លែងសុន្ទរកថាគន្លឹះ ហើយសម្តេចតេជោ ហ៊ុន សែន ប្រធានព្រឹទ្ធសភានៃព្រះរាជាណាចក្រកម្ពុជា និងជាប្រធានសន្និសីទប្រធានសភានៃអន្តរសភាលើកទី២ ថ្លែងសុន្ទរកថាបើកសន្និសីទ។

សូមជម្រាបជូនថា សន្និសីទបើកសម្ពោធ ISC គឺជាវេទិកាអន្តរសភាថ្មីមួយ ដែលត្រូវបានបង្កើតឡើងនៅខែមេសា ឆ្នាំ២០២៥ នៅទីក្រុងសេអ៊ូល ប្រទេសកូរ៉េខាងត្បូង។ វេទិកានេះមានគោលបំណងជំរុញការកសាងសហគមន៍អន្តរជាតិមួយ ដែលប្រទេសទាំងអស់អាចធ្វើការរួមគ្នា ដើម្បីដោះស្រាយបញ្ហាប្រឈមសកលនានា លើកកម្ពស់ការអភិវឌ្ឍប្រកបដោយចីរភាព និងរួមចំណែកកសាងសន្តិភាពយូរអង្វែងសម្រាប់មនុស្សជំនាន់ក្រោយ។ សម្រាប់សន្និសីទ ISC លើកទី១ ត្រូវបានរៀបចំនៅទីក្រុងអ៊ីស្លាម៉ាបាដ ប្រទេសប៉ាគីស្ថាន កាលពីថ្ងៃទី១១ ដល់ថ្ងៃទី១២ ខែវិច្ឆិកា ឆ្នាំ២០២៥ ក្រោមមូលបទ “សន្តិភាព សន្តិសុខ និងការអភិវឌ្ឍ”។ ដោយឡែកសម្រាប់សន្និសីទប្រធានសភានៃអន្តរសភាលើកទី២ (ISC-2) ដែលកម្ពុជាធ្វើជាម្ចាស់ផ្ទះនេះ ត្រូវបានរៀបចំឡើងរយៈពេល ០៣ថ្ងៃ ចាប់ពីថ្ងៃទី២៦ ដល់២៨ ខែសីហា ក្រោមមូលបទ “សាមគ្គីភាពដើម្បីសន្តិភាព និងវិបុលភាពរួម៖ ពង្រឹងច្បាប់អន្តរជាតិ និងដោះស្រាយជម្លោះដោយសន្តិវិធី”។

Phnom Penh: On Thursday morning, H.E. Chhay Rithisen, Minister of Rural Development, attended the opening ceremony of the 2nd Inter Parliamentary Speakers’ Conference (ISC 2), presided over by Samdech Akka Moha Sena Padei Techo Hun Sen, President of the Senate of the Kingdom of Cambodia.
This conference is attended by speakers/presidents of parliament and parliamentary delegates from around 20 countries, along with five international organizations. At the ISC 2 opening ceremony, Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, will deliver the keynote address, and Samdech Techo Hun Sen, President of the Senate of the Kingdom of Cambodia and Chair of ISC 2, will deliver the opening remarks.
For context, the Inter Parliamentary Speakers’ Conference (ISC) is a new inter parliamentary forum established in April 2025 in Seoul, Republic of Korea. Its aim is to promote the building of an international community where all countries can work together to address global challenges, advance sustainable development, and contribute to lasting peace for future generations. The first ISC was held in Islamabad, Pakistan, from November 11–12, 2025, under the theme “Peace, Security, and Development.”
Cambodia’s ISC 2 will be held over three days, from August 26–28, under the theme “Unity for Peace and Shared Prosperity: Strengthening International Law and Resolving Disputes by Peaceful Means.”
