[English Below] រាជធានីភ្នំពេញ៖ នាព្រឹកថ្ងៃចន្ទ ១១កើត ខែស្រាពណ៍ ឆ្នាំមមី អដ្ឋស័ក ព.ស.២៥៧០ ត្រូវនឹងថ្ងៃទី២៤ ខែសីហា ឆ្នាំ២០២៦ នៅទីស្ដីការក្រសួង ឯកឧត្ដម ឆាយ ឫទ្ធិសែន រដ្ឋមន្រ្ដីក្រសួងអភិវឌ្ឍន៍ជនបទ បានអញ្ជើញជាអធិបតីដឹកនាំកិច្ចប្រជុំបូកសរុបលទ្ធផលការងារប្រចាំខែសីហា និងទិសដៅការងារខែកញ្ញា ឆ្នាំ២០២៦ របស់ក្រសួងអភិវឌ្ឍន៍ជនបទ។ កិច្ចប្រជុំនេះមានការអញ្ជើញចូលរួមដោយផ្ទាល់ពីសំណាក់ ឯកឧត្ដមរដ្ឋលេខាធិការប្រចាំការ ឯកឧត្ដម លោកជំទាវ ជាថ្នាក់ដឹកនាំ លោក លោកស្រីប្រធានអង្គភាពទាំងអស់ក្រោមឱវាទក្រសួង ដោយឡែកទីប្រឹក្សាក្រសួង ថ្នាក់ដឹកនាំនិងមន្ដ្រីរាជការក្រសួង និងមន្ទីរអភិវឌ្ឍន៍ជនបទទាំង ២៥រាជធានី-ខេត្ត អញ្ជើញចូលរួមតាមប្រព័ន្ធនិម្មិត (Zoom)។
ជាកិច្ចចាប់ផ្ដើម លោក ទូច ស៊ីផាត អគ្គនាយកស្ដីទីនៃអគ្គនាយដ្ឋានរដ្ឋបាលនិងហិរញ្ញវត្ថុ បានបញ្ជាក់ថា៖ នៅក្នុងខែសីហា ឆ្នាំ២០២៦នេះ ក្រសួងអភិវឌ្ឍន៍ជនបទ បានខិតខំអនុវត្តកម្មវិធីអាទិភាពទាំង ៥ របស់ក្រសួងរួមមាន៖ កម្មវិធីទី១.ការអភិវឌ្ឍហេដ្ឋារចនាសម្ព័ន្ធរូបវន្តនិងគមនាគមន៍ជនបទប្រកបដោយភាពធន់, កម្មវិធីទី២.ការលើកកម្ពស់ការទទួលបានទឹកស្អាតនិងអនាម័យបរិស្ថានជនបទ, កម្មវិធីទី៣.ការជំរុញអភិវឌ្ឍសហគមន៍ជនបទនិងចលនាភូមិគំរូ, កម្មវិធីទី៤.ការលើកកម្ពស់ការធ្វើពិពិធកម្មសេដ្ឋកិច្ចជនបទ, និងកម្មវិធីទី៥.ការគ្រប់គ្រងស្ថាប័ននិងសេវាគាំទ្រទូទៅ ដែលជាលទ្ធផលក្រសួងសម្រេចវឌ្ឍនភាពការងារក្នុងខែសីហាបាន ១០,៧៣% និងគិតជារួមក្នុងរយៈពេល ៨ខែ សម្រេចបានរហូតដល់ ៧២,៦២%។ ជាមួយគ្នានោះដែរ លោក ផេង សំបូរ ប្រធាននាយកដ្ឋានផែនការនិងទំនាក់ទំនងសាធារណៈ បានធ្វើបទបង្ហាញស្ដីពីការប្រៀបធៀបវឌ្ឍនភាពការងារដែលសម្រេចបានក្នុងខែសីហា និងលទ្ធផលរយៈពេល ០៨ខែ ក្នុងឆ្នាំ២០២៦ ធៀបនឹងឆ្នាំ២០២៥ និងធៀបនឹងផែនការសមិទ្ធកម្មក្នុងឆ្នាំ២០២៦នេះផងដែរ។ បន្ទាប់មកអង្គប្រជុំ បានពិនិត្យនិងពិភាក្សាយ៉ាងល្អិតល្អន់ ព្រមទាំងបានផ្ដល់ធាតុចូលដ៏មានសារៈសំខាន់មួយចំនួន ធ្វើឱ្យរបាយការណ៍លទ្ធផលការងារមានលក្ខណៈគ្រប់ជ្រុងជ្រោយ និងទិសដៅការងារដែលបានដាក់ចេញ អាចអនុវត្តបានជោគជ័យប្រកបដោយប្រសិទ្ធភាព។
បន្ទាប់ពីបានស្ដាប់របាយការណ៍និងការពិភាក្សារួចមក ឯកឧត្ដម ឆាយ ឫទ្ធិសែន បានធ្វើការកោតសរសើរ និងវាយតម្លៃខ្ពស់ចំពោះការយកចិត្តទុកដាក់ និងការខិតខំប្រឹងប្រែងរបស់ថ្នាក់ដឹកនាំនិងមន្រ្ដីរាជការគ្រប់លំដាប់ថ្នាក់ ដែលបានអនុវត្តការងារយ៉ាងសកម្ម ធ្វើឱ្យក្រសួងសម្រេចបានសមិទ្ធផលគួរជាទីមោទនៈ ស្របតាមផែនការក្នុងរយៈពេល៨ខែ ក្នុងឆ្នាំ២០២៦នេះ ដែលជាការបង្ហាញអំពីការចូលរួមចំណែកដ៏សំខាន់ក្នុងការអនុវត្តកម្មវិធីនយោបាយ និងយុទ្ធសាស្ដ្របញ្ចកោណដំណាក់កាលទី១ របស់រាជរដ្ឋាភិបាលកម្ពុជា ប្រកបដោយប្រសិទ្ធភាព។ ជាមួយនឹងការឯកភាពលើរបាយការណ៍ និងទិសដៅការងារបន្ដដែលបានដាក់ចេញ ឯកឧត្ដមរដ្ឋមន្រ្ដី បានផ្ដល់អនុសាសន៍គន្លឹះសំខាន់ៗមួយចំនួនតាមកម្មវិធីអាទិភាពទាំង ៥ របស់ក្រសួង ជូនដល់ថ្នាក់ដឹកនាំក្រសួង និងអង្គភាពទាំងអស់ក្រោមឱវាទក្រសួងអភិវឌ្ឍន៍ជនបទ ដើម្បីឱ្យការអនុវត្តតួនាទី ភារកិច្ច និងមុខងាររបស់ក្រសួងឱ្យកាន់តែមានប្រសិទ្ធភាព ដើម្បីសម្រេចបានសមិទ្ធផលថ្មីៗបន្ថែមទៀតលើវិស័យអភិវឌ្ឍន៍ជនបទ ឆ្លើយតបទៅនឹងបំណងប្រាថ្នារបស់ប្រជាជននៅតំបន់ជនបទ៕
Phnom Penh: On Monday morning, August 24, 2026, at the Ministry’s headquarters, H.E. Chhay Rithisen, Minister of Rural Development, presided over a meeting to sum up the results of the Ministry’s work for August and to set the work directions for September 2026. The meeting was attended by the Permanent Secretary of State, Excellencies, Ladies and Gentlemen of the leadership, and the heads of all units under the Ministry, while the Ministry’s advisers, leadership and civil servants, and the 25 capital–provincial Departments of Rural Development joined via videoconference (Zoom).
To open the meeting, Mr. Touch Siphat, Acting Director General of the General Department of Administration and Finance, stated that in August 2026 the Ministry of Rural Development strived to implement its five priority programs, namely: (1) development of resilient rural physical infrastructure and connectivity; (2) promotion of access to clean water supply and sanitation; (3) promotion of rural community development and the Model Village movement; (4) promotion of diversification of the rural economy; and (5) institutional management and general support services. As a result, the Ministry achieved 10.73% progress in August, and 72.62% cumulatively over the first eight months. In addition, Mr. Pheng Sambo, Director of the Department of Planning and Public Relations, presented comparisons of progress achieved in August and over eight months in 2026 with 2025 and with the 2026 performance plan. The meeting then carefully reviewed and discussed the reports, and provided several important inputs to make the results report comprehensive and the proposed work directions practical and effective for successful implementation.
After hearing the reports and discussions, H.E. Chhay Rithisen offered praise and high appreciation for the attention and efforts of leaders and civil servants at all levels who have worked actively, enabling the Ministry to achieve commendable results in line with the eight‑month plan for 2026, demonstrating a significant contribution to the effective implementation of the Royal Government of Cambodia’s Policy Program and the Pentagon Strategy, Phase 1. With consensus on the reports and forward directions, the Minister provided several key recommendations under the Ministry’s five priority programs to the Ministry’s leadership and all subordinate units so that the Ministry’s roles, duties, and functions will be carried out even more effectively, in order to produce further new achievements in rural development that respond to the aspirations of people in rural areas.
