[English Below] រាជធានីភ្នំពេញ៖ នាព្រឹកថ្ងៃអង្គារ ១១រោច ខែពិសាខ ឆ្នាំមមី អដ្ឋស័ក ព.ស.២៥៧០ ត្រូវនឹងថ្ងៃទី១២ ខែឧសភា ឆ្នាំ២០២៦ នៅទីស្ដីការក្រសួងអភិវឌ្ឍន៍ជនបទ ឯកឧត្ដម ឆាយ ឫទ្ធិសែន រដ្ឋមន្ត្រីក្រសួងអភិវឌ្ឍន៍ជនបទ បានអញ្ជើញជាអធិបតីក្នុងពិធីជួបសំណេះសំណាលជាមួយមន្ត្រីរាជការដែលចូលនិវត្តន៍ ឆ្នាំ ២០២៦ នៃក្រសួងអភិវឌ្ឍន៍ជនបទ។ ពិធីសំណេះសំណាលនេះ មានការអញ្ជើញចូលរួមពីសំណាក់ ឯកឧត្តមរដ្ឋលេខាធិការប្រចាំការ, ឯកឧត្តម លោកជំទាវ ជាថ្នាក់ដឹកនាំ មន្ដ្រីរាជការ និងមន្ត្រីរាជការដែលបានចូលនិវត្តន៍សរុបចំនួន ៥៥រូប។

តាមរយៈរបាយការណ៍របស់ លោក ផល សុខសំណាង ប្រធាននាយកដ្ឋានរដ្ឋបាល និងបុគ្គលិក បានបញ្ជាក់ថា បច្ចុប្បន្នក្រសួងអភិវឌ្ឍន៍ជនបទ មានមន្ត្រីរាជការមានក្របខ័ណ្ឌ និងមន្ត្រីដែលជាប់កិច្ចសន្យា ទាំងនៅទីស្ដីការក្រសួង និងនៅតាមមន្ទីរអភិវឌ្ឍន៍ជនបទរាជធានី ខេត្ត សរុបចំនួន ១ ៥៧៣នាក់។ ដោយគិតត្រឹមថ្ងៃទី១ ខែកញ្ញា ឆ្នាំ២០២៥ រហូតដល់ថ្ងៃទី១ ខែឧសភា ឆ្នាំ២០២៦ មានមន្រ្តីរាជការចូលនិវត្តន៍មានចំនួន ២៨នាក់ ដោយក្នុងនោះ នៅទីស្តីការក្រសួងមានចំនួន ១០នាក់ និងនៅតាមមន្ទីរអភិវឌ្ឍន៍ជនបទរាជធានី ខេត្ត មានចំនួន ១៨នាក់។

អញ្ជើញមានប្រសាសន៍ក្នុងពិធីសំណេះសំណាលនាឱកាសនេះ ឯកឧត្ដម ឆាយ ឫទ្ធិសែន បានពាំនាំនូវប្រសាសន៍ផ្តាំផ្ញើសួរសុខទុក្ខ ប្រកបដោយមនោសញ្ចេតនាស្រលាញ់ជ្រាលជ្រៅ និងពរជ័យសព្ទសាធុការពីសំណាក់ សម្តេចតេជោ ហ៊ុន សែន ប្រមុខរដ្ឋស្តីទី និងជាប្រធានព្រឹទ្ធសភានៃព្រះរាជាណាចក្រកម្ពុជា សម្តេចកិត្តិព្រឹទ្ធបណ្ឌិត ប៊ុន រ៉ានី ហ៊ុនសែន ប្រធានកាកបាទក្រហមកម្ពុជា និង សម្តេចមហាបវរធិបតី ហ៊ុន ម៉ាណែត នាយករដ្ឋមន្រ្តីនៃព្រះរាជាណាចក្រកម្ពុជា និង លោកជំទាវបណ្ឌិត ជូនចំពោះថ្នាក់ដឹកនាំ មន្រ្តីរាជការ និងមន្ត្រីរាជការដែលចូលនិវត្ត ទាំងអស់ផងដែរ។ ឆ្លៀតក្នុងឱកាសនោះ ឯកឧត្តមរដ្ឋមន្ដ្រី បានគូសរំលេចអំពីវីរភាពគំរូនិងការលះបង់ ដោយការយកជីវិតធ្វើជាដើមទុនរបស់ សម្តេចតេជោ ហ៊ុន សែន បិតាសន្តិភាពនៃកម្ពុជា អតីតនាយករដ្ឋមន្ដ្រី និងវីរជនសេ្នហាជាតិជាច្រើនរូបទៀតក្នុងការរំដោះប្រទេសជាតិចេញពីភ្នក់ភ្លើងនៃសង្គ្រាមស៊ីវិល ព្រមទាំងការពារបូរណភាពទឹកដី និងធ្វើការអភិវឌ្ឍប្រទេសជាតិឱ្យមានការរីកចម្រើនជាលំដាប់ក្រោមដំបូលនៃសុខសន្តិភាពពេញលេញនៅទូទាំងប្រទេស។ ក្រោមការដឹកនាំបន្តវេនប្រកបដោយគតិបណ្ឌិតរបស់ សម្តេចមហាបវរធិបតី ហ៊ុន ម៉ាណែត នាយករដ្ឋមន្ត្រីនៃព្រះរាជាណាចក្រកម្ពុជា រាជរដ្ឋាភិបាលបច្ចុប្បន្នក្នុងនីតិកាលទី៧ នៃរដ្ឋសភា បាននិងកំពុងបន្ដថែរក្សាសន្តិភាព និងបន្តអភិវឌ្ឍប្រទេសជាតិលើគ្រប់វិស័យ តាមរយៈការអនុវត្តនូវយុទ្ធសាស្ដ្របញ្ចកោណដំណាក់កាលទី១ ដើម្បីឈានទៅសម្រេចនូវចក្ខុវិស័យកម្ពុជាឆ្នាំ២០៥០ ជាប្រទេសមានចំណូលខ្ពស់។ ទន្ទឹមនឹងនោះដែរ ឯកឧត្តមរដ្ឋមន្ត្រី បានមានប្រសាសន៍លើកឡើងបន្ថែមទៀតថា សមិទ្ធិផលរបស់រាជរដ្ឋាភិបាល ក៏ដូចជាសមិទ្ធផលរបស់ក្រសួងអភិវឌ្ឍន៍ជនបទនាពេលកន្លងមក កើតចេញពីការួមចំណែករបស់បងប្អូនមន្ដ្រីរាជការដែលចូលនិវត្តន៍នាពេលនេះ ដែលបានលះបង់កម្លាំងកាយ ចិត្ត ប្រាជ្ញា និងស្មារតី ប្រកបដោយវិជ្ជាជីវៈ និងការទទួលខុសត្រូវខ្ពស់ ដើម្បីចូលរួមអភិវឌ្ឍប្រទេសជាតិ ជាពិសេសការអភិវឌ្ឍតំបន់ជនបទនៅទូទាំងប្រទេសឱ្យមានការរីចម្រើន។ ឯកឧត្តមរដ្ឋមន្ត្រីក៏បានបន្តលើកឡើងទៀតថា ការជួបជុំគ្នានាពេលនេះ ក៏ជាការបង្ហាញអំពីការដឹងគុណ និងយកចិត្តទុកដាក់របស់ក្រសួងចំពោះនិវត្តជនគ្រប់រូបដែលបានលះបង់ដើម្បីបុព្វហេតុជាតិ និងមាតុភូមិផងដែរ។

ជាការឆ្លើយតប លោក សុខ គន្ធា អតីតអនុប្រធាននាយកដ្ឋានផ្គត់ផ្គង់ទឹកជនបទ នៃក្រសួងអភិវឌ្ឍន៍ជនបទ បានអញ្ជើញមានមតិថ្លែងអំណរគុណចំពោះឯកឧត្តរដ្ឋមន្ដ្រី ព្រមទាំងបានបង្ហាញពីមោទនភាពយ៉ាងក្រៃលែងចំពោះការបំពេញភារកិច្ចរបស់ខ្លួនដោយស្មោះត្រង់និងអស់ពីកម្លាំងកាយចិត្ត នៅក្នុងក្រសួងអភិវឌ្ឍន៍ជនបទ ដើម្បីចូលរួមចំណែកអភិវឌ្ឍប្រទេសជាតិ។ ជាកិច្ចបញ្ចប់នៃពិធីសំណេះសំណាល ឯកឧត្ដមរដ្ឋមន្ត្រី បានអញ្ជើញប្រគល់វិញ្ញាបនបត្ររដ្ឋបាល និងវត្ថុអនុស្សាវរីយ៍ ព្រមទាំងថវិកាដ៏ថ្លៃថ្លា របស់សម្តេចធិបតីនាយករដ្ឋមន្ត្រី និងលោកជំទាវបណ្ឌិត ជូនដល់និវត្តជនទាំងអស់ ក្រោមបរិយាកាសរីករាយ និងស្និទ្ធស្នាលជាទីបំផុត៕

Phnom Penh: On the morning of Tuesday, May 12, at the Ministry of Rural Development, H.E. Chhay Rithisen, Minister of Rural Development, presided over a meet and greet with the Ministry’s 2026 retirees. The event was attended by the Permanent Secretary of State, senior leaders, civil servants, and 55 retired officials.
According to a report by Mr. Phal Sok Samnang, Director of the Department of Administration and Personnel, the Ministry currently employs 1,573 officials across the central ministry and provincial/municipal rural development departments. From September 1, 2025, to May 1, 2026, 28 officials retired, 10 from the central ministry and 18 from provincial/municipal departments.
In his remarks, H.E. Chhay Rithisen conveyed warm greetings, concern, and blessings from Samdech Techo Hun Sen, Acting Head of State and President of the Senate; Samdech Kittipritthbindit Bun Rany Hun Sen, President of the Cambodian Red Cross; and Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, together with Lok Chumteav Doctor, to the Ministry’s leadership, officials, and all retirees present. The Minister highlighted the exemplary heroism and sacrifice, up to and including the sacrifice of life itself, of Samdech Techo Hun Sen, the “Father of Cambodia’s Peace,” former Prime Minister, along with many other patriots, in liberating the nation from civil war, safeguarding territorial integrity, and advancing national development under nationwide peace.
Under the prudent, continuity-based leadership of Samdech Hun Manet, Prime Minister, the Royal Government in the 7th legislature has been maintaining peace and advancing development across all sectors by implementing the Pentagonal Strategy Phase I, aiming toward the Cambodia 2050 vision of becoming a high-income nation. The Minister further stressed that the achievements of the Royal Government, as well as those of the Ministry of Rural Development, are inseparable from the dedication of today’s retirees, who have contributed their strength, spirit, knowledge, professionalism, and high responsibility to national progress, especially to rural development across the country. He added that today’s gathering also reflects the Ministry’s gratitude and care for every retiree who has sacrificed in service to the nation and motherland.
In response, Mr. Sok Khuntha, former Deputy Director of the Department of Rural Water Supply, expressed heartfelt thanks to the Minister and voiced his great pride in having served faithfully and wholeheartedly at the Ministry of Rural Development, contributing to national development.
