[English Below] ខេត្តព្រៃវែង៖ នាព្រឹកថ្ងៃពុធ ១២រោច ខែស្រាពណ៍ ឆ្នាំមមី អដ្ឋស័ក ព.ស.២៥៧០ ត្រូវនឹង ថ្ងៃទី៩ ខែកញ្ញា ឆ្នាំ២០២៦ ឯកឧត្តម ឆាយ ឫទ្ធិសែន រដ្ឋមន្ត្រីក្រសួងអភិវឌ្ឍន៍ជនបទ បានអញ្ជើញជាអធិបតីដ៏ខ្ពង់ខ្ពស់ក្នុងពិធីប្រកាសទទួលស្គាល់ខេត្តព្រៃវែង ជាខេត្តទី៣ ទទួលបានជ័យលាភីជាខេត្តបញ្ចប់ការបន្ទោបង់ពាសវាលពាសកាលកម្រិតខ្ពស់ (ODF+)។ ពិធីដ៏អធិកអធមនេះ មានការអញ្ជើញចូលរួមពីសំណាក់ ឯកឧត្តមរដ្ឋលេខាប្រចាំការ ឯកឧត្តម លោក លោកស្រី ជាថ្នាក់ដឹកនាំក្រសួង, ឯកឧត្តម ស្បោង សារ៉ាត ប្រធានក្រុមប្រឹក្សាខេត្ត, ឯកឧត្តម សួន សុម៉ាលីន អភិបាលនៃគណៈអភិបាលខេត្ត, ឯកឧត្តម លោកជំទាវ ក្រុមប្រឹក្សាខេត្ត, អភិបាលរងនៃគណៈអភិបាលទាំង២៥ រាជធានី ខេត្ត ដែលជាក្រុមការងារ PWG, មន្ទីរអភិវឌ្ឍន៍ជនបទទាំង ២៥ រាជធានី ខេត្ត, តំណាងអង្គការ និងដៃគូអភិវឌ្ឍន៍, រដ្ឋបាលក្រុង ស្រុក, កងកម្លាំងទាំងបីប្រភេទ, អាជ្ញាធរមូលដ្ឋានគ្រប់លំដាប់ថ្នាក់, លោកគ្រូ អ្នកគ្រូ, សិស្សានុសិស្ស, យុវជន, ភ្ញៀវកិត្តិយសជាតិ និងអន្តរជាតិ និងប្រជាពលរដ្ឋ សរុបប្រមាណ ១ ៣៧០នាក់។

ជាកិច្ចចាប់ផ្ដើម ឯកឧត្តម សួន សុម៉ាលីន អភិបាលនៃគណៈអភិបាលខេត្តព្រៃវែង បានធ្វើរបាយការណ៍ស្វាគមន៍ ដោយបានរំលេចជូនអំពីស្ថានភាពភូមិសាស្ដ្រទូទៅ ការងារសន្ដិសុខនិងសណ្ដាប់ធ្នាប់សាធារណៈ និងស្ថានភាពសេវាសាធារណៈទូទៅ ជាពិសេសការកើនឡើងនៃការទទួលបានសេវាទឹកស្អាត និងអនាម័យជនបទរបស់ប្រជាពលរដ្ឋនៅទូទាំងខេត្តព្រៃវែង រហូតទទួលបានជ័យលាភីជាខេត្តបញ្ចប់ការបន្ទោបង់ពាសវាលពាសកាលកម្រិតខ្ពស់។ ជាមួយគ្នានោះផងដែរ លោក យី គឹមថាន នាយកប្រចាំប្រទេសស្តីទីនៃអង្គការភ្លែនអន្តរជាតិកម្ពុជា បានអញ្ជើញថ្លែងចំណាប់អារម្មណ៍ ដោយបានបញ្ជាក់ថា ការសម្រេចបានជ័យលាភីជាខេត្តបញ្ចប់ការបន្ទោបង់ពាសវាលពាសកាលកម្រិតខ្ពស់ របស់ខេត្តព្រៃវែងនាពេលនេះ គឺជាការឆ្លុះបញ្ចាំងពីវឌ្ឍនភាពដ៏រឹងមាំរបស់ប្រទេសកម្ពុជាក្នុងការសម្រេចបាននូវគោលដៅអភិវឌ្ឍន៍ប្រកបដោយចីរភាព ជាពិសេសគោលដៅអភិវឌ្ឍន៍ប្រកបដោយចីរភាពទី៦ ស្តីពីការធានាការទទួលបានទឹក និងអនាម័យសម្រាប់ទាំងអស់គ្នា។

បន្ទាប់ពីបានស្ដាប់របាយការណ៍ស្វាគមន៍ និងចំណាប់អារម្មណ៍រួចមក ឯកឧត្តម ឆាយ ឫទ្ធិសែន បានសម្ដែងនូវការកោតសរសើរ និងវាយតម្លៃខ្ពស់ចំពោះការអភិវឌ្ឍរបស់ខេត្តព្រៃវែង និងសូមចូលរួមអបអរសាទរចំពោះការទទួលបានសមិទ្ធផលនានាដែលខេត្តព្រៃវែងសម្រេចបានលើគ្រប់វិស័យ ទាំងផ្នែកសន្តិសុខ សណ្តាប់ធ្នាប់ សេដ្ឋកិច្ច សង្គមកិច្ច និងវប្បធម៌ ជាពិសេសការកែលម្អលក្ខខណ្ឌនៃការរស់នៅរបស់ប្រជាពលរដ្ឋ តាមរយៈការលើកកម្ពស់ការផ្តល់សេវាផ្គត់ផ្គង់ទឹកស្អាតនិងអនាម័យ ការផ្លាស់ប្តូរទម្លាប់មកទទួលទានទឹកស្អាតដើម្បីសុខភាព ការប្រើប្រាស់បង្គន់អនាម័យបានត្រឹមត្រូវ និងរបៀបរស់នៅប្រកបដោយភាពស៊ីវិល័យ ដែលធ្វើឱ្យខេត្តព្រៃវែងទទួលបានជាខេត្តបញ្ចប់ការបន្ទោបង់ពាសវាលពាសកាលកម្រិតខ្ពស់(ODF+)។ ឯកឧត្ដមរដ្ឋមន្រ្ដី បានគូសបញ្ជាក់អំពីការខិតខំប្រឹងប្រែងរបស់ក្រសួងអភិវឌ្ឍន៍ជនបទ ក្នុងការអនុវត្តនូវគោលនយោបាយជាតិស្តីពី ការអភិវឌ្ឍជនបទឆ្នាំ២០២៥-២០៣៥ ដែលមានចក្ខុវិស័យ “កសាងសង្គមជនបទកម្ពុជាឱ្យមានវិបុលភាពប្រកបដោយបរិយាបន្ន សមធម៌ និងចីរភាព” ដោយមានយុទ្ធសាស្រ្តគន្លឹះចំនួន ៥ រួមមាន៖ ទី១៖ការអភិវឌ្ឍនិងថែទាំហេដ្ឋារចនាសម្ព័ន្ធគមនាគមន៍ជនបទប្រកបដោយភាពធន់, ទី២៖ការកែលម្អលក្ខខណ្ឌនៃការរស់នៅរបស់ប្រជាជននៅតំបន់ជនបទ, ទី៣៖ការអភិវឌ្ឍភូមិនិងសហគមន៍ជនបទចម្រុះប្រកបដោយភាពធន់ និងបរិយាបន្ន, ទី៤៖ការធ្វើពិពិធកម្មសេដ្ឋកិច្ចជនបទ, និងទី៥៖ការពង្រឹងអភិបាលកិច្ចនិងកិច្ចសហប្រតិបត្តិការ។ ពាក់ព័ន្ធនឹងការកែលម្អលក្ខខណ្ឌនៃការរស់នៅរបស់ប្រជាជននៅតំបន់ជនបទ ។ ឯកឧត្ដមរដ្ឋមន្រ្ដី បានបញ្ជាក់ជូនបន្ថែមថា បច្ចុប្បន្នអត្រាគ្របដណ្តប់នៃសេវាផ្គត់ផ្គង់ទឹកស្អាតកម្រិតមូលដ្ឋានបានកើនដល់ ៨៩% ខណៈសេវាផ្គត់ផ្គង់ទឹកដែលគ្រប់គ្រងប្រកបដោយសុវត្ថិភាពកើនបាន ២៥% និងអត្រាគ្របដណ្តប់អនាម័យជនបទកម្រិតមូលដ្ឋានកើនដល់ ៩៥% ខណៈអត្រាគ្របដណ្តប់អនាម័យដែលគ្រប់គ្រងប្រកបដោយសុវត្ថិភាពកើនដល់៥១%។ លើសពីនេះ រាជធានី-ខេត្តទាំង២៥ នៅទូទាំងប្រទេសសម្រេចបានការបញ្ចប់ការបន្ទោបង់ពាសវាលពាសកាល ខណៈរាជធានីភ្នំពេញ ខេត្តកណ្តាល និងខេត្តព្រៃវែងសម្រេចបានការបញ្ចប់ការបន្ទោបង់ពាសវាលពាសកាលកម្រិតខ្ពស់(ODF+)ដែលជាសមិទ្ធផលថ្មីជាប្រវត្តិសាស្រ្តបន្ថែមទៀតរបស់រាជរដ្ឋាភិបាល។ ជាចុងក្រោយ ឯកឧត្ដមរដ្ឋមន្រ្ដី បានអំពាវនាវដល់គ្រប់ភាគីពាក់ព័ន្ធទាំងអស់បន្តចូលរួមសហប្រតិបត្តិការល្អជាមួយគ្នា ដើម្បីលើកកម្ពស់អនាម័យជនបទឱ្យកាន់តែប្រសើរឡើងបន្ថែមទៀតដោយប្រកាន់យកគោលការណ៍គ្រឹះសំខាន់ៗចំនួន ៤ គឺ៖ បរិយាបន្ន, គុណភាព, និរន្តរភាព និងនវានុវត្តន៍ ដើម្បីចូលរួមអភិវឌ្ឍនជនបទនៅកម្ពុជាឱ្យតែរីកចម្រើន សម្រេចឱ្យបានជោគជ័យនូវចក្ខុវិស័យ “កម្ពុជាជាប្រទេសមានចំណូលខ្ពស់ឆ្នាំ២០៥០” ស្របតាមយុទ្ធសាស្ត្របញ្ចកោណដំណាក់កាលទី១ របស់រាជរដ្ឋាភិបាលក្រោមការដឹកនាំប្រកបដោយគតិបណ្ឌិតរបស់ សម្តេចមហាបវរធិបតី ហ៊ុន ម៉ាណែត នាយករដ្ឋមន្រ្តីនៃព្រះរាជាណាចក្រកម្ពុជា៕

Congratulations to Prey Veng Province as the 3rd province to be recognized for achieving high-level Open Defecation Free (ODF+) status
Prey Veng Province: On Wednesday morning, September 9, 2026, H.E. Chhay Rithisen, Minister of Rural Development, presided over the ceremony proclaiming Prey Veng as the third province to be recognized for achieving high-level Open Defecation Free (ODF+) status. This prestigious event was attended by the Minister’s secretary of state, ministry leaders, H.E. Sbaong Sarat, Chairman of the Provincial Council, H.E. Suon Somalin, Governor of the Provincial Administration, members of the Provincial Council, deputy governors from all 25 capital–provincial administrations (as the PWG working group), the 25 capital–provincial Departments of Rural Development, representatives of NGOs and development partners, municipal and district administrations, the three branches of the armed forces, local authorities at all levels, teachers, students, youth, national and international honored guests, and citizens—altogether about 1,370 participants.
To open the ceremony, H.E. Suon Somalin, Governor of the Prey Veng Provincial Administration, delivered a welcome report highlighting the general geographic situation, public security and order, and public services—especially the increase in access to rural clean water and sanitation across Prey Veng—culminating in the province’s achievement of high-level ODF+ status. In addition, Mr. Yi Kimthan, Acting Country Director of Plan International Cambodia, noted that Prey Veng’s attainment of ODF+ reflects Cambodia’s strong progress toward the Sustainable Development Goals, particularly SDG 6 on ensuring access to water and sanitation for all.
After hearing the welcome report and remarks, H.E. Chhay Rithisen expressed high appreciation for Prey Veng’s development and congratulated the province on its achievements across all sectors, security, public order, economy, social affairs, and culture, especially improvements in people’s living conditions through expanded provision of clean water and sanitation services, the shift to consuming safe water for health, proper use of hygienic latrines, and more civilized living practices. These advances have enabled Prey Veng to be recognized as a province that has achieved high-level ODF+ status.
The Minister underscored the Ministry of Rural Development’s efforts to implement the National Policy on Rural Development 2025–2035, with the vision “Building Cambodia’s rural society to be prosperous, inclusive, equitable, and sustainable,” and five key strategies: (1) Developing and maintaining resilient rural transport infrastructure, (2) Improving living conditions of rural populations, (3) Developing integrated and inclusive rural villages and communities, (4) Diversifying the rural economy, and (5) Strengthening governance and cooperation.
Regarding improved rural living conditions, the Minister further noted that basic coverage of rural clean water supply has now reached 89%, safely managed water supply 25%, basic rural sanitation coverage 95%, and safely managed sanitation 51%. In addition, all 25 capital–provincial jurisdictions nationwide have achieved Open Defecation Free (ODF) status, while Phnom Penh, Kandal, and Prey Veng have attained high-level ODF+—a new milestone for the Royal Government.
In closing, the Minister called on all relevant stakeholders to continue working together to further enhance rural sanitation, adhering to four core principles: inclusiveness, quality, sustainability, and innovation—thereby advancing rural development in Cambodia and successfully realizing the vision “Cambodia as a high-income country by 2050,” in line with Phase 1 of the Royal Government’s Pentagonal Strategy under the wised leadership of Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia.
