[English Below] ខេត្តតាកែវ៖ នាព្រឹកថ្ងៃអង្គារ ១៥កើត ខែផល្គុន ឆ្នាំម្សាញ់ សប្តស័ក ព.ស.២៥៦៩ ត្រូវនឹងថ្ងៃទី៣ ខែមីនា ឆ្នាំ២០២៦ ឯកឧត្តម ឆាយ ឫទ្ធិសែន រដ្ឋមន្ត្រីក្រសួងអភិវឌ្ឍន៍ជនបទ និង ឯកឧត្តម Kim Chang Yong ឯកអគ្គរដ្ឋទូតសាធារណរដ្ឋកូរ៉េប្រចាំនៅព្រះរាជាណាចក្រកម្ពុជា បានអញ្ជើញជាអធិបតីក្នុងពិធីបញ្ចុះបឋមសិលា និងបើកការដ្ឋានសាងសង់មជ្ឈមណ្ឌលអភិវឌ្ឍន៍សហគមន៍ និងហេដ្ឋារចនាសម្ព័ន្ធនានា ក្រោមហិរញ្ញប្បទានឥតសំណងពីរដ្ឋាភិបាលកូរ៉េ តាមរយៈសាជីវកម្មសហគមន៍ជនបទកូរ៉េ ដែលស្ថិតនៅភូមិត្រពាំងអង្គ សង្កាត់រកាក្រៅ ក្រុងដូនកែវ ខេត្តតាកែវ។ ពិធីដ៏ឱឡារិកនេះ មានវត្តមានអញ្ជើញចូលរួមពីសំណាក់ ឯកឧត្តមជាថ្នាក់ដឹកនាំក្រសួង, ឯកឧត្តមតំណាងក្រុមប្រឹក្សាខេត្ត, អភិបាលរងនៃគណៈអភិបាលខេត្ត, លោកអគ្គនាយកនៃសាជីវកម្មសហគមន៍ជនបទកូរ៉េ , លោកប្រធានក្រុមទីប្រឹក្សាគ្រប់គ្រងគម្រោង, កងកម្លាំងទាំង ៣ប្រភេទ, ថ្នាក់ដឹកនាំ និងមន្រ្តីរាជការនៃមន្ទីរអភិវឌ្ឍន៍ជនបទខេត្ត, អាជ្ញាធរគ្រប់លំដាប់ថ្នាក់ និងគណៈកម្មាធិការអភិវឌ្ឍន៍ភូមិ (គ.អ.ភ), លោកគ្រូ អ្នកគ្រូ សិស្សានុសិស្ស យុវជន ព្រមទាំងបងប្អូនប្រជាពលរដ្ឋសរុបប្រមាណ ៥០០នាក់។
ជាកិច្ចចាប់ផ្តើម លោក ទុយ សុភ័ក្រ អភិបាលរងនៃគណៈអភិបាលខេត្តតាកែវ បានធ្វើរបាយការណ៍ស្វាគមន៍ដោយបានជម្រាបជូនអំពីស្ថានភាពភូមិសាស្ដ្រ សេដ្ឋកិច្ច និងសង្គម ក៏ដូចជាការរីកចម្រើន និងសមិទ្ធផលដែលសម្រេចបាននានានៅក្នុងខេត្តតាកែវ។ បន្ទាប់មក លោក Kim Doohwan ប្រធានក្រុមទីប្រឹក្សាគ្រប់គ្រងគម្រោង បានធ្វើរបាយការណ៍នៃការអនុវត្តគម្រោងជូនដល់អង្គពិធី ។ ជាមួយគ្នានោះ លោក Kwon Young Jun អគ្គនាយកនៃសាជីវកម្មសហគមន៍ជនបទកូរ៉េ (KRC) បានថ្លែងនូវចំណាប់អារម្មណ៍ដោយបានបញ្ជាក់ជូនថា សាជីវកម្មសហគមន៍ជនបទកូរ៉េ នឹងយកជំនាញបច្ចេកទេស និងបទពិសោធន៍នៃការកសាងហេដ្ឋារចនាសម្ព័ន្ធជាច្រើននៅក្នុងប្រទេសកូរ៉េ ដើម្បីសាងសង់មជ្ឈមណ្ឌលនៅក្នុងខេត្តតាកែវ ដោយបំពាក់នូវគ្រឿងបរិក្ខារប្រកបដោយគុណភាពខ្ពស់។ ក្នុងឱកាសនោះដែរ ឯកឧត្តម Kim Chang Yong ឯកអគ្គរដ្ឋទូតសាធារណរដ្ឋកូរ៉េប្រចាំនៅកម្ពុជា បានអញ្ជើញមានចំណាប់អារម្មណ៍ដោយបានចែករំលែកនូវបទពិសោធន៍ក្នុងការកាត់បន្ថយភាពក្រីក្រ និងកំណើនសេដ្ឋកិច្ច របស់សាធារណរដ្ឋកូរ៉េ តាមរយៈកិច្ចខិតខំប្រឹងប្រែងអភិវឌ្ឍជនបទ ជាមួយនិងការប្ដេជ្ញាយ៉ាងមុតមាំថា សាធារណរដ្ឋកូរ៉េ នឹងធ្វើដំណើរជាមួយប្រទេសកម្ពុជាឆ្ពោះទៅកាន់ភាពរីកចម្រើន ក្នុងនាមជាមិត្តដ៏ជិតស្និទ្ធ និងភក្តីភាព ។
អញ្ជើញថ្លែងក្នុងពិធីបញ្ចុះបឋមសិលានោះ ឯកឧត្តម ឆាយ ឫទ្ធិសែន បានសម្តែងការអបអរសាទរជាមួយរដ្ឋបាលខេត្ត និងប្រជាពលរដ្ឋនៅក្នុងខេត្តតាកែវ ដែលទទួលបាននូវសមិទ្ធផលថ្មីបន្ថែមទៀត ដែលនឹងចូលរួមចំណែកជំរុញការអភិវឌ្ឍខេត្ត និងលើកកម្ពស់ជីវភាពរបស់ប្រជាពលរដ្ឋឱ្យកាន់តែប្រសើរឡើងបន្ថែមទៀត។ ឯកឧត្តមរដ្ឋមន្ដ្រី បានគូសបញ្ជាក់អំពីការអភិវឌ្ឍ និងការរីកចម្រើននានាលើគ្រប់វិស័យ ក្រោមម្លប់ដ៏ត្រជាក់នៃសុខសន្តិភាព នានីតិកាលកន្លងមក ក្រោមការដឹកនាំដ៏ឈ្លាសវៃប្រកបដោយគតិបណ្ឌិតរបស់ សម្តេចអគ្គមហាសេនាបតីតេជោ ហ៊ុន សែន បិតាសន្តិភាពនៃកម្ពុជា អតីតនាយករដ្ឋមន្ត្រី និងបច្ចុប្បន្នជាប្រធានព្រឹទ្ធសភា និងក្រោមការដឹកនាំបន្តវេនប្រកបដោយថាមវន្តរបស់ សម្តេចមហាបវរធិបតី ហ៊ុន ម៉ាណែត នាយករដ្ឋមន្ត្រី នៃព្រះរាជាណាចក្រកម្ពុជា ក្នុងគោលដៅឈានទៅសម្រេចឱ្យបានចក្ខុវិស័យកម្ពុជា ជាប្រទេសដែលមានប្រាក់ចំណូលកម្រិតខ្ពស់នៅឆ្នាំ២០៥០ ។ ក្នុងនាមជាសេនាធិការរបស់រាជរដ្ឋាភិបាល ក្រសួងអភិវឌ្ឍន៍ជនបទបាននិងកំពុងអភិវឌ្ឍតំបន់ជនបទនៅទូទាំងប្រទេសកម្ពុជាឱ្យមានការរីកចម្រើនក្នុងសន្ទុះយ៉ាងលឿន តាមរយៈការអនុវត្តនូវគោលនយោបាយជាតិស្តីពីការអភិវឌ្ឍជនបទឆ្នាំ២០២៥-២០៣៥ ដោយបានកំណត់ចក្ខុវិស័យ “កសាងសង្គមជនបទកម្ពុជាឱ្យមានវិបុលភាព ប្រកបដោយបរិយាបន្ន សមធម៌ និងចីរភាព” ។ ឯកឧត្តមរដ្ឋមន្ដ្រី បានមានប្រសាសន៍បន្ថែមថា ការអភិវឌ្ឍភូមិ និងសហគមន៍ជនបទចម្រុះប្រកបដោយភាពធន់ និងបរិយាបន្ននៅតំបន់ជនបទ គឺជាការងារអាទិភាពមួយរបស់ក្រសួង ក្នុងការគាំទ្រសកម្មភាពអភិវឌ្ឍន៍សហគមន៍ជនបទទូទៅ សហគមន៍ដីសម្បទានសង្គមកិច្ចគ្រប់ប្រភេទ និងសហគមន៍ជនជាតិដើមភាគតិច តាមរយៈការបង្កើតនិងគាំទ្រមជ្ឈមណ្ឌលអភិវឌ្ឍន៍សហគមន៍ជនបទ ការអភិវឌ្ឍបច្ចេកវិទ្យាឌីជីថលនៅសហគមន៍ជនបទ ដើម្បីលើកស្ទួយគុណភាព និងគុណតម្លៃនៃជីវិតរស់នៅរបស់សហគមន៍ជនបទ។ ជាក់ស្ដែង ការបង្កើតមជ្ឈមណ្ឌលអភិវឌ្ឍន៍សហគមន៍ដើម្បីការអភិវឌ្ឍធនធានមនុស្សនិងលើកកម្ពស់អាជីវកម្មកសិកម្មកម្ពុជា នេះ គឺជាមជ្ឈមណ្ឌលទី២ ក្រោមហិរញ្ញប្បទានឥតសំណងរបស់រដ្ឋាភិបាលនៃសាធារណរដ្ឋកូរ៉េ ហើយនឹងក្លាយជា មជ្ឈមណ្ឌលនវានុវត្តន៍ថ្មី ដែលនឹងផ្លាស់ប្តូរគំរូស្តង់ដារនៃវិស័យជនបទ និងកសិកម្មនៅកម្ពុជា។
ជាចុងក្រោយ ឯកឧត្តមរដ្ឋមន្ដ្រី និងឯកឧត្តម Kim Chang Yong ឯកអគ្គរដ្ឋទូត ព្រមទាំងគណៈអធិបតី បានអញ្ជើញបញ្ចុះបឋមសិលា ជានិមិត្តរូបនៃការបើកការដ្ឋានសាងសង់មជ្ឈមណ្ឌលអភិវឌ្ឍន៍សហគមន៍ជាផ្លូវការ ៕
Takeo Province: On Tuesday morning, 3 March 2026, H.E. Chhay Rithisen, Minister of Rural Development, and H.E. Kim Chang Yong, Ambassador of the Republic of Korea to the Kingdom of Cambodia, presided over the groundbreaking ceremony and launch of construction for the Community Development Center and related infrastructure, funded by a grant from the Government of Korea through the Korea Rural Community Corporation (KRC). The project is located in Trapeang Ang Village, Roka Krau Sangkat, Doun Kaev City, Takeo Province. The grand ceremony was attended by the ministry’s leadership, representatives of the Provincial Council, the Deputy Governor of the Provincial Administration, the Director General of KRC, the Chair of the Project Management Consultant Team, the armed forces of the three branches, leaders and officials of the Provincial Department of Rural Development, authorities at all levels, the Village Development Committees (VDCs), teachers, students, youth, and approximately 500 residents.
To begin, Mr. Tuy Sophak, Deputy Governor of the Takeo Provincial Administration, delivered a welcome report outlining the province’s geography, economy, society, as well as its development and key achievements. Then Mr. Kim Doohwan, Chair of the Project Management Advisory Team, presented the project implementation report to the assembly. Subsequently, Mr. Kwon Young Jun, Director General of the Korea Rural Community Corporation (KRC), expressed his commitment, noting that KRC would bring Korea’s technical expertise and extensive experience in infrastructure development to build the center in Takeo, equipped with high-quality facilities. On this occasion, H.E. Kim Chang Yong, Ambassador of the Republic of Korea to Cambodia, shared Korea’s experiences in poverty reduction and economic growth through rural development efforts, reaffirming the Republic of Korea’s strong commitment to journeying alongside Cambodia toward progress as a true and loyal friend.
In his remarks at the groundbreaking ceremony, H.E. Chhay Rithisen congratulated the provincial administration and the people of Takeo for attaining a new achievement that will further spur the province’s development and improve people’s livelihoods. He underscored the advances across all sectors under the umbrella of peace since past governments, under the wise leadership of Samdech Akka Moha Sena Padei Techo Hun Sen, Father of Peace of Cambodia, former Prime Minister and current President of the Senate, and the continued dynamic leadership of Samdech Moha Bovor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, toward realizing the vision for Cambodia to become a high-income country by 2050. As the government’s implementing arm, the Ministry of Rural Development has been accelerating rural progress nationwide through the National Policy on Rural Development 2025–2035, which envisions “building Cambodia’s rural society to be prosperous with inclusiveness, equity, and sustainability.” He added that resilient, inclusive development of villages and diverse rural communities is a top priority for the ministry, supporting general rural community development, all types of social land concession communities, and indigenous communities by establishing and supporting rural community development centers and advancing digital technologies in rural areas to enhance quality of life. Specifically, this Community Development Center for human capital development and the promotion of Cambodia’s agri-business is the second such center funded by a grant from the Government of the Republic of Korea and will serve as a new innovation hub transforming standards in Cambodia’s rural and agricultural sectors.
Finally, H.E. the Minister, H.E. Ambassador Kim Chang Yong, and the presiding delegation laid the foundation stone, symbolizing the official commencement of construction of the Community Development Center.
