[English Below] រាជធានីភ្នំពេញ៖ នាព្រឹកថ្ងៃព្រហស្បតិ៍ ៨កើត ខែចេត្រ ឆ្នាំម្សាញ់ សប្តស័ក ព.ស.២៥៦៩ ត្រូវនឹងថ្ងៃទី២៦ ខែមីនា ឆ្នាំ២០២៦ ឯកឧត្ដម ឆាយ ឫទ្ធិសែន រដ្ឋមន្ត្រីក្រសួងអភិវឌ្ឍន៍ជនបទ បានអញ្ជើញជាគណ:អធិបតីក្នុងពិធីប្រកាសទទួលស្គាល់ និងប្រគល់វិញ្ញាបនបត្រ “ ភូមិគំរូ “ សម្រាប់ក្រសួងអភិវឌ្ឍន៍ជនបទចំនួន ៥១ភូមិ សម្រាប់ឆ្នាំ២០២៥ ។ ពិធីប្រកាសនេះមានការចូលរួមដោយផ្ទាល់ពីសំណាក់ ឯកឧត្តមរដ្ឋលេខាធិការប្រចាំការ ឯកឧត្តម លោកជំទាវ ថ្នាក់ដឹកនាំក្រសួង ឯកឧត្តម លោកជំទាវ អភិបាលរងរាជធានី-ខេត្ត គណ:កម្មការវាយតម្លៃការអភិវឌ្ឍន៍ភូមិគំរូ ប្រធានមន្ទីរអភិវឌ្ឍន៍ជនបទ រាជធានី-ខេត្ត ទីភ្នាក់ងារសហប្រតិបត្តិការអន្ដរជាតិកូរ៉េ (KOICA) តំណាងដៃគូពាក់ព័ន្ធអាជ្ញាធរខេត្ត ក្រុមប្រឹក្សាឃុំ សង្កាត់ពាក់ព័ន្ធ ព្រមទាំងគណ:កម្មាធិការអភិវឌ្ឍន៍ភូមិគោលដៅទាំង ៥១ភូមិ។
នាឱកាសដ៏ឱឡារិកនេះ ឯកឧត្ដម ឆាយ ឫទ្ធិសែន បានសម្តែងនូវការអបអរសាទរជូនចំពោះភូមិដែលទទួលជ័យលាភីទាំង ៥១ ក្នុងឆ្នាំ២០២៥។ ឯកឧត្តមបានគូសបញ្ជាក់ដែរថា នេះជាលើកទី២ហើយដែលក្រសួងអភិវឌ្ឍន៍ជនបទបានរៀបចំពិធីប្រកាសទទួលស្គាល់ជាផ្លូវការភូមិគំរូ អាចចាត់ទុកថាជាថ្ងៃជោគជ័យដ៏ធំធេងថ្មីមួយទៀតចំពោះកិច្ចខិតខំប្រឹងប្រែងអភិវឌ្ឍន៍នៅជនបទ ស្របតាមចក្ខុវិស័យ “កសាងសង្គមជនបទកម្ពុជាឱ្យមានវិបុលភាពប្រកបដោយបរិយាបន្ន សមធម៌ និងចីរភាពទាំងផ្នែកសេដ្ឋកិច្ច សង្គមកិច្ច និងវប្បធម៌” និងកម្មវិធីអាទិភាពទី៣ របស់ក្រសួងគឺការជំរុញអភិវឌ្ឍសហគមន៍ជនបទ និងចលនាភូមិគំរូ ដែលសំដៅធ្វើឱ្យតំបន់ជនបទមានសមាហរណកម្ម មានការអភិវឌ្ឍន៍ឆាប់រហ័ស និងធានាបានកំណើនប្រាក់ចំណូលក្នុងគ្រួសារប្រកបដោយចីរភាព និងមានសុខុមាលភាព។ ការវាយតម្លៃភូមិគំរូប្រកបដោយភាពប្រាកដប្រជា គ្រប់ជ្រុងជ្រោយ ដោយអនុលោមតាមលក្ខណៈវិនិច្ឆ័យ ទាំង ៥ គឺ សេដ្ឋកិច្ច, សង្គមនិងវប្បធម៌, សុខភាពនិងបរិស្ថានរស់នៅ, ហេដ្ឋារចនាសម្ព័ន្ធ និងអភិបាលកិច្ច។ ជាមួយនេះ ឯកឧត្ដមរដ្ឋមន្រ្ដី បានថ្លែងអំណរគុណចំពោះគ្រប់ក្រសួង ស្ថាប័ន ដៃគូអភិវឌ្ឍន៍ អង្គការមិនមែនរដ្ឋាភិបាល និងភាគីពាក់ព័ន្ធនានា ដែលតែងតែជួយគាំទ្រដល់សកម្មភាពនានារបស់ក្រសួង និងអំពាវនាវបន្តជួយគាំទ្របន្ថែមទៀតដើម្បីសម្រេចបានគោលនយោបាយជាតិស្ដីពី ការអភិវឌ្ឍជនបទ ឆ្នាំ២០២៥-២០៣៥ និងឈានទៅសម្រេចឱ្យបានយុទ្ធសាស្ត្របញ្ចកោណដំណាក់កាលទី១ របស់រាជរដ្ឋាភិបាល នីតិកាលទី៧ នៃរដ្ឋសភា ក្រោមការដឹកនាំដ៏ឈ្លាសវៃ ប្រកបដោយគតិបណ្ឌិតរបស់ សម្តេចមហាបវរធិបតី ហ៊ុន ម៉ាណែត នាយករដ្ឋមន្ត្រី នៃព្រះរាជាណាចក្រកម្ពុជា។
ជាកិច្ចបញ្ចប់ ឯកឧត្តមគណៈអធិបតីបានអញ្ជើញប្រគល់វិញ្ញាបនបត្រ និងពានរង្វាន់លើកទឹកចិត្តដល់ជ័យលាភីទាំង ៥១ ភូមិ ជូនដល់ប្រធានគណ:កម្មការអភិវឌ្ឍន៍ភូមិផងដែរ ៕
Phnom Penh: On Thursday morning, March 26, 2026, H.E. Chhay Rithisen, Minister of Rural Development, presided as chair over a ceremony to officially recognize and present “Model Village” certificates to 51 villages under the Ministry of Rural Development for the year 2025. The ceremony was attended in person by the Permanent Secretary of State, Excellencies and Ladies in the Ministry’s leadership, deputy governors of capitals and provinces, the Model Village Development Evaluation Committee, directors of the capital–provincial Departments of Rural Development, the Korea International Cooperation Agency (KOICA), representatives of relevant organizations; provincial authorities, commune and sangkat councils, as well as the development committees of the 51 target villages.
On this auspicious occasion, H.E. Chhay Rithisen extended congratulations to the 51 winning villages for 2025. He emphasized that this is the second time the Ministry has officially recognized Model Villages, another major milestone in rural development efforts aligned with the vision of “building Cambodia Society to be prosperous with inclusiveness, equity, and sustainability across economic, social, and cultural dimensions” and with the Ministry’s third priority program, promoting rural community development and the Model Village movement. This initiative aims to foster integration in rural areas, accelerate development, and ensure sustainable growth in household incomes and well-being. The Model Village evaluations were conducted rigorously and comprehensively in accordance with five criteria: economy, society and culture, health and living environment, infrastructure, and governance.
The Minister also expressed gratitude to all ministries, institutions, development partners, non-governmental organizations, and stakeholders who have consistently supported the Ministry’s activities, and he called for continued support to realize the National Policy on Rural Development 2025–2035 and to help achieve the Pentagon Strategy Phase I of the Royal Government during the 7th Legislature, under the wise and principled leadership of Samdech Moha Bovor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia.
The Chair presided over the presentation of certificates and awards to the 51 winning villages, handing them to the chairs of the respective village development committees.
