[English Below] រាជធានីភ្នំពេញ៖ នាព្រឹកថ្ងៃសុក្រ ៣រោច ខែផល្គុន ឆ្នាំម្សាញ់ សប្ដស័ក ព.ស.២៥៦៩ ត្រូវនឹងថ្ងៃទី៦ ខែមីនា ឆ្នាំ២០២៦ នៅទីស្ដីការក្រសួង ឯកឧត្ដម ឆាយ ឫទ្ធិសែន រដ្ឋមន្ត្រីក្រសួងអភិវឌ្ឍន៍ជនបទ និង លោកជំទាវ វង គន្ធារី ឆាយឫទ្ធិសែន ប្រធានកិត្តិយសសមាគមនារីកម្ពុជាដើម្បីសន្តិភាពនិងអភិវឌ្ឍន៍ ក្រសួងអភិវឌ្ឍន៍ជនបទ បានអញ្ជើញជាអធិបតីក្នុងពិធីអបអរសាទរទិវាអន្តរជាតិនារី ៨ មីនា ឆ្នាំ២០២៦ ខួបលើកទី១១៥ ក្រោមប្រធានបទ “សន្តិភាព និងសន្តិសុខ
សម្រាប់ស្ត្រី និងគ្រួសារ” និងជូនបាច់ផ្កាអនុស្សាវរីយ៍ ជូនថ្នាក់ដឹកនាំនិងមន្ដ្រីរាជការជានារី។ អង្គពិធីដ៏អធិកអធមនេះមានការអញ្ជើញចូលរួមពីសំណាក់ លោកជំទាវ ឯកឧត្ដម លោក លោកស្រី ជាថ្នាក់ដឹកនាំក្រសួង ជាពិសេស មន្ត្រីរាជការ និងមន្ត្រីជាប់កិច្ចសន្យាជាស្រ្ដីទាំងអស់សរុបចំនួន ៣២៥រូប។
ជាកិច្ចចាប់ផ្ដើមនៃកម្មវិធី លោកជំទាវ គង់ សុធីរី រដ្ឋលេខាធិការ និងជាអនុប្រធានក្រុមការងារយេនឌ័រក្រសួងអភិវឌ្ឍន៍ជនបទ បានអានព្រះរាជសាររបស់ សម្តេចព្រះមហាក្សត្រី នរោត្តម មុនិនាថ សីហនុ ព្រះវររាជមាតាជាតិខ្មែរ ក្នុងសេរីភាព សេចក្តីថ្លៃថ្នូរ និងសុភមង្គល ក្នុងឱកាសអបអរសាទរខួបលើកទី ១១៥ ទិវាអន្តរជាតិនារី ៨ មីនា ឆ្នាំ២០២៦។ បន្ទាប់មក លោកជំទាវ ម៉ាត់ ម៉ារ៉ា រដ្ឋលេខាធិការ និងជាប្រធានក្រុមការងារយេនឌ័រនៃក្រសួងអភិវឌ្ឍន៍ជនបទ បានអានរបាយការណ៍សង្ខេបសកម្មភាពរបស់ក្រុមការងារយេនឌ័រក្រសួងអភិវឌ្ឍន៍ជនបទ ដោយបានរំលេចជូនអង្គពិធីអំពី ស្ថានភាពមន្ដ្រីរាជការនៅក្នុងក្របខ័ណ្ឌក្រសួងអភិវឌ្ឍន៍ជនបទមានចំនួនសរុប ១ ៣៦៤នាក់ ស្ត្រីមានចំនួន ៣៩៣នាក់ ស្មើនឹង ២៩% (កើនឡើង ១% ធៀបឆ្នាំ២០២៥)។ ក្នុងនោះទីស្តីការក្រសួង មានចំនួន ៥៨៨នាក់ ស្ត្រី ១៨៨ នាក់ ស្មើនឹង៣២% (កើតឡើង៥% បើធៀបឆ្នាំ ២០២៥) និងនៅតាមមន្ទីរអភិវឌ្ឍន៍ជនបទទាំង២៥ រាជធានី ខេត្ត មានចំនួន ៧៧៦នាក់ ស្ត្រី ២០៥នាក់ ស្មើនឹង ២៦% (កើនឡើង ១% ធៀបនឹងឆ្នាំ២០២៥)។ ក្នុងឱកាសនោះផងដែរ លោកជំទាវ វង គន្ធារី ឆាយ ឫទ្ធិសែន បានអញ្ជើញមានចំណាប់អារម្មណ៍ជូនដល់អង្គពិធី ដោយបានគូសបញ្ជាក់អំពីតួនាទីដ៏សំខាន់របស់ស្រ្ដីគ្រប់រូបក្នុងការថែរក្សាសុភមង្គលក្នុងគ្រួសារ ការថែរក្សា អប់រំកូនចៅ ឱ្យក្លាយជាមូលធនមនុស្សសម្រាប់ការអភិវឌ្ឍប្រទេសជាតិ ជាពិសេសតួនាទីក្នុងការចូលរួមអភិវឌ្ឍប្រទេសជាតិឱ្យមានការរីកចម្រើន និងការថែរក្សាសុខសន្ដិភាពជាតិ មាតុភូមិទាំងមូល។
អញ្ជើញមានប្រសាសន៍សំណេះសំណាល ឯកឧត្តម ឆាយ ឫទ្ធិសែន បានសម្ដែងនូវការកោតសរសើរ និងវាយតម្លៃខ្ពស់ចំពោះ កិច្ចខិតខំប្រឹងប្រែងរបស់មន្ដ្រីរាជការជាស្រ្ដីទាំងអស់ដែលបានបំពេញភារកិច្ចរបស់ខ្លួនយ៉ាងសកម្ម ក្នុងការចូលរួមចំណែកធ្វើឱ្យសម្រេចបាននូវសមិទ្ធផលយ៉ាងច្រើនក្នុងវិស័យអភិវឌ្ឍន៍ជនបទ ព្រមទាំងបានសម្តែងនូវការអបអរសាទរប្រកប ដោយមនោសញ្ចេតនាជ្រាលជ្រៅជូនចំពោះថ្នាក់ដឹកនាំ និងមន្ត្រីរាជការនារីទាំងអស់ ក្នុងឱកាសដ៏វិសេសវិសាលនេះ។ ឯកឧត្តមរដ្ឋមន្ដ្រី បានមានប្រសាសន៍ថា នៅក្នុងកម្មវិធីនយោបាយ និងយុទ្ធសាស្រ្តបញ្ចកោណដំណាក់កាលទី១ របស់រាជរដ្ឋាភិបាលក្នុងនីតិកាលទី៧ នៃរដ្ឋសភា ក្រោមការដឹកនាំប្រកបដោយគតិបណ្ឌិតរបស់ សម្តេចមហាបវរធិបតី ហ៊ុន ម៉ាណែត បានកំណត់យកការងារអាទិភាព ដោយបន្ដកំណត់យក “ការលើកកម្ពស់សមភាពយេនឌ័រ និងការបង្កើនភាពអង់អាចរបស់ស្ត្រីនៅគ្រប់វិស័យ” តាមរយៈការពង្រឹងភាពជាពលរដ្ឋក្នុងសង្គម ដែលមានអរិយធម៌ខ្ពស់ប្រកបដោយសីលធម៌ សមធម៌ និងបរិយាបន្ន ដែលក្នុងនោះស្ត្រីគឺជាស្នូល តាមរយៈការបង្កើនការវិនិយោគលើយេនឌ័រ និងបង្កើនភាពអង់អាចដល់ស្ត្រីនៅក្នុងវិស័យសេដ្ឋកិច្ច អប់រំ សុខភាព និងការដឹកនាំសាធារណៈ ដើម្បីទាញយកអត្ថប្រយោជន៍ពីភាគលាភយេនឌ័រ បង្កលក្ខណៈអំណោយផលដល់ស្ត្រីនៅក្នុងការសម្រេចចិត្តនៅក្នុងគ្រួសារ និងស្ថាប័ន ព្រមទាំងបានចូលរួមយ៉ាងសកម្មក្នុងសកម្មភាពសេដ្ឋកិច្ច និងសង្គមកិច្ច។ ឯកឧត្តមរដ្ឋមន្ដ្រី បានគូសបញ្ជាក់ថា ទិវាអន្តរជាតិនារី ៨មីនា ឆ្នាំ២០២៦ ខួបទី១១៥ ក្រោមប្រធានបទ “សន្តិភាព និងសន្តិសុខសម្រាប់ស្ត្រី និងគ្រួសារ” នេះ គឺពិតជាមានអត្ថន័យ ដោយបានគូសបញ្ជាក់អំពីសារៈសំខាន់នៃការទទួលបាននិងអនុវត្តសិទ្ធិ ការលើកកម្ពស់សមភាព និងការពង្រឹងភាពអង់អាចចំពោះស្ត្រី និងក្មេងស្រីគ្រប់រូបនៅកម្ពុជា ក្នុងការទាញយកអត្ថប្រយោជន៍ពីភាគលាភយេនឌ័រសម្រាប់ក្រុមគ្រួសារ និងសង្គម ដែលជាកត្តារួមចំណែកជំរុញកំណើនសេដ្ឋកិច្ច និងលើកកម្ពស់សុខុមាលភាពសង្គម។ ទន្ទឹមនោះដែរ ឯកឧត្តមរដ្ឋមន្ដ្រី ក៏បានផ្តល់អនុសាសន៍មួយចំនួនជូនដល់អង្គពិធីឱ្យបន្តយកចិត្តទុកដាក់ចំពោះមន្ត្រីរាជការនារីក្នុងរចនាសម្ព័ន្ធគ្រប់គ្រងតាម អង្គភាពក្រោមឱវាទក្រសួងអភិវឌ្ឍន៍ជនបទផងដែរ៕
Phnom Penh: On Friday morning, 6 March 2026, at the Ministry’s headquarters, H.E. Chhay Rithisen, Minister of Rural Development, and Her Excellency Vong Kuntheary Chhay Rithisen, Honorary President of the Cambodian Women’s Association for Peace and Development at the Ministry of Rural Development, presided over the ceremony celebrating the 115th International Women’s Day, 8 March 2026, under the theme “Peace and Security for Women and Families,” and presented commemorative bouquets to female leaders and civil servants. This auspicious ceremony was attended by Excellencies, Ladies, and Gentlemen from the ministry’s leadership, and especially by all female civil servants and contracted female staff, totaling 325 participants.
To commence the program, H.E. Kong Sotheary, Secretary of State and Deputy Chair of the Ministry’s Gender Working Group, read the Royal Message of Her Majesty Queen Mother Norodom Monineath Sihanouk of Cambodia, Mother of the Nation in Freedom, Dignity, and Happiness, on the occasion of the 115th anniversary of International Women’s Day, 8 March 2026. Next, H.E. Mat Mara, Secretary of State and Chair of the Ministry’s Gender Working Group, delivered a brief report on the group’s activities, highlighting that within the Ministry of Rural Development, there are a total of 1,364 civil servants, of whom 393 are women, equal to 29% (an increase of 1% compared to 2025). Among them, at the Ministry’s headquarters, there are 588 staff, including 188 women, equal to 32% (an increase of 5% compared to 2025); and across the 25 capital–provincial Departments of Rural Development, there are 776 staff, including 205 women, equal to 26% (an increase of 1% compared to 2025). On this occasion, H.E. Lok Chumteav Vong Kuntheary Chhay Rithisen also addressed the ceremony, underscoring the vital role of all women in maintaining family well-being, caring for and educating children to become human capital for national development, and especially women’s role in contributing to national progress and safeguarding peace throughout the motherland.
In his cordial remarks, H.E. Chhay Rithisen expressed admiration and deep appreciation for the dedicated efforts of all female civil servants who have actively fulfilled their duties, contributing to numerous achievements in rural development. He also extended heartfelt congratulations to all female leaders and civil servants on this special occasion. The Minister stated that under the Government’s Political Program and the Pentagonal Strategy Phase I in the 7th Legislature of the National Assembly, led with principled stewardship by Samdech Moha Bovor Thipadei Hun Manet, priority continues to be placed on “promoting gender equality and enhancing women’s empowerment in all sectors,” by strengthening civic virtue in a society characterized by high culture, morality, equity, and inclusiveness with women at the core through increased investment in gender and greater empowerment of women in the economic, education, health, and public leadership sectors. This is to harness the gender dividend, creating enabling conditions for women to participate in decision-making within families and institutions, and to engage actively in economic and social activities. The Minister emphasized that the 115th International Women’s Day, 8 March 2026, under the theme “Peace and Security for Women and Families,” is truly meaningful, as it highlights the importance of realizing and exercising rights, promoting equality, and strengthening empowerment for all women and girls in Cambodia, enabling families and society to benefit from the gender dividend, which contributes to economic growth and the enhancement of social well-being. At the same time, the Minister offered several recommendations to participants to continue to pay attention to the inclusion of female civil servants in management structures across all units under the Ministry of Rural Development.
