ជាកិច្ចចាប់ផ្ដើម ឯកឧត្តម ជ្រាយ ប៉ុម អគ្គនាយកបច្ចេកទេស បានអញ្ជើញធ្វើរបាយការណ៍ស្វាគមន៍ដោយបានបញ្ជាក់ជូនអំពីដំណើរការនៃការរៀបចំផែនការយុទ្ធសាស្ដ្រអភិវឌ្ឍន៍ហេដ្ឋារចនាសម្ព័ន្ធផ្លូវជនបទឆ្នាំ២០២៦-២០៣៣ តាំងពីដំណាក់កាលចាប់ផ្ដើម រហូតសម្រេចជោគជ័យ និងបានជម្រាបជូនអំពីគោលបំណងនៃការរៀបចំពិធីប្រកាសនាពេលនេះ។ ជាមួយគ្នានោះដែរ លោក គង់ ភឿន ប្រធាននាយកដ្ឋានអភិវឌ្ឍន៍ហេដ្ឋារចនាសម្ព័ន្ធផ្លូវជនបទ បានធ្វើបទបង្ហាញដោយសង្ខេបអំពីផែនការយុទ្ធសាស្ដ្រអភិវឌ្ឍន៍ហេដ្ឋារចនាសម្ព័ន្ធផ្លូវជនបទឆ្នាំ២០២៦-២០៣៣ ជូនដល់អង្គពិធី។
បន្ទាប់ពីបានស្ដាប់របាយការណ៍ស្វាគមន៍ និងបទបង្ហាញរួចមក ឯកឧត្ដម ឆាយ ឫទ្ធិសែន បានថ្លែងអំណរគុណចំពោះ តំណាងក្រសួង-ស្ថាប័នពាក់ព័ន្ធ ដៃគូអភិវឌ្ឍ អង្គការមិនមែនរដ្ឋាភិបាលជាតិ និងអន្តរជាតិ និងមន្រ្តីរាជការទាំងអស់ដែលបានចំណាយពេលវេលាដ៏មានតម្លៃចូលរួមក្នុងពិធីដ៏មានសារៈសំខាន់នាពេលនេះ ដែលជាកាយវិការបង្ហាញអំពីការទទួលខុសត្រូវ និងការយកចិត្តទុកដាក់ខ្ពស់លើការងារអភិវឌ្ឍន៍ជនបទ ជាពិសេសការងារអភិវឌ្ឍន៍ហេដ្ឋារចនាសម្ព័ន្ធផ្លូវជនបទ។ ឆ្លៀតក្នុងឱកាសនោះ ឯកឧត្តមរដ្ឋមន្ដ្រី បានជម្រាបជូនអំពីយុទ្ធសាស្ត្របញ្ចកោណដំណាក់កាលទី ១ និងគោលនយោបាយជាតិស្តីពីការអភិវឌ្ឍជនបទឆ្នាំ២០២៥-២០៣៥ របស់រាជរដ្ឋាភិបាល។ ផ្អែកតាមយុទ្ធសាស្ត្រទី១ នៃគោលនយោបាយជាតិស្តីពីការអភិវឌ្ឍជនបទឆ្នាំ២០២៥-២០៣៥ ក្រសួងអភិវឌ្ឍន៍ជនបទ បាននិងកំពុងយកចិត្តទុកដាក់ និងផ្តល់អាទិភាពខ្ពស់លើការអភិវឌ្ឍហេដ្ឋារចនាសម្ព័ន្ធនិងគមនាគមន៍ជនបទ ប្រកបដោយគុណភាពនិងភាពធន់ តាមរយៈការលើកកម្រិតគុណភាពនិងការថែទាំផ្លូវជនបទឱ្យមាននិរន្តរភាព ដើម្បីតភ្ជាប់និងសមាហរណកម្មវិស័យសេដ្ឋកិច្ច សង្គមកិច្ច វប្បធម៌ រវាងតំបន់ជនបទ ទីប្រជុំជន និងទីក្រុង ផ្សារភ្ជាប់សកម្មភាពធុរកិច្ចផ្សេងៗ ឱ្យមានភាពរស់រវើកនិងកាន់តែសកម្មឡើងបន្ថែមទៀត ដែលជាមូលដ្ឋានគ្រឹះនៃការបង្កើនប្រាក់ចំណូលរបស់គ្រួសារនៅតំបន់ជនបទ ព្រមទាំងរួមចំណែកយ៉ាងសំខាន់ក្នុងការជំរុញប្រសិទ្ធភាពនៃវិស័យភស្តុភារកម្មផងដែរ។ ទន្ទឹមនឹងនោះ ដើម្បីអនុវត្តកិច្ចការស្ថាបនាផ្លូវជនបទប្រកបដោយគុណភាព និងភាពធន់ទៅនឹងការប្រែប្រួលអាកាសធាតុដែលអាចប្រើប្រាស់បានគ្រប់រដូវកាល ក្រសួងក៏បានធ្វើការកែទម្រង់ជាច្រើន ផ្អែកលើគោលការណ៍ចំនួន ៤ គឺ៖ “គុណប្រយោជន៍, គុណភាព, សុវត្ថិភាព និងភាពសន្សំសំចៃ”។ ដោយឡែក ក្រសួងក៏បានរៀបចំផែនការយុទ្ធសាស្រ្តអភិវឌ្ឍន៍ហេដ្ឋារចនាសម្ព័ន្ធផ្លូវជនបទឆ្នាំ២០២៦-២០៣៣ ក្រោមចក្ខុវិស័យ “កសាងបណ្តាញផ្លូវជនបទឱ្យមានភាពប្រទាក់ក្រឡាប្រកបដោយភាពធន់” ដែលកំពុងប្រកាសដាក់ឱ្យប្រើប្រាស់នាថ្ងៃនេះ។ មុននឹងបញ្ចប់ ឯកឧត្តមរដ្ឋមន្ដ្រី បានអំពាវនាវដល់អង្គពិធីទាំងមូល និងគ្រប់ភាគីពាក់ព័ន្ធឱ្យប្រើប្រាស់ផែនការយុទ្ធសាស្រ្តអភិវឌ្ឍន៍ហេដ្ឋារចនាសម្ព័ន្ធផ្លូវជនបទឆ្នាំ២០២៦-២០៣៣នេះ ជាឯកសារគតិយុត្តក្នុងការអនុវត្តការងារពាក់ព័ន្ធនឹងការអភិវឌ្ឍហេដ្ឋារចនាសម្ព័ន្ធផ្លូវជនបទ ព្រមទាំងបានផ្តល់នូវអនុសាសន៍គន្លឹះមួយចំនួនទៀត ដើម្បីជំរុញការងារសាងសង់ហេដ្ឋារចនាសម្ព័ន្ធផ្លូវជនបទ ប្រកបដោយប្រសិទ្ធភាព គុណភាព និងមានភាពធន់។ ជាចុងក្រោយ ឯកឧត្តមរដ្ឋមន្ដ្រី បានអញ្ជើញផ្ដល់កិត្តិយសប្រគល់នូវសៀវភៅផែនការយុទ្ធសាស្រ្តអភិវឌ្ឍន៍ហេដ្ឋារចនាសម្ព័ន្ធផ្លូវជនបទឆ្នាំ២០២៦-២០៣៣ ជូនដល់ឯកឧត្តម លោកជំទាវ តំណាងក្រសួង ស្ថាប័ន ភ្លៀវកិត្តិយសជាតិ និងអន្ដរជាតិដែលបានចូលរួមក្នុងពិធីដ៏អធិកអធមនេះផងដែរ៕
Ministry of Rural Development officially launches the Rural Road Infrastructure Development Strategic Plan 2026–2033
Phnom Penh: On Monday morning, August 17, 2026, H.E. Chhay Rithisen, Minister of Rural Development, presided over the ceremony to officially launch the Rural Road Infrastructure Development Strategic Plan 2026–2033. The event, held at the Ministry’s headquarters, was attended by the Permanent Secretary of State; leaders and representatives of relevant ministries and institutions; ministry leadership; project management teams, technical advisers, development partners, and beneficiary representatives; as well as leaders and civil servants from the Ministry of Rural Development and the Departments of Rural Development from all 25 capital–provincial administrations, totaling 374 participants.
As the proceedings began, H.E. Chreay Pom, Director General for Technical Affairs, delivered a welcome report outlining the process of formulating the 2026–2033 Rural Road Infrastructure Development Strategic Plan from its initial phase through to successful completion and explained the purpose of organizing today’s launching ceremony. In addition, Mr. Kong Pheun, Director of the Department of Rural Road Infrastructure Development, presented a concise briefing on the Strategic Plan to the assembly.
After hearing the reports and presentation, H.E. Chhay Rithisen expressed gratitude to the representatives of relevant ministries and institutions, development partners, national and international non governmental organizations, and all civil servants who devoted their valuable time to take part in this important event an expression of responsibility and strong attention to rural development work, especially the development of rural road infrastructure. On this occasion, the Minister also informed the assembly about the Royal Government’s Pentagon Strategy, Phase 1, and the National Policy on Rural Development 2025–2035. Based on the first strategy of the National Policy on Rural Development 2025–2035, the Ministry of Rural Development has been and continues to prioritize the development of quality, resilient rural infrastructure and communications, by improving the quality and maintenance of rural roads to ensure sustainability, linking and integrating the economic, social, and cultural sectors between rural areas, population centers, and cities, and invigorating various business activities so they become more dynamic—forming the foundation for increasing household incomes in rural areas and significantly contributing to greater efficiency in the logistics sector. At the same time, to build quality rural roads that are resilient to climate change and usable in all seasons, the Ministry has carried out multiple reforms grounded in four principles: benefit, quality, safety, and cost effectiveness. In this connection, the Ministry has prepared the Rural Road Infrastructure Development Strategic Plan 2026–2033 under the vision “Build an interconnected and resilient rural road network,” which is being officially launched today. Before concluding, the Minister called on the entire assembly and all relevant stakeholders to use the 2026–2033 Strategic Plan as an authoritative document for implementing work related to the development of rural road infrastructure and offered several key recommendations to drive the construction of rural road infrastructure that is effective, high quality, and resilient. Finally, the Minister had the honor of presenting printed copies of the Rural Road Infrastructure Development Strategic Plan 2026–2033 to representatives of ministries, institutions, and distinguished national and international guests attending this grand ceremony.
