[English Below] ខេត្តស្ទឹងត្រែង៖ នាព្រឹកថ្ងៃព្រហស្បតិ៍ ១៥កើត ខែចេត្រ ឆ្នាំម្សាញ់ សប្តស័ក ព.ស.២៥៦៩ ត្រូវនឹងថ្ងៃទី២ ខែមេសា ឆ្នាំ២០២៦ ឯកឧត្តម ឆាយ ឫទ្ធិសែន រដ្ឋមន្ដ្រីក្រសួងអភិវឌ្ឍន៍ជនបទ បានអញ្ជើញជាអធិបតីក្នុងពិធីសម្ពោធដាក់ឱ្យប្រើប្រាស់ជាផ្លូវការស្ពានដែកបាឡេ ១កន្លែង ប្រវែង ៥៨ម៉ែត្រ ទទឹង ៦ម៉ែត្រ  ស្ថិតនៅភូមិកញ្ចាញទឹក ឃុំស្រែសំបូរ ស្រុកសៀមប៉ាង ខេត្តស្ទឹងត្រែង ដែលជាគម្រោងរបស់រាជរដ្ឋាភិបាល តាមរយៈក្រសួងអភិវឌ្ឍន៍ជនបទ។ ពិធីដ៏អធិកអធមនេះ មានការអញ្ជើញចូលរួមពីសំណាក់ ឯកឧត្តមជាថ្នាក់ដឹកនាំក្រសួងអភិវឌ្ឍន៍ជនបទ, ឯកឧត្តមប្រធានក្រុមប្រឹក្សាខេត្ត, ឯកឧត្តមអភិបាលនៃគណៈអភិបាលខេត្ត, មន្ដ្រីរាជការ អាជ្ញាធរមូលដ្ឋានគ្រប់លំដាប់ថ្នាក់, កងកម្លាំងទាំង៣ប្រភេទ, បងប្អូនប្រជាពលរដ្ឋ លោកគ្រូ អ្នកគ្រូ សិស្សានុសិស្ស និងយុវជន សរុបប្រមាណ ៦០០នាក់។

 

ជាកិច្ចចាប់ផ្ដើម ឯកឧត្តម សរ សុពុត្រា អភិបាលនៃគណៈអភិបាលខេត្តស្ទឹងត្រែង បានអញ្ជើញមានមតិស្វាគមន៍ជូនអង្គពិធី ដោយបានជម្រាបជូនអំពីស្ថានភាពភូមិសាស្ដ្រ សេដ្ឋកិច្ច សង្គមកិច្ច ការថែរក្សាសុខសន្ដិភាព ស្ថិរភាពនយោបាយ ការពង្រីកវិសាលភាពនៃការអភិវឌ្ឍលើគ្រប់ផ្នែក ជាពិសេសការស្ដារ កសាង និងអភិវឌ្ឍន៍ហេដ្ឋារចនាសម្ព័ន្ធផ្លូវគមនាគមន៍ទាំងនៅទីប្រជុំជន និងនៅតំបន់ជនបទ ព្រមទាំងការកសាងនូវសមិទ្ធផលថ្មីៗជាបន្ដបន្ទាប់។ ជាមួយគ្នានោះ ឯកឧត្តម ជ្រាយ ប៉ុម អគ្គនាយកបច្ចេកទេស បានធ្វើរបាយការណ៍សង្ខេបដោយបានបញ្ជាក់ជូនថា ស្ពានបេឡេ ១កន្លែងនេះ ត្រូវបានបញ្ចប់ការសាងសង់ជាស្ថាពរនៅដើមឆ្នាំ២០២៦ ដោយប្រើប្រាស់ថវិការបស់រាជរដ្ឋាភិបាល អនុវត្តដោយក្រសួងអភិវឌ្ឍន៍ជនបទ។ ស្ពាននេះ ផ្តល់ផលប្រយោជន៍ដល់ប្រជាជនសរុបប្រមាណ ៤ ៥៤៧នាក់ ស្ថិតក្នុង៦ភូមិ នៃឃុំស្រែសំបូរ ស្រុកសៀមប៉ាង តាមរយៈការបង្កភាពងាយស្រួលដល់សិស្សានុសិស្ស ការដឹកជញ្ជូនកសិផល ការធ្វើដំណើរទៅប្រកបមុខរបរប្រចាំថ្ងៃ និងបង្កភាពងាយស្រួលដល់ការទៅទទួលសេវាសធារណៈផ្សេងៗ ដោយចំណេញពេលវេលា និងកាត់បន្ថយការចំណាយផងដែរ។

 

បន្ទាប់ពីបានស្ដាប់មតិស្វាគមន៍ និងរបាយការណ៍រួចមក ឯកឧត្តម ឆាយ ឫទ្ធិសែន បានសម្ដែងការកោតសរសើរ និងវាយតម្លៃខ្ពស់ចំពោះការរីកចម្រើន និងសមិទ្ធផលនានាលើគ្រប់វិស័យ ទាំងផ្នែកសន្តិសុខ សណ្តាប់ធ្នាប់ សេដ្ឋកិច្ច សង្គមកិច្ច និងវប្បធម៌ ជាពិសេសការផ្លាស់ប្តូរកម្រិតជីវភាពរស់នៅរបស់ប្រជាពលរដ្ឋកាន់តែប្រសើរឡើង ដោយមានផ្លូវខ្វាត់ខ្វែង មានទឹកស្អាតប្រើប្រាស់ និងអនាម័យល្អប្រសើរ និងរបៀបរបបរស់នៅប្រកបដោយភាពស៊ីវិល័យ។ ឯកឧត្ដមរដ្ឋមន្រ្ដី ក៏បានសម្ដែងសេចក្ដីសោមនស្សរីករាយ និងអបអរសារទរជារួម ជាមួយបងប្អូនប្រជាពលរដ្ឋនៅក្នុងខេត្តស្ទឹងត្រែងទាំងមូលចំពោះសមិទ្ធថ្មីៗជាបន្ដបន្ទាប់ និងដោយឡែកជាមួយប្រជាពលរដ្ឋដែលរស់នៅក្នុងស្រុកសៀមប៉ាង ដែលទទួលបានសមិទ្ធផលថ្មីនាឱកាសនេះ។

ឯកឧត្ដមរដ្ឋមន្រ្ដី   បានគូសបញ្ជាក់ថាពិធីដ៏មហោឡាឫកនេះ និងការកសាងសមិទ្ធថ្មីៗទាំងនេះ កំពុងប្រព្រឹត្តទៅស្របពេលដែលប្រជាជនកម្ពុជាកំពុងរស់នៅក្នុងសង្គមមួយពោរពេញទៅដោយសេចក្តីសុខសុភមង្គល សេរីភាព ការអភិវឌ្ឍរីកចម្រើនលើគ្រប់វិស័យ និងក្រោមម្លប់ដ៏ត្រជាក់នៃសុខសន្តិភាពដែលកើតចេញពីការលះបង់ដ៏ធំធេងតាមរយៈការយកជីវិតធ្វើជាដើមទុនរបស់សម្តេចអគ្គមហាសេនាបតីតេជោ ហ៊ុន សែន បិតាសន្តិភាពនៃកម្ពុជា អគ្គមគ្គុទេសក៍ឯកនយោបាយឈ្នះ ឈ្នះ អតីតនាយករដ្ឋមន្ដ្រី បច្ចុប្បន្នជាប្រមុខរដ្ឋស្តីទី ប្រធានព្រឹទ្ធសភានៃព្រះរាជាណាចក្រកម្ពុជា និងជាប្រធានឧត្តមប្រឹក្សាផ្ទាល់ព្រះមហាក្សត្រ និងក្រោម ការដឹកនាំបន្តវេនប្រកបដោយគតិបណ្ឌិតរបស់ សម្ដេចមហាបវរធិបតី ហ៊ុន ម៉ាណែត នាយករដ្ឋមន្ត្រីនាពេលបច្ចុប្បន្ន ដែលបាននិងបន្តយកចិត្តទុកដាក់ថែរក្សាសន្តិភាព ស្ថិរភាព និងការអភិវឌ្ឍលើផ្ទៃប្រទេស ព្រមទាំងពង្រឹងនិងពង្រីកកិច្ចសហប្រតិបត្តិការអន្តរជាតិ ដើម្បីជំរុញការអភិវឌ្ឍសេដ្ឋកិច្ចនិងសង្គមកម្ពុជា ក្នុងគោលដៅសម្រេចឱ្យបានចក្ខុវិស័យកម្ពុជា ជាប្រទេសមានចំណូលខ្ពស់នៅឆ្នាំ២០៥០។ ឯកឧត្ដមរដ្ឋមន្រ្ដី ក៏បានបន្ដជម្រាបជូនអំពីគោលនយោបាយអភិវឌ្ឍន៍ជនបទ ដែលមានចក្ខុវិស័យ “កសាងសង្គមជនបទកម្ពុជាឱ្យមានវិបុលភាពប្រកបដោយបរិយាបន្ន និងចីរភាពទាំងផ្នែកសេដ្ឋកិច្ច សង្គមកិច្ច និងវប្បធម៌” ក្នុងនោះក្រសួងបាននិងកំពុងយកចិត្តទុកដាក់លើការលើកកម្រិតគុណភាពហេដ្ឋារចនាសម្ព័ន្ធ និងគមនាគមន៍ជនបទ ឱ្យមានភាពធន់ និងប្រើប្រាស់បានគ្រប់រដូវកាល។ ជាក់ស្ដែងស្ពានបេឡេប្រវែង ៥៨ម៉ែត្រ ទទឹង៦ម៉ែត្រ នឹងផ្តល់ផលប្រយោជន៍ផ្នែកសេដ្ឋកិច្ច និងសង្គមកិច្ច រួមមានវិស័យកសិកម្ម កសិឧស្សាហកម្ម និងសេវាកម្មសាធារណៈផងដែរ តាមរយៈការបង្កើនការតភ្ជាប់រវាងភូមិ ទៅភូមិ និងឃុំទៅឃុំ រវាងតំបន់ និងតំបន់ និងអាចធានាបាននូវការប្រើប្រាស់ឆ្លងកាត់បានគ្រប់រដូវកាល។ ជាចុងបញ្ចប់ ឯកឧត្ដមរដ្ឋមន្រ្ដី បានថ្លែងអំណរគុណចំពោះរដ្ឋបាលខេត្ត និងអាជ្ញាធរគ្រប់លំដាប់ថ្នាក់ដែលបានផ្តល់ការសហការ និងបង្កភាពងាយស្រួលដល់ដំណើរនៃការស្ថាបនាស្ពានបេឡេ ១កន្លែងនេះ រហូតទទួលបានជោគជ័យ ព្រមទាំងបានអំពាវនាវដល់ប្រជាពលរដ្ឋ អាជ្ញាធរមូលដ្ឋានគ្រប់លំដាប់ថ្នាក់ សូមចាត់ទុកស្ពាននេះ ជាប្រយោជន៍សមូហភាព ដោយចូលរួមថែរក្សាសមិទ្ធផលទាំងឡាយ ដែលរាជរដ្ឋាភិបាលបានផ្តល់ជូននាពេលកន្លងមក ដើម្បីជាប្រយោជន៍ដល់ប្រជាជន និងប្រទេសជាតិទាំងមូល៕

Stung Treng Province: On Thursday morning, April 2, 2026, H.E. Chhay Rithisen, Minister of Rural Development, presided over the official inauguration of a steel bridge, 58 meters long and 6 meters wide, located in Kanchan Teuk Village, Srae Sambour Commune, Siem Pang District, Stung Treng Province. This project was undertaken by the Royal Government through the Ministry of Rural Development. The ceremony was attended by senior leaders of the Ministry of Rural Development, the Chair of the Provincial Council, the Governor, civil servants,local authorities at all levels, the armed forces (all three branches), citizens, teachers, students, and youth, altogether around 600 participants.

 

To open the ceremony, H.E. Sar Soputra, Governor of the Stung Treng Province, delivered welcome remarks, briefing the audience on the province’s geography, economy, social affairs, the safeguarding of peace, political stability, and the expanding scope of development across all sectors, especially the restoration, construction, and upgrading of transport infrastructure in both urban and rural areas, along with the steady creation of new achievements. In addition, H.E. Chrey Pom, Director General for Technical Affairs, presented a summary report noting that this steel bridge was completed in early 2026 using Royal Government funds and implemented by the Ministry of Rural Development. The bridge benefits approximately 4,547 people across six villages in Srae Sambour Commune by facilitating student travel, the transport of agricultural products, daily commuting for livelihoods, and access to various public services, saving time and reducing costs.

 

After hearing the welcome remarks and report, H.E. Chhay Rithisen expressed appreciation and high commendation for the province’s progress and achievements across security, public order, the economy, social affairs, and culture, especially the tangible improvement in people’s living standards as reflected in better road connectivity, access to clean water, improved sanitation, and a more civil and orderly way of life. The Minister also conveyed his delight and collective congratulations to the people of Stung Treng Province as a whole for their continued new achievements, and in particular to the residents of Siem Pang District who are directly benefiting from this new accomplishment. The Minister underlined that this grand ceremony and the construction of these new achievements are taking place while the Cambodian people are living in a society filled with happiness, freedom, and progress across all sectors under the shade of peace brought about by the great sacrifices, including life itself, of Samdech Akka Moha Sena Padei Techo Hun Sen, the “Father of Peace” of Cambodia, Supreme Political leader of the Win-Win policy, former Prime Minister, currently Acting Head of State, President of the Senate of the Kingdom of Cambodia, and Chair of the Supreme Council to His Majesty the King. He added that this progress also continues under the principled leadership of Samdech Moha Bovor Thipadei Hun Manet, the current Prime Minister, who has maintained and advanced peace, stability, and development nationwide while strengthening and expanding international cooperation to foster Cambodia’s socio‑economic growth, with the goal of realizing the vision for Cambodia to become a high‑income country by 2050.

 

The Minister went on to present the Rural Development policy vision: “To build Cambodia’s rural society to be prosperous with inclusiveness, equity, and sustainability in the economic, social, and cultural aspect.” In this regard, the Ministry has prioritized upgrading the quality of rural infrastructure and connectivity to be resilient and usable all year‑round. Concretely, the 58‑meter‑long, 6‑meter‑wide steel bridge will generate economic and social benefits including for agriculture, agro‑industry, and public services by enhancing connectivity between villages and communes, strengthening links across regions, and ensuring all‑season passability.

 

In closing, the Minister expressed gratitude to the provincial administration and authorities at all levels for their cooperation and facilitation that led to the successful completion of this steel bridge. He also called on citizens and local authorities at every level to regard this bridge as a shared public good and to join in preserving the many achievements the Royal Government has provided, for the benefit of the people and the nation as a whole.
