INTRODUCTION
INTRODUCTION
The Government of the Kingdom of Cambodia (GKC) has received a loan from the Asian Infrastructure Investment Bank (AIIB) to finance a continuation of the National Restoration of Rural Productive Capacity Project (NRRPCP-II) covering ten provinces (Kampong Chhnang, Battambang, Kampong Thom, Tbuong Khmum, Prey Veng, Takeo, Kandal, Svey Rieng, Kampot and Kep). The Project is designed to provide continuing support to maintaining and accelerating rural infrastructure, spending, create short term employment, generate income, build the capacity of local labor, and national contractors to ensure quality infrastructure delivery building on national standards that have been established with support from other development partners and establish the foundations for learning and knowledge sharing among key project stakeholders to scale up rural infrastructure and rural basic service delivery in the future.
The Project is being implemented over a six-year period commencing in early 2026, and is financed with a loan from the AIIB amounting to U$ 80 million. The Ministry of Rural Development (MRD) is the Executing Agency.
OBJECTIVE
The overall objective is to enhance all-weather accessibility and the livelihoods of populations in selected rural areas.
RESULTS
The Project is expected to generate the following key results oi the targeted areas in the ten provinces:
- 130 facilities with improved all-season accessibility for economic (markets), health centers and schools.
- 50,000 people (including 25,000 women) availing of rural opportunities that benefit from increased employment and income generation opportunities.
- At least 412 km of rural roads upgraded with climate resilience measures and with universal access features in areas serving key socio-economic facilities.
- 30 national contractors trained to deliver high quality resilient rural roads.
BENEFICIARIES
The Project will benefit about an additional 400,000 people in the ten target provinces and maximize the benefits to vulnerable groups (women, youth and unemployed returned migrants), whose socio-economic conditions have been adversely affected by the recent pandemic as well as the border closures, and are looking for short-term employment benefits. The works and services under the Project are expected to be low value and based on national competitive bidding, prioritizing job opportunities for local residents as well as returned migrants.
