Invitation for Bids Ministry of Rural Development Climate-Friendly Agribusiness Value Chains Sector Project (CFAVC) ADB Loan: 3661-CAM (COL)/8346-CAM (EF) and Grant: 0579-CAM (EF) Contract Number: CW17c-CFAVC-MRD-TBK-1A-Batch 3 The Improvement of Rural Roads (21.806 km) in Tboung Khmum province.

  1. The Kingdom of Cambodia has received a loan and grant from the Asian Development Bank (ADB) toward the cost of Climate-Friendly Agribusiness Value Chains Sector Project, and it intends to apply part of the proceeds of this loan and grant to payments under the contract for the improvement of 21.806 km of rural roads (DBST/Concrete) for CW17c-CFAVC-MRD-TBK-1A-Batch 3.
  2. The Ministry of Rural Development now invites sealed bids from eligible and qualified bidders for the improvement of rural roads (21.806 Km DBST/Concrete) in Tboung Khmum Province.
  3. Procurement will be conducted through National Competitive Bidding Procedures outlined in the Government’s Standard Operating Procedures on Procurement for Externally Financed Projects/Programs.
  4. This invitation is open to all qualified bidders from eligible source countries including ADB non-member countries as described in the Bidding Document.
  5. Bidders’ attention is drawn to Sub Clause 6.3 of the Instructions to Bidders (ITB) on the Qualification requirements. Qualification requirements include:

Ministry of Rural Development Cambodia Southeast Asia Disaster Risk Management Project 2 (Project ID: P177185) Request for Expressions of Interest National Road Safety Consultant (12 months over the period of 48 months)

  1. The Royal Government of Cambodia (RGC) has obtained financing from the International Development Association IDA) towards the cost of the Cambodia Southeast Asia Disaster Risk Management Project II for rehabilitation and upgrade of Rural Roads in Cambodia. The proposed PDO is to be achieved through the following components: (1) Institutional strengthening for disaster resilience at the national level; (2) Resilient rural transport infrastructure reconstruction and maintenance; (3) Project Management; and (4) Contingency Emergency Response.

 

  1. The National Road Safety Consultant to be selected will be based in Project Management Unit, Ministry of Rural Development (PMU-MRD) and responsible to provide high quality management, monitoring and implement support to MRD on Environmental, Health and Safety aspects for effective implementation of the project. In doing so, he/she will be required to work side by side with PMU team and ESO and will develop capacity building and skill enhancement of PMU and ESO staff.

Ministry of Rural Development Cambodia Southeast Asia Disaster Risk Management Project 2 (Project ID: P177185) Request for Expressions of Interest National GIS Specialist (12 months over the period of 48 months)

  1. The Royal Government of Cambodia (RGC) has obtained financing from the International Development Association IDA) towards the cost of the Cambodia Southeast Asia Disaster Risk Management Project II for rehabilitation and upgrade of Rural Roads in Cambodia. The proposed PDO is to be achieved through the following components: (1) Institutional strengthening for disaster resilience at the national level; (2) Resilient rural transport infrastructure reconstruction and maintenance; (3) Project Management; and (4) Contingency Emergency Response.
  2. The National GIS Consultant to be selected will be based in the Project Management Unit, Ministry of Rural Development and responsible for providing capacity building, managing data collection relevant to the project, mapping and spatial data management, and support to project component teams of PMU of DRMP 2 to implement, coordinate, and monitor civil works progress activities following the agreed and applicable procedures and guidelines. In doing so, he/she must work in close consultation and cooperation with PMU-MRD staff.
