[English Below] រាជធានីភ្នំពេញ៖ នារសៀលថ្ងៃព្រហស្បតិ៍ ១០រោច ខែបឋមាសាឍ ឆ្នាំមមី អដ្ឋស័ក ព.ស.២៥៧០ ត្រូវនឹងថ្ងៃទី៩ ខែកក្កដា ឆ្នាំ២០២៦ ឯកឧត្តម ឆាយ ឫទ្ធិសែន រដ្ឋមន្ដ្រីក្រសួងអភិវឌ្ឍន៍ជនបទ បានដឹកនាំគណៈប្រតិភូក្រសួង រួមមាន ឯកឧត្តមរដ្ឋលេខាធិការប្រចាំការ ឯកឧត្តម លោកជំទាវ លោក លោកស្រី ជាថ្នាក់ដឹកនាំក្រសួង អញ្ជើញចូលរួមដាក់កម្រងផ្កា និងគោរពវិញ្ញាណក្ខន្ធសព ឧបាសក សៅ វ៉ន ដែលត្រូវជាឪពុកបង្កើតរបស់ ឯកឧត្តមបណ្ឌិត សៅ ជីវ័ន្ត រដ្ឋលេខាធិការនៃក្រសួងអភិវឌ្ឍន៍ជនបទ បានទទួលមរណភាពនៅថ្ងៃពុធ ៩រោច ខែបឋមាសាឍ ឆ្នាំមមី អដ្ឋស័ក ព.ស.២៥៧០ ត្រូវនឹងថ្ងៃទី៨ ខែកក្កដា ឆ្នាំ២០២៦ វេលាម៉ោង ៦:៣០ នាទីព្រឹក ក្នុងជន្មាយុ ៨៥ឆ្នាំ ដោយជរាពាធ នៅសង្កាត់ទួលទំពូងទី១ ខណ្ឌចំការមន រាជធានីភ្នំពេញ។ មរណភាពរបស់ ឧបាសក សៅ វ៉ន គឺជាការបាត់បង់ស្វាមី ឪពុក ឪពុកក្មេក និងជីតា ជាទីស្រឡាញ់បំផុត ប្រកបដោយព្រហ្មវិហារធម៌ និងសង្គហធម៌គំរូមួយរូប ដែលតែងតែខិតខំចិញ្ចឹមបីបាច់ថែរក្សា អប់រំទូន្មាន ដល់កូន ក្មួយ និងចៅៗ រហូតក្លាយជាធនធានដ៏មានតម្លៃរបស់សង្គមជាតិ។

Phnom Penh: On Thursday afternoon, July 9, 2026, H.E. Chhay Rithisen, Minister of Rural Development, led a Ministry delegation—including the permanent Secretary of State; Excellencies, Lok Chumteav, Ladies and Gentlemen in the Ministry leadership—to lay a wreath and pay respects to the late Mr. Sao Von, the father of H.E. Dr. Sao Chivoan, Secretary of State of the Ministry of Rural Development, who passed away on Wednesday, July 8, 2026, at 6:30 in the morning, at the age of 85, due to old‑age illness, at Tuol Tumpoung I Sangkat, Chamkar Mon Khan, Phnom Penh. The passing of Upasaka Sao Von is the loss of a most beloved husband, father, father‑in‑law, and grandfather who always strove to provide for, care for, and instruct his children, nieces and nephews, and grandchildren until they became valuable human resources of society and the nation.
In that time of deep shared sorrow, H.E. Chhay Rithisen and the Ministry delegation expressed heartfelt grief and shared condolences with H.E. Secretary of State and Lok Chumteav, as well as the family, with the deepest sympathy. On that mournful occasion as well, the Minister and the Ministry delegation dedicated prayers that the spirit of Upasaka Sao Von may rest peacefully in the blissful realm.
