[English Below] រាជធានីភ្នំពេញ៖ នាព្រឹកថ្ងៃព្រហស្បតិ៍ ៣រោច ខែបឋមាសាឍ ឆ្នាំមមី អដ្ឋស័ក ព.ស.២៥៧០ ត្រូវនឹងថ្ងៃទី២ ខែកក្កដា ឆ្នាំ២០២៦ ឯកឧត្ដម ឆាយ ឫទ្ធិសែន រដ្ឋមន្រ្ដីក្រសួងអភិវឌ្ឍន៍ជនបទ បានអញ្ជើញចូលរួមជាកិត្តិយសក្នុងពិធីអបអរសាទរខួបលើកទី៣០ឆ្នាំ នៃអង្គការដើម្បីភាពញញឹមនៃកុមារ និងពិធីប្រគល់សញ្ញាបត្រជូនដល់និស្សិត-សិស្ស របស់វិទ្យាស្ថាន ប៉េ អេស អឺ (PSE) សម្រាប់ឆ្នាំសិក្សា២០២១-២០២៤ ក្រោមអធិបតីភាពដ៏ខ្ពង់ខ្ពស់ សម្តេចមហាបវរធិបតី ហ៊ុន ម៉ាណែត នាយករដ្ឋមន្ត្រីនៃព្រះរាជាណាចក្រកម្ពុជា និងលោកជំទាវបណ្ឌិត ពេជ ចន្ទមុន្នី ហ៊ុនម៉ាណែត។
អង្គការ PSE ត្រូវបានបង្កើតឡើងក្នុងប្រទេសកម្ពុជានៅក្នុងឆ្នាំ១៩៩៦ ដើម្បីជួយកុមារ និងយុវជនដែលមកពីគ្រួសារទីទ័លក្រនិងមិនបានទទួលការអប់រំ តាមរយៈកម្មវិធីប្រតិបត្តិចំនួន៦ធំៗគឺ៖ ទី១ កម្មវិធីអាហារ, ទី២ កម្មវិធីសុខភាព, ទី៣ កម្មវិធីការពារ និងការស្នាក់នៅ, ទី៤ កម្មវិធីអប់រំចំណេះទូទៅ, ទី៥ កម្មវិធីបណ្តុះបណ្តាលវិជ្ជាជីវៈ និងឧត្តមសិក្សា និងទី៦ កម្មវិធីផ្តល់ជំនួយដល់គ្រួសារ។ រយៈពេលជាង៣០ឆ្នាំកន្លងមកនេះ មានកុមារ និងយុវជនក្រីក្រនិងងាយរងគ្រោះជាង១៥,០០០នាក់ បាននិងកំពុងទទួលបានការអប់រំចំណេះទូទៅ ការបណ្តុះបណ្តាលវិជ្ជាជីវៈ និងទទួលបានការគាំទ្រផ្សេងៗ។ ដោយឡែកពិធីប្រគល់សញ្ញាបត្រជូនដល់សិស្ស-និស្សិត ដែលបានបញ្ចប់ការសិក្សាសម្រាប់ឆ្នាំសិក្សា២០២១-២០២៤ មានចំនួន ៥០០នាក់ (ស្រី៣១៩នាក់) លើកម្រិតបរិញ្ញាបត្របច្ចេកទេស សញ្ញាបត្រជាន់ខ្ពស់បច្ចេកទេស និងសញ្ញាបត្របច្ចេកទេស និងវិជ្ជាជីវៈ៣ (C3)។ ក្នុងឱកាសនោះដែរ សម្ដេចធិបតីនាយករដ្ឋមន្រ្ដី បានថ្លែងការកោតសរសើរចំពោះទស្សនវិស័យរបស់ អង្គការ PSE ដែលមិនត្រឹមតែផ្ដោតលើការផ្ដល់ជំនួយបន្ទាន់ប៉ុណ្ណោះទេ ប៉ុន្ដែបានផ្ដោតលើការបង្កើតសមត្ថភាពឱកាសយូរអង្វែង និងរយៈពេលនៃការអប់រំ ការបណ្ដុះបណ្ដាលវិជ្ជាជីវៈដល់កុមារ និងយុវជនដែលមានជីវភាពខ្វះខាតរបស់កម្ពុជា ដែលជាការចូលរួមចំណែកក៏សំខាន់ជាមួយនឹងគោលនយោបាយរបស់រាជរដ្ឋាភិបាលនៃព្រះរាជាណាចក្រកម្ពុជា៕
Phnom Penh: In the morning of Thursday, July 2, 2026, H.E. Chhay Rithisen, Minister of Rural Development, attended the 30th-anniversary celebration of the organization “Pour un Sourire d’Enfant” (PSE) and the graduation ceremony for students of the PSE Institute for the 2021-2024 academic year. The event was presided over by Samdech Moha Borov Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, and Lok Chumteav Dr. Pich Chanmony Hun Manet.
The PSE organization was established in Cambodia in 1996 to assist children and youth from vulnerable families who lack access to education through six major programs: 1) Nutrition, 2) Health, 3) Protection and Housing, 4) General Education, 5) Vocational Training and Higher Education, and 6) Family Assistance. Over the past 30 years, more than 15,000 poor and vulnerable children and youth have received general education, vocational training, and various forms of support.
Specifically, the graduation ceremony for the 2021-2024 academic year saw 500 students (319 female) receive degrees in Technical Bachelor’s, Technical Higher Diplomas, and Certificate Level 3 (C3).
During the occasion, the Prime Minister expressed his appreciation for the vision of PSE, which focuses not only on providing emergency aid but also on building long-term capacity and opportunities through education and vocational training for underprivileged children and youth in Cambodia. This initiative serves as a significant contribution to the policies of the Royal Government of Cambodia.
