The
Chairperson of the Provincial Rural Development Committee (PRDC) can invite,
when deemed necessary, all directors of provincial departments for a meeting.
The PRDC will have their own Seal to be used for its administration.
Invitation will be issued to members of PRDC to participate in its meetings.
PRDC members will participate in all the meetings upon the Chairperson's
invitation
Article
2 .The Provincial Rural Development Committee (PRDC) has the duty to support
the Ministry of Rural Development who is the leading institution and responsible
for the implementation of rural development programs and to facilitate
the development of the provincial planning on rural development activities
on behalf of the Royal Government of Cambodia.
PRDC’s
roles and responsibilities are as follows:
Work in collaboration with relevant ministries to collect data/information
on social, economic, geography and culture in the provincial areas as
a foundation to determine area as - very poor, middle poor and less poor.
Prepare the provincial rural development plan based on provincial situation
and priorities, and submit to the Ministry of Rural Development for its
overall coordination and technical feasibility approval.
Encourage the participation of the private sector in development, and
nourish private sector, institutions and non-government organizations,
community organizations in all provincial rural development activities.
Promote the market potential for stable price and demand for local produces.
Strengthen and improve the cooperation between provincial departments
engaged, the international organizations and non-government organizations
to develop effective plans for rural development work in the province.
Establish Commune Rural Development Committees (CRDCs) in the province
and issue certification letter to recognize the operation of Village Development
Committees (VDCs) that are based on criteria prepared by the Ministry
of Rural Development. The establishment of the VDC should be based on
importance and needs of the villagers and should be gradually carried
on the feasibility of the village socio-economic conditions.
Organize regular as well as extra-ordinary meetings or as requested in
which all members and observers of the PRDC participate and discuss on
all matters related to the planning, monitoring and evaluation on the
implementation of the provincial plan.
Review and finalize on subsequent provincial rural development plan based
on activities and priorities that were submitted from district, commune
and village levels.
Assist in the preparation of provincial planning budgets as related to
all provincial rural development priorities and submit to the Ministry
of Rural Development and other relevant Ministries concerned.
Facilitate, monitor and evaluate all rural development programs/projects
implemented in the province and that have been submitted for inclusion
in the provincial planning.
Prepare periodic reports to the Ministry of Rural Development and other
ministries concerned of all on-going rural development activities and
the results accomplished.
Article 3 The PRDC will have a Secretariat to assist this Committee and
the Governor or Deputy Governor, who is the Chairperson, to fulfill his/her
responsibility in providing leadership for planning, monitoring and evaluation
and overall management of the provincial rural development activities.
The Provincial Department of Rural Development (PDRD) will serve as the
Secretariat for the PRDC. The Secretariat of the PRDC is responsible for
the following:
Prepare agenda for all PRDC meetings.
Prepare and issue invitation letters for all members and observers of
the PRDC as necessary and prepare the minutes of the meeting and circulate
as directed by the Chair of the PRDC.
Monitor the implementation of all PRDC decisions.
Manage day-to-day functions of the PRDC.
Article 4 Through a communiqué, the Ministry of Rural Development
will constitute policies, criteria and guidelines necessary to formation
of the Commune Rural Development Committees (CRDCs) and Village Development
Committee (VDCs).
Article 5 . The Royal Government’s Decision No. 136 SSR of
21 December 1994 and No. 65 SSR of 9 September 1995 on the establishment
of the PRDCs and all other executive orders on this subject which is not
consistent with this decision is to be considered as null and void.
Article 6. The Senior Minister in charge of the Office of the Council
of Ministers, Senior Minister/Minister of Rural Development, Senior Ministers,
Ministers, Secretaries of State of concerned Ministries, Provincial Governors
and all other members as listed in Article 1 shall be responsible for
implementing this decision effectively from the date of its signature.
