The Chairperson of the Provincial Rural Development Committee (PRDC) can invite, when deemed necessary, all directors of provincial departments for a meeting. PRDC members will participate in all the meetings upon the Chairperson's invitation. In his absence, the Vice-Chair of PRDC shall have the right to invite members for a meeting if necessary.
Duties and Responsibilities of PRDC
The PRDC has the following Roles and Responsibilities: |
- In collaboration with relevant institutions, collect and analyze data and information covering the geographic, socio-economic and cultural situations in the Province to determine the progressive, middle-level and backward Communes and Villages;
- Based on the above outputs, develop the Provincial Rural Development planning by prioritizing the programs and projects in following the real situation of each Province to submit them to MRD for inspection, approval and allocation for implementation in line with the defined principles and techniques;
- Promote private sector development initiatives and encourage the participation by private institutions, NGOs and community organisations in Provincial Rural Development progress;
- Explore markets to ensure the reasonable price for farm produces and other products of the Rural people;
- Build up and Strengthen the solidarity, friendship and co-operation between concerned Provincial Departments, IOs and NGOs to promote the success and ease in the preparation of the Provincial Rural Development Planning;
- Set up the CRDCs and issue a letter attesting the VDCs, proposed within the Province, in line with National guidelines and criteria established by the Ministry of Rural Development;
- Conduct ordinary and special meeting with participation of all members & observers of the PRDC to discuss issues related to Planning and Monitoring & Evaluation of Rural Development Projects in the Province;
- Inspect and Approve the Provincial Planning for the year ahead covering proposed activities and priorities, built up from proposals and plans submitted at District, Commune and Village levels;
- Co-ordinate the budget covering the Provincial Rural Development Planning for submission to the Ministry of Rural Development and the relevant Line Ministries;
Monitor and Evaluate the implementation of Rural Development activities arising from the provincial plan; and
- Report on Rural Development activities and outputs to the Ministry of Rural Development and the relevant institutions.

The PRDC has a Secretariat to enable this committee to fulfill broad managerial responsibilities for the planning, monitoring and evaluation of provincial rural development.
The Provincial Department of Rural Development (PDRD) is a Secretariat of the PRDC. The President of PRDC nominates the members of Secretariat. They are as follows: |

| The PRDC Secretariat has the following Duties and Responsibilities: |
- Prepare the agenda of PRDC meetings;
- Prepare and Issue the PRDC information letters and minutes of meeting;
- Follow up on the implementation of decision reached by PRDC;
- Manage PRDC affairs on a daily basis.

The Secretariat members are allowed to attend all ordinary and extra-ordinary meetings of the PRDC.
Stamp of the PRDC
The PRDC is authorised to use its special stamp for facilitating its administrative affairs. A uniform model of stamp of the PRDC is provided by MRD.
