As
Rural Development in its broadest sense encompasses
all economic and social aspects of Rural life, several
national institutions of the Royal Government of Cambodia
are directly or indirectly concerned. Well-defined
coordination structures are therefore essential in
order to ensure that the financial and human resources
of both the Royal Government and the international
community are properly managed and directed towards
Sustainable Rural Development programs that are participatory
in nature and relevant to both Government policies
and local needs.
With
a mandate to effect the Coordination of all Rural
Development activities, the Ministry of Rural Development
has been instrumental in formulating Rural Development
Management Structures from National to Village level
which will accommodate the need both for coordination
within Government and for Government dialogue with
civil society. Moreover, the Rural Development Structures
are aimed at developing the Capacity for Planning,
Implementing, Monitoring and Evaluating coherent Integrated
Rural Development programs.
The
Rural Development Structures should:
