Main Responsabilities

The Ministry of Rural Development shall have the following roles and duties to:
 
  • To draft the Rural Development policy and strategy in conformity with the political program of the Royal Government.
  • To prepare the short/mid/long-term Rural Development planning in order to improve the socio-economic and cultural quality of life of the Rural people by alleviating poverty and reducing the disparity between the Rural and the Urban people.
  • To participate in the national construction and development of Rural Development to progress improvement toward national prosperity. In conformity with the Royal Government's policies, the scope of these activities is to be directed at Family, Village and Commune levels throughout the Kingdom.
  • To survey, research, collect and manage data/information, and to amass statistics covering the socio-economic and cultural situation in the Kingdom's Rural areas in collaboration with all relevant institutions.
  • To develop and maximize human resources by providing training in management skills and methodology to MRD staff.
  • To consider establishing Regional and/or Provincial Vocational and Technical Training Centers for training Rural people according to their actual needs and employment planning priorities.
  • To research Rural Development technical needs and, through training and education, deliver practical extension advice to Rural people in order to raise their productivity and increase family incomes.
  • To relate, coordinate and cooperate with Bi-Multilateral donors, IOs, NGOs, Government agencies and authorities at all levels, Private sector and, vitally with Local People, to achieve Sustainable Rural Development.
  • To administer, direct and carry out Integrated Rural Development Programs at the Family, Village and Commune levels such as Rural Roads, Rural Water Supply, Primary Health Care, Community Development and Rural Economy Development in collaboration with relevant institutions, IOs, NGOs, private sector and local communities.
  • To encourage the establishment and strengthening of the Rural Development Structure at all levels, especially the Development Committees at the local level.

General Department for Administration and Finance
 
The General Department for Administration and Finance (GDAF) is in charge of relating, coordinating, and managing
the administration, personnel, material, equipment, accountability, finance, planning, statistics, monitoring and evaluation, National and International cooperation, training, research, extension work and publicity within the scope of responsibility of the Ministry of Rural Development.

The General Department for Administration and Finance is headed by a Director General and assisted by a number of Deputies Director General.

The General Department for Administration and Finance consists of 5 Departments within its jurisdiction, namely:

General Department for Technical Affairs

The General Department for Technical Affairs (GDTA) is in charge of relating, coordinating, and administering the programs of Rural Roads, Rural Water Supply, Primary Health Care, Community Development, and Rural Economy Development.

The General Department for Technical Affairs is headed by a Director General and assisted by a number of Deputies Director General.

This General Department consists of the following 5 Departments, each under its jurisdiction:

General Inspectorate 

The General Inspectorate (GI) has the following responsibilities:
 
  • To regularly audit performance levels to ensure that all institutions under the Ministry's jurisdiction maintain high standards;
  • To report to the Minister on the functioning of the audited institutions and any improvement measures to be put in place to correct weak performance;
  • To set up the measures and standards necessary to strengthen and build up the effectiveness of the Ministry's work and submit such plans to the Minister; and
  • To resolve all such problems and make the necessary decisions to improve performance within the defined areas of responsibility, according to the rights delegated by the Minister.
The General Inspectorate is headed by an Inspector General and assisted by a number of Deputies.

Minister's Cabinet

The Minister's Cabinet is a particular unit which has the mission to assist the Minister of Rural Development with the following duties:
 
  • To relate with other Ministry Cabinets, as well as members of parliament and the mass media;
  • To give advice to the Minister covering the general affairs of the Ministry and to assess documents that the Minister has to consider; and
  • To follow up and coordinate all activities of the Ministry to facilitate the Minister's work.
 The Cabinet is headed by a Director and assisted by a number of Deputies. The Advisors and Assistant to the Ministry's Leaders are working within the Cabinet.

Financial Control Entity

The Financial Control Entity was established by the Minister of Economy and Finance through the conditions of regulation determined by the Sub-Decree no. 81 dated November16, 1995, about the establishment of a Financial Control Institution on budget expenditure in every Ministry.
 
At Provincial/Municipal Level:

There shall be Local-based entities. At each province/municipality, the Provincial/Municipal Department of Rural Development (PDRD) implements and coordinates the Ministry of Rural Development activities. At each district, the District Office of Rural Development (DORD) implements MRD activities under the direction of PDRD.
