• To assess training needs in MRD, analyze and organize delivery;
• To prepare the short/medium/long-term planning of the training, workshop, research and extension work;
• To prepare programs for professional and vocational training;
• To improve the skills and knowledge of MRD staff, as identified by training need assessments;
• To administer MRD's resource center and technical & vocational training centers at regional levels;
• To organize vocational training in training centers for the rural people or their representatives, to encourage employment opportunities;
• To prepare workshop/seminars/conferences to increase the knowledge and experience exchanged between Government staff and rural people;
• To research the appropriate technology and gain experience from important key projects;
• To produce and publish the social, economic and technical documents resulting from research activities to be used as basic documents for training and extension work;
• To prepare the rural development program and documents for wide distribution via broadcasting on the radio, television and in the printed media to educate and disseminate information about the interests, activities, outputs and benefits of rural development. The aim is to promote and encourage participation, cooperation and assistance from the national and international agencies, and the private sector, as well as rural people; and
• To monitor and evaluate the training and extension work.
